促进出版传媒企业快速发展的思考——以打造“双百亿”广西出版传媒集团为例

打造"双百亿"出版传媒集团是当下各省(自治区、市)文化跨越式发展的重要举措。文章分析了打造广西"双百亿"出版传媒集团的可行性、优势和困难,提出政府应统筹规划积极支持打造广西"双百亿"出版传媒集团;接通出版发行产业链;将集团上市工作列入政府工作规划之中;以重大项目的培育与实施,支撑和推动大型文化企业的快速发展;在北京建立广西出版中心;打造一支过硬出版传媒队伍;政府应加大对文化产业的资金及政策扶持等建议。     

Policy Change and Industry Associability: The Australian Mining Sector

In this paper we use evidence from the recent trajectories of mining industry associations in the Australian federation to argue for the significance of institutional explanations for the formation and maintenance of interest groups. We argue that the recent lack of consultation by the Commonwealth government with the Minerals Council of Australia over resources rent taxation proposals reflected a weakness that resulted from the shifting basis of associability stemming from institutional changes.     

Migration and the reconfiguration of Malaysia

This article examines the social impact of the 1997 financial crisis in South Korea. Although the crisis was short-lived, it has created major ripples all across the country, profoundly affecting the Koreans' lifestyle and family life as well as their values and worldview. In spite of the magnitude of the financial crisis and its social impact, scant scholarly attention has been paid to the issue, although the causes and economic impact of the crisis have been amply discussed. In view of this, the article examines major social changes brought upon by the financial crisis. The article probes, for example, how employment patterns have been deeply affected, whereby a majority of workers are now irregular workers or are underemployed. The article also demonstrates how the people's perception of work has changed and how the income gap between the rich and the poor has widened. Also discussed are, among others, the continuing discrimination against women in the workplace, rising divorce rate, increase in immigration and value conflicts over the relevance of Confucianism in contemporary Korea. In addition, the article examines the agency of the Korean people in reacting to or coping with the changing circumstances.     

South African cinema after apartheid: A political-economic exploration

Abstract

When South Africa was emancipated from the oppressive apartheid regime in 1994, it was a severely divided society in need of an inclusive national identity to bind its citizens and maintain peace. Therefore, the state targeted the cultural industries, including film, as a means of promoting symbolic representations of national unity. The film industry was further identified as a priority sector for economic growth and as a potential platform for equitable redress. This article discusses existing and emerging finance, distribution and exhibition structures in the post-apartheid film industry. It considers government interventions in the form of film policies and development strategies with the purpose of examining the influence of globalising forces, in particular neoliberalism, on the apparent market-orientation of such interventions. The results presented indicate that the post-apartheid vision of equality, freedom and diversity does not always sit comfortably with the neoliberal, free-market principles promoted in the Growth, Employment and Redistribution (GEAR) programme of 1996. Moreover, it suggests that in this commercial environment, the voices of the historically oppressed black majority, rather than enjoying a sense of artistic and creative freedom, can in fact encounter commercial censorship through the commodification of films for an export-orientated market.     

Introduction: South Africa's multiple languages in a shifting media environment

Abstract

The global South, as the collective for the peripheries of mainstream development is known, is often regarded as merely a beneficiary of Northern-borne notions in the field of organisational communication. The problem is that the Southern context and circumstance do not always mirror those of the North, meaning that these dominant, revered theories are not necessarily applicable. One Southern context is that of the South African mining and construction industries, which is seen as notoriously dangerous, plagued by various obstacles to internal organisational communication (such as illiteracy and diversity), and what Le Roux and Naudé (2009, 29) refer to as ‘historical baggage’. The research question of this article is whether congenital Northern communication theories can be adequately incorporated into the unique global South, in order to fulfil the important task of communicating safety information to employees. The article explores the appropriate implementation of the principles of the excellence theory, the stakeholder theory as well as the relationship management theory, and the research methodology includes interviews, focus groups and quantitative questionnaires at two organisations. The result of the empirical research is the amalgamation and reworking of these theories’ principles into a model for internal safety communication applicable to the South.     

美国注册会计师行业监管制度变迁及其启示

向国际惯例靠拢是研究制定我国资本市场监管机制的一项重要指导思想,也是我国审计规范建设的一项十分重要的目标。本文回顾了20世纪70年代以来美国对会计职业管理体制的两次变革,分析了1984年的《美国统一会计师法案》与2002年《萨班尼斯—奥克斯利法案》的立法过程,以期为完善我国注册会计师行业的监管提供一些有益的启示。     

中国烟草行业体制改革研究

随着全球经济一体化的不断发展,中国烟草行业面临着内部和外部的双重挑战,承受着前所未有的竞争压力,行业体制改革势在必行。本文认为,由于烟草行业的特殊性,其体制改革需要拓展新的思路,在不能大幅度扩大产量和调整价格的情况下,应以节约各项生产成本及以经营管理中的交易成本为体制创新的主导思想,进而完善现有的烟草行业管理体制。     

浅议辽宁省装备制造业创新能力问题

辽宁装备制造业经过多年的培育和发展,已成为辽宁省实力雄厚的第一产业,在国民经济中一直发挥着重要作用。但是,辽宁装备制造业的创新问题一直困扰其可持续发展,主要体现在基础制造、智能制造和重点装备等领域。该文提出从创新经费渠道、自主创新能力、协同创新能力、开放式创新体系等领域进行创新,构建可持续发展的创新体系。     

海南城镇化发展及其休闲农业为主的产业支撑调研

海南城镇化率低,但仍保留较好生态环境,为发展休闲农业提供了良好条件。该文提出,海南城镇化发展路径是通过在广大乡村地区发展种养业,在城镇内开发农产品加工业,为休闲农业提供旅游商品。在这一过程中,创造就业岗位,吸引劳动人口向城镇聚集,从而加速城镇化进程。     

关于行业治安管理中身份验证登记制度的探讨--以福建省为例

行政许可制度的改革,使行业治安管理工作出现一些新情况、新问题。如何执行好身份验证登记制度,是治安管理部门面临的一项课题。公民维权意识的增强,企业在市场经济中追求利益最大化,行业治安管理所依据的法律制度不健全,行政部门条块化管理的沟壑,以及当前警力紧张的压力等,使得治安管理部门在执行特种行业以及某些存在治安风险的行业身份验证登记制度中力不从心。当前应通过健全相关法律、创新管理方式,以推进制度的执行,扎实做好治安基础工作。
