公安微博在公安工作中的应用价值及路径研究

随着网络信息化时代的飞速发展，网络已经影响到人们生活中政治、经济、文化和娱乐等多个方面。公安微博作为一个网络信息化时代的新生事物，是在融合了公安工作与网络技术的背景下应运而生的。但作为一个新生事物，它在如何提高公安工作效率，如何规避其发展中存在的问题，如何更好地发挥其作为公安工作网络延伸的应用价值和路径等方面非常值得研究和探索。     

Agile programming – Introduction and current legal challenges

Within the realms of software development, customers must specify the requirements of their new software before the start of the project. Today, this leads to considerable delays with respect to the start of the project. In addition, the integration of new requirements into a system already developed in parts is becoming increasingly time-consuming and cost-intensive. Yet the specifically necessitated functions of a software are often only revealed through the process of development. By means of agile programming, changes in the requirements of a software product can be handled flexibly in shorter development cycles. In the following, the framework of agile software development projects as it applies under German law is described and current legal problems of such projects – in particular, the issue of contract type and the new building contract law – are considered. The unplanned project design appears contrary to the legal approach. The article shows, however, that agile software products development provides customers with dynamic and quickly scalable products and that customers can leave the project after individual project steps. The new development of building contract law, which focuses on subunits and approvals, is also very much in line with the above-mentioned programming.

海外华侨华人与其他国家侨民的一个显著区别就是华侨华人有着强烈的家国情怀。不管是“落叶归根”，抑或是“落地生根”，海外华侨华人中华文化传统之根越来越深植于海外华侨华人之心。其中，中华文化的“纽带”作用是最为根本的“根”。海外华文教育以及多种形式的海外文化交流活动，华裔与祖籍地青少年之间双向互动，培育友谊，同时，领略侨乡山水、文化之情。不断提升东南亚华裔新生代文化认同的新境界。

基层统战工作是整个统战工作的基石和前沿阵地。本文通过调研南安市乡村三级统战工作存在的新情况新问题,分析了制约基层统战工作开展的原因,提出了从统一思想认识、创新机制体制、加强队伍建设、同心聚力发展等方面来找寻新思路、明晰新方向、开创新局面。     

The state of the art in privacy impact assessment

There is growing interest in Europe in privacy impact assessment (PIA). The UK introduced the first PIA methodology in Europe in 2007, and Ireland followed in 2010. PIAs provide a way to detect potential privacy problems, take precautions and build tailored safeguards before, not after, the organisation makes heavy investments in the development of a new technology, service or product. This paper presents some findings from the Privacy Impact Assessment Framework (PIAF) project and, in particular, the project's first deliverable, which analyses the similarities and differences between PIA methodologies in Australia, Canada, Hong Kong, Ireland, New Zealand, the United Kingdom and the United States, with a view to picking out the best elements which could be used in constructing an optimised PIA methodology for Europe. The project, which began in January 2011, is being undertaken for the European Commission's Directorate General Justice. The first deliverable was completed in September. The paper provides some background on privacy impact assessment, identifies some of its benefits and discusses elements that can be used in construction of a state-of-the-art PIA methodology.     

中国公民社会的兴起与应对

公民社会是指围绕共同的利益、目的和价值上的非强制性的集体行为。我国的公民社会随着改革开放的进程逐步孕育、发展、壮大。特别是进入新时期新阶段以来,我国公民社会迅速崛起,对经济、政治、文化、社会生活等方方面面产生了日益重大的影响。一方面,公民社会的发展,有助于确认个人的价值和公民的社会地位,推动中国的社会转型以及实现社会自治;但另一方面,公民社会的兴起,也给中国社会发展、党的执政建设等多个方面带来了前所未有的挑战。如何正确认识和积极应对公民社会在中国的兴起和发展,已成为当代中国现代化建设中的一个重大现实课题。     

Reemerging religiosity: the mainstreaming of new spirituality in Estonia

Due to historical-cultural factors, Estonians answer that religion occupies a low level of importance in response to European and global surveys. Nonetheless, new spiritualities, rather than scientific materialism, have become increasingly influential in Estonia. Based on material from quantitative and qualitative studies, this article identifies indicators of the changing understandings about spiritual-alternative ideas and practices in Estonia and analyzes the tactics spiritual practitioners use to legitimize their worldviews. The study argues that “fuzzy spirituality” is the dominant mode of religiosity in Estonia and challenges researchers to find new methods and theoretical approaches to study religions.     

我国青少年新媒体素养教育模式研究

新媒体的快速发展,对社会的影响持续加深,也给人的发展,特别是青少年发展带来尖锐挑战。对处于成长发育时期,价值观尚未完全确立的青少年来说,新媒体素养教育已是迫在眉睫。我国新媒体素养教育还处于初步发展阶段,严重滞后于蓬勃发展的各种新媒体,但也有不少有价值的实践。从已有的新媒体素养教育实践中总结出我国新媒体素养教育的几种模式,并将其与国外成熟的新媒体素养教育相比较,对于构建既适应世界潮流又符合我国国情的青少年新媒体素养教育策略和方法,具有特别重要的意义。     

Classification of the Y-haplogroup distributions of Western Eurasian populations using a self-learning algorithm

The understanding of historical relationship between populations is a core aspect of human population history studies. We have compared the frequency of 18 different Y-SNP haplogroups in 90 Western Eurasian populations. Classification of haplogroup distribution vectors using a new self-learning classification algorithm so called “self-organizing cloud (SOC)” proved to be an effective tool to identify population groups, which share common paternal genetic features. By means of the algorithm, we have determined 10 different classes of populations based on the similarity of haplogroup composition. The analysis showed that paternal genetic markers tend to reflect geographical proximity of populations better than linguistic relationship, although certain Y-SNP haplogroups have relatively good correlation with specific language families. These observations are based on the comparative analysis of the Hg distributions of contemporary populations may reflect demographic history of them in the past.     

Has Public Administration Grown Up? The Road to Maturation

Abstract

Public administration has not yet become adult. It exhibits many of the signs of adolescence. These signs most clearly are self-doubt and continuous adoption of the newest fad. Also the field has not come to terms with its content, so it breaks into smaller and smaller units, each with a different name considered superior to the others. Yet all have much in common. The field needs to come back together in order to move toward adulthood, which will best be realized by linking public administration and democracy. Shakespeare's call for justice seems an appropriate challenge.
