警事治理:国家警事社会化的新定义

治理理论对国家与市民社会关系的认识思路是国家和市民社会相互"型塑"达致社会公共事务管理的"善治"。在国内外警务战略模式变革中成为潮流的"国家警事社会化"战略,是指在警察机关专业警务活动的同时,动员社会组织和社区公众共同参与防控违法犯罪、维护社会治安秩序活动的过程。显然,"国家警事社会化"寻求警察与社会组织及社区公众的互动合作基础上公共安全管理的改善。因为警察与国家的对应、社会组织及公众正是市民社会的具象,所以可以用治理理论作为分析"国家警事社会化"的框架,并将其定义为"警事治理"。

吸毒对于一个人、一个家庭、一个国家来讲具有极大的危害,因此帮助吸毒者彻底摆脱毒瘾成为十分迫切的社会工作。本文分析了吸毒者的心理原因,提供了心理矫治的方法。     

涉外纳税人税法适用问题研究

涉外纳税人的税法适用具有交叉重叠的特性,它既涉及到中国税法的适用,也涉及到外国税法以及国际税法的适用。适用不同的税法,对涉外纳税人的税收待遇有着不同的影响,同时也影响一国涉外税收政策的效应。     

Toward Subnational Comparative Cultural Policy Analysis: The Case of Provincial Cultural Policy and Administration in Canada

Comparative policy analysis is an underdeveloped field of study in Canadian policy scholarship at the national and subnational levels. Cultural policy research is also underdeveloped in Canada, particularly at the provincial level. This article aims to contribute to the development of subnational comparative cultural policy analysis by assessing the analytical value of utilizing national-level cultural policy approaches as referents for provincial comparative analysis. We develop four main approaches to cultural policy and administration—the French, British, American, and hybrid (mixed) approaches—and explore their applicability to analyzing the origin and evolution of cultural policy and administration in five Canadian provinces. The article draws on a recently concluded three-year national study of provincial and territorial cultural policy and administration codirected by authors Gattinger and Saint-Pierre.     

Quasi-National European Identity and European Democracy

Democracy may well be the primary virtue of political systems. Yet European politics is marked by a democracy deficit that will not disappear spontaneously. While legal and political theory on this issue is dominated by supporters of civic institutionalism and constitutional republicanism, liberal nationalists seem to be split. They justify the civic nationhood of member states, but they shrink away from the idea of a European people. This essay claims that a quasi-national conception of European identity can be conducive to the rise of a democratic political union of Europe. It discusses the mechanisms and rules for Europeanization of the sense of equal dignity and solidarity. This approach to supranational identity is explicitly instrumental and orientated towards the long run. However, the main liberal objections against it can be countered.     

Race and Demographic Factors in Treatment Attendance for Domestically Abusive Men

This study examined the influence of race and other demographic characteristics on session attendance and dropout from a cognitive-behavioral treatment program for male domestic abusers (N = 101). Multiple regression analyses revealed that lower session attendance was significantly predicted by unemployed status and African American (versus Caucasian) race. Other demographic factors could not account for the race differences in session attendance. Race was the strongest predictor of dropout and session attendance in all analyses. Racial composition of treatment groups was not significantly related to number of sessions attended for Caucasian or African American clients. Although the combined (interactive) effect of race and referral source on number of sessions was not statistically significant, the pattern of means suggested that self-referred African Americans were at the greatest risk for dropout. Results suggest that race differences in dropout, and the mechanisms that account for these differences, deserve more clinical and research attention in treatment for domestic abusers.

提升国家文化软实力是赢得新形势下国际竞争的重要战略任务。文化软实力的提升有赖于卓有成效的对外宣传。文化构成了对外宣传的内容和背景,对外宣传又体现和张扬着文化。文化软实力在对外宣传中发挥效力,扩大影响,对外宣传也因文化软实力而丰富和生动。必须充分认识二者的关系,准确把握文化软实力视域中对外宣传面临的问题和挑战,在文明对话与交流中,形成对外宣传新格局,消除文化差异带来的误解,提升文化国际影响力。     

Implementing a COAG Reform Using the National Law Model: Australia's National Registration and Accreditation Scheme for Health Practitioners

The Council of Australian Governments (COAG) is undertaking a program of reform part of which requires moving from diverse state and territory based legislated systems to a nationally consistent system. A method which is being increasingly used for this purpose is the national law model. On 1 July 2010 a new national registration and accreditation scheme (NRAS) for health practitioners commenced using this model. The challenges faced in implementing NRAS may be faced by other initiatives using the same approach. The challenges of reaching agreement on a national system, avoiding variations within a national system at local level and delays in legislation across multiple parliaments are considered in the light of NRAS experience and lessons for similar projects are drawn out.

日本少年院是对非行少年实施矫正教育的主要机构。少年院采取类型处遇、阶段处遇、长期和短期处遇等各种类型的矫正教育方法,并引进了心理面谈和考虑被害人感觉等特别措施,在对非行少年的矫正中起到了重要的作用。但少年院仍然存在局限与不足,还需要进一步改进。
