新帝国主义论及其理论缺失

“9.11”事件后,库珀提出了新帝国主义论,将当今世界的国家分为后现代国家、现代国家和前现代国家三类。库珀的新帝国主义论暗含三个错误的前提假设,即:前现代国家是一撮无可救药的“失败国家”;前现代国家是恐怖主义泛滥的直接责任者;新自由主义式的全球治理是解救前现代国家的灵丹妙药。对于库珀所谓的后现代国家来说,要从治本的意义上根除这些影响世界秩序的不稳定因素,只有祛除其所奉行的经济帝国主义,改革现有的不公正、不合理的世界经济秩序,而不是诉诸于新帝国主义,维护和加强现有秩序。     

The governance of the World Bank: Lessons from the corporate sector

The World Bank Group (WBG) is a multilateral organization as well as a large financial conglomerate. The debate on its governance, however, has mainly focused on how to ensure more inclusive decision-making by strengthening the voice and representation of its entire membership. The WBG’s governance as a set of arrangements that enable the principal (shareholders) to oversee the agent (management) has so far been overlooked, even though the adequacy of such arrangements is relevant in all institutions wherein shareholders delegate to management the achievement of organizational objectives. In reviewing the institutional, historical, and current underpinnings of the WBG’s decision-making, we elaborate on the extent to which the Group follows best-practice corporate governance standards that have been designed with the aim of improving shareholders’ oversight. Drawing from a methodology developed by the IFC, an entity of the WBG, we analyze the Group’s internal governance, highlighting which aspects are furthest from (or closest to) current financial-sector best practices. In so doing, we provide a framework for prioritizing the most critical areas in which the WBG’s governance falls short of private-sector standards, and we identify the nature of possible remedies.

近年来,从小泉、安倍、再到福田,日本政府都非常重视构成两国关系之潜流的精神和价值理念领域。特别是前首相福田转变了小泉和安倍的"价值本位"外交方向,并从"回归古典"着手,力图通过重构中日两国的精神、价值大厦,使中日关系不仅仅是一种利益、利害关系的存在,而是建立在双方共同理解、追求并能够互相接受的价值阈值的基础之上。这样,中日关系才可能从根本上克服其脆弱性的一面,从而走得更远。而中日两国在第四个政治文件中就此所达成的共识,即为实现这一目标的"新向度"。无疑这是前首相福田对中外交的重要遗产。     

Rereading the Public: Isolationism and Internationalism Revisited

This is the first installment in what we hope will be a recurring series of Forums in ISP. In each segment we intend to provide an outlet for peer-reviewed dialogue and debate on important topics in the field and to allow our readers to discuss material previously printed in the pages of ISP. Below are two comments on "Challenging U.S. Policymakers' Image of an Isolationist Public" by Steven Kull and Clay Ramsay published in ISP 1:1. Both comments raise a number of important issues pertaining to the relationship of public opinion and foreign policy, and also address more general questions of domestic impact on foreign policy outputs and several significant methodological questions about approaches to polling. The Forum begins first with comments by Richard Clark and Kenneth Dautrich, is followed by comments from Shoon Murray, and concludes with a response from Kull and Ramsay.

新冠肺炎疫情的急剧扩散正在对世界经济产生严重冲击,使得任何国家都无法独善其身。本文探讨了疫情对世界经济增长、深层次结构以及全球经济治理等领域可能造成的冲击,认为世界经济秩序和国际经济关系都将受到重大影响,全球化进程可能呈现出现碎片化发展趋势,全球治理赤字更加凸显且内容更加广域化,跨国公司的产业链重构进程将有所加快并更加注重安全因素。在这种严峻形势下,中国应采取更加系统的应对措施,短期内宏观经济政策重心应该从“保增长”调整为“保就业”,并努力确保外向型产业链稳定;中长期应该更加注重扩大内需,进一步扩大金融业开放和积极推进国际经济协调。     

DNA analysis of the last Brazilian unknown soldier’s remains buried in Pistoia (Italy)

During World War II, many nations took part in the war. Among the supporters of the Alliance there was also Brazil. In August 1944, under the leadership of President Getúlio Vargas, Brazil declared war on Nazi Germany and took part in the Italian campaign by sending many troops to support the Allies in the Central Italy. Once the conflict was over, the deceased Brazilian soldiers were buried in Pistoia, a few kilometers from Florence. But only in 1960 the Brazilian government authorized the transfer of the dead soldiers to their homeland. Five years later, during the building of the Brazilian Military Votive Monument, still in the Pistoia cemetery, a last body was found but could not be identified: so he was buried as an “unknown soldier”. In December 2012, the Brazilian Embassy in Italy asked for performing forensic genetics analysis for identification purposes on the remains of this last unknown Brazilian soldier. After almost 70 years a complete short tandem repeats (STR) profile was obtained, useful for any relatives searching.Key points:

虚拟主体存在的多维审视

Towards a school constitution for freedom -- a comparative analysis in Western and Eastern Europe

This article shows the recent European discussion on and developments in the reform of school government and administration. This reorganisation is directed at reducing state influence and widening self-responsibility of schools. It is a part of a general development towards decentralisation and deregulation, subsidiarity and plurality in civil society. This overview, with illustrations from different countries, shows a general agreement in Western and Eastern Europe that the humanisation of education must also be promoted through liberalisation and democratisation of decision-making.
