资本市场与宏观经济：关系分析及政策含义

资本市场是国家实施宏观经济政策的重要依托,其宏观调控功能的发挥能够弥补财政货币政策的不足,有效地促进宏观经济目标的实现,应该把资本市场纳入宏观调控的视野,并适时启动资本市场的宏观调控功能。     

The Tennessee Slave Code

Abstract

Numerous studies have found evidence of racial discrimination in the imposition of the death penalty, particularly in the South. In this article, the authors posit that the legal antecedents of modern discrimination in capital cases are found in the codified rules that governed slavery. Using the capital punishment provisions of the 1858 Slave Code of Tennessee, the biases inherent in the laws of the Old South are documented. The discriminatory practices that blacks faced both as victims and offenders under the slave codes are linked through historical analysis and conflict theory to the current discriminatory practices documented by modern death penalty research.

经济体制改革的实质是走向经济民主化,中国市场经济发展引起法律价值观变化值得关注;在北京进行的典型调查表明,随着改革的深入,现代法律价值观正逐渐丰富;行政法制革新要积极回应法律价值观的变化,从行政法制的基本原则、行政立法、行政执法、行政司法、法律监督等方面推动民主化进程;在新形势下要深化改革、更新观念,还要注重认知和运用条理法,全面推进依法行政,加快建设法治政府。     

Strategies and hybrid dynamics of soy transnational companies in the Southern Cone

Economical liberalization, market globalization and soy expansion stimulated the advance of big transnational companies in the Southern Cone countries (Brazil, Argentina, Paraguay and Uruguay). Currently, the main corporations acting on the last links of the productive chain are ADM (Archer Daniels Midland), Bunge, Cargill and Dreyfus (the ABCD firms), global leaders in the soy trade. The objective of this contribution is to analyze the different strategies these companies articulate in the Southern Cone, and their dynamics in local space through market relations with local producers. The results show the rapid and intense process of denationalization of the firms in the soy productive chain as well as the high level of market internationalization and company concentration. In spite of this, this study shows that all transnational power of ABCD firms, which seems so abstract and intimidating when seen in the global scale, depends on its basis of the formation, maintenance and exploration of relations of proximity, trust and reciprocity with local actors (especially rural producers), including family friendship linkages.     

浅析拐卖人口案件侦查之买方市场的防控

拐卖人口现象屡禁不止,根本原因之一是买方市场的存在及发展.本研究基于对拐卖人口买方市场存在发展的背景条件以及当前形势和防控难点进行分析研究,指出买方市场组成结构的复杂性与单方面打击不协调等问题.针对当前背景下采取系统作战方式应对拐卖人口新特点的重要性,通过咨询专家、文献研究以及与主要案发地区一线民警深入沟通,给买方市场防控措施提出相关建议,以期望对拐卖人口案件侦查有一定借鉴意义.     

The Monitoring Capacity of Civil Society Networks: A Social Network Analysis in the Case of Gender Equality Policy

The role of civil society organizations (CSOs) as a watchdog in the implementation process is widely acknowledged. However, little is known about what determines their capacity to monitor EU policy implementation and how it differs across member states. This article accounts for social capital as well as human and financial capital to determine the monitoring capacity of CSOs. To capture sources of social capital, a network analysis is applied in a comparative case article on the monitoring networks of national platforms of the European Women’s Lobby across eight EU member states. The analysis reveals that CSOs in western member states are rich in human, financial and social capital, while CSOs in CEE member states compensate for this lack of resources by linking up with the Commission.     

我国城乡居民消费价格指数差异分析

在刚刚过去的一轮通货膨胀中,农村的CPI涨幅持续高于城市。这种现象的存在不仅给农民带来更重的负担,也会阻碍国民经济的全面协调可持续发展。究其原因,一是根据一价法则,农村市场价格有向城市市场价格加速收敛的需要;二是农村市场自身不完善;三是政府的财政投入政策和宏观调控政策对农村市场不利。面对这种局面,要从财政投入、完善和规范农村市场制度以及调整宏观调控政策等方面入手解决问题。     

Renminbi Capital Account Openness:Research Review

RMB capital account openness has attracted increasing attention in recent 10 years, a great many papers focused on the topic, they are mainly relevant to effectiveness and effects of capital control, effects of capital account policies, possible effects of capital account full openness, relationship between capital account openness and RMB internationalization, and the practical problems of RMB capital account openness. The paper sorts out all the relevant literatures and proposes research outlook.     

以市场需求为导向协调发展餐饮业

我国餐饮业目前发展低迷并存在同质化竞争等问题,而影响餐饮业发展的主要因素是政策和环境。目前餐饮业在急剧变化环境下出现了"危"与"机",以市场需求为导向,分层次定位与协调发展,是餐饮业持续健康发展的可行性道路。     

农民增收的金钥匙:优化分工与提升人力资本

农民增收难,根本原因是农民人力资本存量不足、结构不合理,农民被排斥在较高端的分工与分配体系之外。优化分工、提升农民人力资本能带动农民收入增长,带来财富增长效应与财富配给效应。建议大力发展中小企业,促进区域内专业化分工;放开国内市场,着力发展第三产业;增加教育培训等公共品的提供,引导农民契合较高端的社会分工;鼓励农民增加人力资本投资并保障农民收益。
