"人类共同遗产"原则不仅是人类在月球和其他天体上活动的最重要原则之一,同时也是保护和开发其他诸如公海海底资源和人类文化遗产等有限资源的重要原则.它直接引导出"禁止据为己有"原则,并意味着全面非军事化和禁止一切军事活动.为了保证开发的福利在所有国家之间公平分配,应该对所有的使用有限自然资源的国际管理制度的创设活动进行规范,而该创设活动必须以"共同利益"原则和"人类共同遗产"原则为指导方针.

Farming out state revenue: the debate about the General Customs Lease Company in Sweden, 1723–65

A typical trait of the fiscal system of the ancien régime was the farming out of state revenue, most often represented by England and France. This article contributes to the ongoing discussion on the articulation of political economy and discourses on private and public organization in the early modern period, using the Swedish Riksdag as the focal point. Furthermore, it adds to historical research on private organizations for the operation of public services, and to a theoretical discussion on institutional development in the early modern period. In this article the Swedish General Customs Lease Company (Generaltullarren-desocieteten) 1723–65 is used as an example, arguing that Sweden represents an alternative model for the organization of revenue collection in early modern Europe; demonstrating that the General Customs Lease Company includes characteristics found both in England and in France. The analysis focuses on the political level, using parliamentary debates about the organization of the customs service. Thus, the explanation pays close attention to arguments wielded in favour, or against, farming out state revenue to private individuals. The political debates show an increasing critique against the large profits made by the shareholders in the Customs Company, as well as condemnations against the Customs Company for promoting self-interest at the expense of the common good.     

常见毒品GC/FID定量分析方法

目的采用GC/FID方法对5种常见毒品进行定量分析。方法在1mL含有甲基苯丙胺、MDMA、氯胺酮、海洛因及6-乙酰吗啡的混合标准溶液中加入500μg/mL C17内标物20μL,用GC/FID方法定量测定。结果在加标量为62.5μg/mL、125μg/mL、250μg/mL的标准溶液中,5种分析物的回收率为84.3%～110%,日内6次测定的RSD≤5.6%,日间5次测定RSD≤5.4%,线性范围为6.25μg/mL～500μg/mL,检出限为0.1μg/mL～0.3μg/mL,用所建立的GC/FID定量方法对案件样品进行定量分析,同一样品平行测定两次结果相对相差小于7.7%。结论该方法适合于常见毒品的定量分析。     

从大学生入党动机谈加强和改进大学生理想信念教育

当前大学生入党动机呈现功利化、世俗化趋向。归纳了大学生入党动机的三种主要类型,分析了由入党动机和调查研究显示出的当代大学生在理想信念方面缺失的现状及原因,提出了从树立科学精神、贯彻坚持原则、优化教育环境、依托课程方案、加强教师队伍建设、激发大学生主观能动性等六个方面改进大学生理想信念教育的措施。

从惩罚到激励:公司法实施机制探微

为了促进公司法实体规则的实施,立法者除了需要重视法律责任和惩罚措施的运用之外,还应当建立各种激励机制,即以经济利益的给付、道德声誉的褒奖、相关权利的优先享有以及法律责任的豁免为手段来促使公司及其参与人主动遵守法律。因为激励机制在解决"共益权行使的集体行动问题"以及"义务规则的非标准化问题"等方面具有不可替代的作用,而且激励机制的运用还有助于把公司法的公共实施转化为私人实施,进而降低法律实施的成本。     

“Plug into Choice”? The Trouble with Common-Sense Participation in a Smart Electric Grid

Smart electric grids add digital technologies to the grid. While some suggest that they offer many environmental and social benefits, others remain critical and call them a neoliberal project. Considering smart grids a boundary object [Star, Susan L., and James R. Griesemer. 1989. “Institutional Ecology, Translations and Boundary Objects: Amateurs and Professionals in Berkeley’s Museum of Vertebrate Zoology, 1907–39.” Social Studies of Science 19 (3): 387–420], I examine how multiple social groups come together in cooperation and conflict in the installation of one smart grid. In what follows, I first argue that participation is Gramscian common sense (1971), a taken-for-granted good in producing a smart grid. Gramsci points out that common sense can be used to reinforce oppressive ideologies of a hegemonic status quo, but that it also contains “good sense” that can be developed into counter-hegemonic narratives and movements. Second, I argue that in the course of cooperation and conflict, the smart grid indeed becomes more neoliberal, and this occurs through participation. While the utility often seeks or accepts public participation, the meaning of participation gradually becomes limited to individualistic and financially motivated “choice.” In the discussed case, many of the (less neoliberal) social and environmental benefits of the grid and more collectivist forms of participation were precluded. This article offers a grounded examination of a smart grid and a sympathetic critique of common-sense participation.
