美国战略重心东移的特点

自奥巴马政府上台以来,美国开始推行战略重心东移政策,将战略重点从欧洲、中东地区转向亚太。在一系列的战略举措中,美国渐渐展露出其战略重心东移的特点。本篇文章将从大战略的视角,对美国战略重心东移的特点进行剖析。     

“阿拉伯之春”与颜色革命

"阿拉伯之春"既有颜色革命的部分特征,但又不等同于颜色革命。它指的是发端于突尼斯继而几乎席卷整个阿拉伯世界的,为推动政府进行自上而下的改革乃至要求推翻本国专制政体的自发的、内生性的街头运动。阿拉伯世界政局动荡的内部原因是其各自国内积重难返的政治、经济问题,外部原因在于美西方十几年来不断在该地区进行的"民主"渗透。美西方在阿拉伯世界强推西式民主,在经济、政治、安全三方面酿成一系列的苦果并形成恶性循环,客观上使阿拉伯民众对西方"民主""自由"的幻想趋于破灭,将使中东地区在很长时期内都难有宁日。     

Time,labour, and the household: measuring “time poverty” through a gender lens

This article applies functional time use (FTU) analysis towards understanding inequalities in developing countries and the relevant relationships among the use of time, gendered divisions of labour, and the household economy. In so doing, it proposes one way of approaching the development concept of “time poverty”. The findings from an empirical study of an indigenous village in the Bolivian Amazon illustrate a heavier overall labour burden of the female population across all age groups. The paper also argues for FTU analysis as an analytic tool for gender-sensitive analysis with a potential to inform the work of development practitioners.     

美国“平等-不平等政治”的历史周期率及其对中国的启示

对于“占领华尔街”运动所暴露出的美国社会贫富差距扩大和两级分化现象，可以用美国学者保罗·克鲁格曼的“不平等政治”与“平等政治”相互转换的分析理论来解释。在他看来，美国的政治与经济社会之间的关系是政治的平等或不平等决定着经济社会的平等或不平等；美国不平等政治与平等政治的转换经历了“严重不平等”的“前新政”时期、“相对平等”的“新政”时期和“高度不平等”的保守主义政治时期这三个阶段；美国正面临着走向新平等政治并实现贫富差距“大缓和”的历史机遇。然而，“占领华尔街”运动却表明，美国的不平等政治仍然在延续，美国至今未能从制度上解决“平等一不平等政治”周期性转换这一政治不公平问题。由此可以得出如下启示：在当今世界各国包括中国，有“良知”的政治学家和政治家，不仅要推进民主政治，还应该正视“平等一不平等政治”的周期率，并努力超越不平等政治，施行公平政治，以此推进经济社会的公平发展。

历史小说是美国少年小说的一个重要类型。自20世纪30年代以后,反映少年生活的历史小说在美国不断问世,并于60、70年代进入繁荣阶段。本文旨在通过梳理美国少年历史小说的发展脉络,探讨其潮流及特点,如发展阶段、文化内涵、审美价值观等,说明其文学成就与影响,同时加深我国对美国少年历史小说的了解和研究。     

U.S. International Broadcasting: The Case of Iran

This article is an examination of the current state of U.S. broadcasting to Iran. It also gives an overview of the structure of U.S. international broadcasting. The author illustrates how under the Bush administration, Radio Farda and Voice of America Persian TV were held accountable for helping to destabilize the Islamic Republic of Iran. However, critics, including those in the Pentagon and a number of congressional members, doubted the capacity of Radio Farda, in particular, to carry out such a purpose because of its entertainment focus. Contrary to self-professed declarations of independence and free and objective journalism, the author argues that the U.S. government uses strict editorial control to restrict its broadcasting entities within the boundaries of its foreign policy objectives.     

俄罗斯防范“颜色革命”的主要做法

以美国为首的西方国家始终没有放松对所谓"不听话"和"非民主国家"的改造战略,普京领导的俄罗斯无疑是其最想改造的重要目标。美西方对俄改造的手法主要有:不断加大对俄反对派的资金和技术支持;对俄境内反政府活动煽风点火,推波助澜,等等。普京深知西方对俄罗斯的险恶用心,要求相关部门对全球发生的"颜色革命"进行深入研究,在立法上,推出系列法律法规,阻击"颜色革命";在行动上,主动出击,反制西方颠覆活动,以及在社会领域、政权建设等方面均采取了一系列措施加以防范和应对,收到了良好的效果。     

Mechanisms for popular participation and discursive constructions of citizenship

In the past decade, Latin America has witnessed the emergence of a political discourse that links popular participation to citizenship accompanied by an explosion of participatory mechanisms. Yet there is little qualitative research that looks at how participatory experiences affect people's perceptions of their role as citizens or to what extent the discourse transmitted through these institutions encourages participation or compliance. This article examines conceptions of citizenship among individuals who engage in participatory mechanisms in Venezuela, Ecuador and Chile. Using discourse analysis, it finds that participants in Venezuela and Ecuador have developed a ‘radical’ conception of active citizenship that differs from the liberal interpretation in Chile. Regardless of the preferred model, however, state discourse establishes parameters around citizenship. Furthermore, the discursive repertoires of citizen participants align with those produced by state institutions, suggesting that participatory mechanisms act to socialize people into participating in ‘legitimate’ and acceptable ways.     

Gender mainstreaming in organisational culture and agricultural research processes

Despite increased attention to gender issues in the international development arena since the rise of feminism in the 1970s, few agricultural research organisations have integrated gender in their problem diagnosis and technology development. Gender mainstreaming can significantly enhance the impact of research and technology development. Entrenching gender mainstreaming in organisations and their research agendas remains a challenge. To overcome it requires political will, accountability, a change in organisational culture, and technical capacity within an organisation. This article presents an experience of gender-mainstreaming practice in the institutional culture and agricultural research processes by Urban Harvest and the International Potato Centre (CIP).
