In 2007 British Prime Minister Gordon Brown agreed that House of Commons committees should start holding pre-appointment hearings for key public appointments. This was initially welcomed by MPs, who viewed it as an important step towards limiting executive power and strengthening the role of parliament. However, following the appointment of the Children's Commissioner against the advice of the relevant select committee, many MPs became disillusioned with the hearings. Based on extensive interviews with those involved in the appointments process, this article argues that while committees may lack formal veto power over appointments, they do have considerable influence. Most candidates said they would not have taken up their appointment against the advice of the select committee. So pre-appointment hearings should not be dismissed as pointless, but rather seen as an important mechanism through which committees can exert influence over public appointments. This tells us two important things about the powers of legislatures. First, it confirms that legislative influence is far more subtle than the simple exercise of veto powers, as scholars have long noted. But second, it also demonstrates that even the most central actors in the process (the MPs) may not appreciate this fact.  相似文献

The question of ‘who gets what?’ is one of the most interesting issues in coalition politics. Research on portfolio allocation has thus far produced some clear‐cut empirical findings: coalition parties receive ministerial posts in close proportion to the number of parliamentary seats they win. This article poses two simple questions: Why did the Conservatives and Liberal Democrats agree to form a coalition government and, secondly, did the process of portfolio allocation in the United Kingdom in 2010 reflect standard patterns of cabinet composition in modern democracies? In order to answer these questions, a content analysis of election manifestos is applied in this article in order to estimate the policy positions of the parties represented in the House of Commons. The results show that a coalition between the Tories and Lib Dems was indeed the optimal solution in the British coalition game in 2010. When applying the portfolio allocation model, it turns out that the Conservatives fulfilled the criteria of a ‘strong party’, implying that the Tories occupied the key position in the coalition game. On account of this pivotal role, they were ultimately able to capture the most important ministries in the new coalition government.  相似文献

Following decomposition of a human body, a variety of decomposition products, such as lipids, are released into the surrounding environment, e.g. soils. The long-lasting preservation in soils and their high diagnostic potential have been neglected in forensic research. Furthermore, little is known about the preservation, chemical transformation, or degradation of those human derived lipids in soils. To date, several studies identified various lipids such as long-chain free fatty acids and steroids in soils that contained decomposition fluids. Those lipids are preserved in soils over time and could serve as markers of human decomposition in forensic investigations, e.g. for estimating the post-mortem interval or identifying the burial location of a human body. Therefore, this review focuses on the current literature regarding fatty acid and steroid that have been detected in soils and associated with human body decomposition. After a short introduction about human decomposition processes, this review summarises fatty acid and steroid analysis applied in current case studies and studies related to taphonomic research. This review provides an overview of the available studies that have used fatty acids and steroids as identifiers of human decomposition fluid in soils in a forensic context and discusses the potential for developing this innovative field of research with direct application in a forensic context.  相似文献
