促进更多女县长诞生的制度安排在实践操作中遇到了"失败",其中原因之一在于女性当选的交易成本,如选举前的宣传和动员成本、决策中的信息成本、制度执行过程中的执行和监督成本以及其他随机成本等大大多于男性,从而增加了其当选的困难。因此,要想促进更多女性当选,就必须让强制性制度变迁和诱致性制度变迁相结合、增加配套制度的供给、建立"整体政府"来降低交易成本。  相似文献

从新中国成立至今,东北一直作为国家重量级的战略区域,与其他方位意义上的东部、中部、西部具有不同区域价值,目前很需要民营经济又好又快的发展来加以承托。然而,在后金融危机时代的新一轮开发开放中,东北区域民营经济发展面临诸多挑战。为了解决这一重大课题,必须全方位透视东北区域民营经济发展的时代背景,评估东北区域民营经济发展的战略价值,分析现存问题,并且有针对性地做出战略对策创意:强化政府服务职能,构建完备的社会化服务体系;克服企业资金瓶颈,积极拓宽民营企业融资渠道;完善市场经济体制,破除民营经济发展的行业壁垒;拓展创新产业路径,扩大新兴产业中的民营分量;推进海洋经济发展,鼓励民营经济参与海洋开发;大力推进国际合作,促进民营经济对接国际市场。只有这样,东北区域民营经济才能实现跨越式发展,在老工业基地全面振兴中发挥出市场主体作用,支撑东北作为国家重量级战略区域再上新台阶。  相似文献

"省直管县"已经成为行政体制改革的大趋势,但是我们并不主张全国范围内统一实施省直管县。中国与西方国家有很大的区别,西方国家的体制并不一定适应中国的具体情况,不应一切西化。政府层级变化是一个自然的发育过程,只可顺势而为,不可强力推行。在"省直管县"改革过程中各省可因地制宜,自主选择;应该注意把握改革的方式、节奏和速度,切忌操之过急,搞一刀切。  相似文献

The purpose of this article is to expose the part played by Canadian imperialism in Honduras before and after the military overthrow of democratically elected Honduran President Manuel Zelaya, on 28 June 2009. It draws attention to the neglected role of the Canadian state's efforts to protect the interests of Canadian capital in Honduras and Latin America more generally through the constant undermining of Zelaya's attempts to return to his legitimate office, and in the ultimate consolidation of the coup under Porfirio ‘Pepe’ Lobo in early 2010. The article simultaneously develops a critique of what has become the standard account of the Honduran coup of 2009. We show how Zelaya was neither a puppet of Venezuelan President Hugo Chávez, nor an autocrat seeking to entrench his power indefinitely through illegal constitutional reform when he was violently tossed out of government.  相似文献

The creative industries concept or term continues to attract attention in both developed and developing economies worldwide. However, it is not universally applied, with other terms such as cultural industries, arts and culture, copyright industries, or the experience economy used in various global locations. There is also ongoing debate and critique in relation to the creative industries concept, given that it emphasises employment and wealth creation and gathers together a range of disparate disciplines. This article explores these issues via interviews with twenty-two key leaders representing fifteen different industry organisations, advocacy groups, and government funding bodies in the Australian creative industries sector. The findings reveal only a moderate level of understanding and application of the creative industries concept, with a range of views on its relevance and utility for those working in the sector. In addition, the findings propose that there is significant potential and need for the sector to work towards a stronger advocacy position and profile within the broader economy. However, this represents a major challenge for the creative industries sector, given the existing vertical and horizontal power structures within this complex and diverse area of the economy.  相似文献

How effective are autonomous audit agencies (AAAs) in curbing corruption and improving fiscal governance in emerging economies? AAAs are autonomous oversight agencies tasked with scrutinising government finances. However, they are not as effective as they could or should be, partly because of the political constraints they face and the political economy context in which they are embedded. This article assesses the performance and trajectory of the Argentine AAA. It suggests that AAAs can have only a limited impact when formal fiscal institutions are undermined by informal practices and undercut by adverse political incentives. It further highlights the limits of radical reform strategies based on the import of exogenous institutional models. Why are some local governments more successful than others in managing resources and delivering services? And even more vitally, how can malfunctioning governments be reformed so that they perform their responsibilities more effectively? This article contributes to our understanding of theses overarching questions by exploring the interactions between political institutions and public sector performance in the context of decentralisation and local governance. It shows–both theoretically and empirically–that performance outcomes are determined by the extent to which people can hold their governments accountable through political institutions. The basic hypothesis underlying this research is that political accountability, either by encouraging sanctions upon non‐compliant public agents or simply by reducing the informational gap regarding government activities, will create forceful incentives for elected officials and civil servants to reduce opportunistic behaviour and improve performance. Using a cross‐sectional regression the hypothesis is empirically tested against evidence from newly empowered local governments in Indonesia. The empirical findings broadly support our hypotheses. Improved public services on the ground, both in terms of quantity and quality, require informed and well functioning decision‐making processes that allocate resources to priority areas that meet the demand of the broader community.
