警察执法观念是指导警察实践职务活动和处理社会关系的行为准则。香港警队追求和养成的积极履行告知义务、主动为律师讯问在场提供条件、自觉遵守法律对讯问方式的限制、严格执行侦查权与羁押权分离等现代执法观念,得了社会公众的拥戴。内地警察学习、借鉴香港警察现代执法观念,主要应从强化人权保障意识、树立程序优先意识、提高法律素质意识等方面努力。

加强粤港警察院校在警务技能与战术教学训练方面的研究，对粤港警察警务技能与战术的课程设置、教学内容与训练方法、教官队伍建设等方面加以比较，可以学习香港警察在警务技能战术教学训练方面先进的经验和做法，以促进广东警察在警务技能战术方面的发展。

本文就信达雅翻译标准提出的历史渊源及其历史发展的轨迹进行了初步探讨。从历史角度,回顾了近百年来中国在翻译标准问题上所取得的成果,通过纵向的比较、动态的研究,发掘了信达雅之说的学术内涵,从而验证了信达雅是最具有影响力的翻译原则和标准。

从合同的概念和形式、合同的成立、有效合同的基本要素,无效合同的基本因素,合同的违约与救济等方面对中国大陆与香港合同法进行比较研究,有助于我们了解中国香港合同法的主要特点,以利于两地的经济交流与立法完善。     

香港社区警务制度及其影响探究

社区警务是20世纪末在国际范围内兴起的一种适应市场经济体制的警务模式,这种模式已经成为国际警务发展的大趋势。作为原英国殖民地,香港的法律制度和警察体制都深受英国警务制度的影响,从而形成了具有香港特色的较为严谨的法律体系和专业警察队伍。20世纪70年代,英国的社区警务制度在香港悄然兴起,并在遏制犯罪和促进警民关系等方面起到积极作用,形成了相对完整、系统的社区警务模式。香港回归以来,内地公安机关逐渐引入香港先进的警务模式和理念,从而对大陆的警务政策的制定和警民关系的维护产生了巨大的影响。     

CHANGING DIMENSIONS OF TRUST IN GOVERNMENT: AN EXPLORATION IN ENVIRONMENTAL POLICY IN HONG KONG

This study reports the findings of a 3‐year investigation into dimensions of trust in governmental capacity to deal with environmental risks (air pollution, sustainable development, waste, and water). We explore if levels of trust in Hong Kong correspond with the two‐dimensional structure identified in the research of Poortinga and Pidgeon. Findings of this multi‐method study (survey and focus group) conducted between 2005 and 2008 point towards largely low but unchanging levels of trust in the Hong Kong government. By contrast, the number of dimensions of trust reduced over the study period, pointing towards growing levels of scepticism. This leads us to conclude that, in relation to environmental risks, Hong Kong is characterised by cynicism. These findings reflect a wider argument that there are two underlying dimensions of trust—reliance and scepticism. The implications of these findings are discussed, and strategies to address low levels of trust are outlined. Copyright © 2014 John Wiley & Sons, Ltd.

意识形态是文化的核心,又离不开文化的形塑.中国传统文化、岭南文化、西方现代文化和商业文化在香港独特的社会历史条件下相互交融的过程,从侧面反映了香港文化的发展历程,又为探讨香港群体意识形态的形成史提供了线索.因此,解构香港群体意识形态的文化脉络,洞察港人观念体系形成的内在规律,有助于内地和香港思想文化的对话与交流.     

Chinese Organised Crime

Secret societies have always been endemic to Chinese overseas communities, surviving on fear and corruption and prospering through their involvement in a wide range of legal and illegal businesses. For many years, Hong Kong was seen as the 'capital' of this worldwide Chinese criminal fraternity and, in the 1980s, many outside observers and analysts thought the gangs that were based in the then British colony would leave once it reverted to Chinese rule in 1997. In the end, the reverse turned out to be the case. Not only did the Hong Kong Triads make arrangements with the territory's new overlords, but in Chinatowns all over the world, close links were also forged with mainland Chinese interests. In China itself, where cutthroat capitalism has replaced the old, austere socialist system, new secret societies, both Triad-linked criminal groups and various syncretic sects, are also expanding at a breathtaking pace. An entirely new breed of entrepreneurs is emerging on the fringes of China. The businesslike and well-connected, pinstriped suit-wearing managers of the Sun Yee On Triad have shown where the future lies, while gangsters are breaking new ground in such new frontiers as the Russian Far East, which could have far-reaching consequences for the stability of the entire region.     

试探建构我国刑事诉讼管辖权异议制度——以香港刑事诉讼管辖权异议制度为参考

刑事诉讼管辖权异议,是在刑事诉讼中,被告人一方在司法机关违背管辖规定,管辖了其无权管辖的案件或者认为其他司法机关更适合管辖的情况下,在法定期限内向有审查权的法院提出要求该司法机关将案件移送有管辖权或更适合管辖的司法机关管辖的主张。但长久以来,我国刑事诉讼中一直缺失管辖权异议的制度。以香港刑事诉讼管辖权异议制度为参照系,汲取其中的精华元素,建立起一套较为完整的我国刑事诉讼管辖权异议制度,是一种尝试。
