深化认识 理清思路 推动“三基”工程向纵深发展

“三基”工程建设开展以来,虽然取得了一些成绩,但仅仅是开头,还属于阶段性工作成效。“三基”工程建设任重道远,一是要继续深化对“三基”工程建设的重要性和紧迫性的认识,不断增强工作的自觉性和主动性;二是要破除陈旧观念,走出思想误区,用新的观念规范和引导“三基”工程建设;三是要以科学发展观为指导,理清思路,突出重点,确保“三基”工程健康发展。     

党的群众路线的历史演进与现实意义

群众路线是党将马克思主义基本原理运用于中国革命实践的伟大创造,是党的理论、路线、方针和政策应有之义,体现了党的性质与宗旨,是党的根本工作路线、工作方法和宝贵经验总结。党根据不同时期的目标和任务,将群众路线创造性运用,赢得了民族的独立和人民的解放,走上了社会主义道路,取得了改革开放的伟大成就。在改革开放的新时期,只有坚持群众路线,才能永葆党的生机和活力,取得中国特色社会主义的伟大胜利。     

科学理解军队政法工作的基本含义

政法工作是活跃在当代中国政治生活中的特殊实践活动。中国共产党、政权、司法是其核心词汇。军队政法工作的概念由此缘起,它是一个涉及法学的政治学和军事学术语,是一种综合性的实践活动,与政法机关工作、政法建设有联系也有区别。     

Achieving Economic Self-Sufficiency Through Housing Assistance: An Assessment of a Self-Sufficiency Program of the Housing Authority of Champaign County,Illinois

ABSTRACT

This study examines the early impact of a Local Self-Sufficiency (LSS) program of the Housing Authority of Champaign County (HACC), Illinois, on recipients’ total annual household income and earnings, and employment. In 2013, HACC, through LSS, mandated work requirements for households with working-age, able-bodied adult members and imposed sanctions on those who did not meet the program requirements. We find that, between 2012 and 2014, the LSS program led to an average increase of $2,283 in earnings for an individual household. In aggregate, this allowed HACC to serve an additional 98 (9%) LSS-eligible households for a year. Also, LSS-eligible households experienced an increase in the employment–adult ratio by 11.6 percentage points. The LSS program also had a larger impact for more economically disadvantaged households with no prior work history.

Understanding the links between perceived prison conditions and prison staff

In the Dutch prison system, motivational treatment is seen as one of the key contributors to a dignified and humane prison climate, stimulating inmates to assume personal responsibility and to change their lives. Staff are seen as the crucial factor to attaining this goal. The assumption is that the staff’s work situation has an impact on how inmates are treated. How inmates are treated in turn influences how they perceive prison conditions. In this study, we will examine the correlations between work situation, treatment styles and perceived prison conditions by means of a multilevel linear regression. The results show that a good work situation for prison staff is a precondition for practicing an active approach to inmates. In addition, inmates are more satisfied with the prison conditions if the various treatment styles are thoroughly applied. A balance between providing support and structure for inmates appears to be very important. Motivational treatment proves to be significantly correlated to the inmates’ satisfaction regarding prison conditions.

关于审理工伤认定行政案件若干问题的思考

近几年来,关于工伤认定的行政诉讼案件迅猛增长,成为行政审判的一大热点和难点。该类案件的主要法律问题有:适用范围不明确;法律冲突现象突出;对认定条件的理解不一致;在诉讼程序方面有所冲突,等等。对此,有关部门首先应当完善法律规定,统一处理标准;同时,可以考虑将行政机关的工伤认定定性为一种证据,由法院在因工伤而产生的损害赔偿民事诉讼中予以审查,此类案件主要通过民事诉讼解决。     

浅谈加强新形势下的反恐情报建设

恐怖活动已经成为严重影响国家安全、社会政治稳定和改革开放、现代化建设的直接现实威胁。公安机关反恐部门应未雨绸缪、加大措施、积极防御、主动进攻,强化新形势下的自身反恐情报体系建设,为反恐斗争的战略全局打牢基础。
