A large part of the decentralization literature is fragmented along political, fiscal, or administrative lines. In this article we employ a diagnostic framework to draw these dimensions together in a coherent manner to focus on analyzing local government discretion and accountability in Tanzania. Tanzania seems to have a deconcentrated local government system with central appointees having large powers at the local level. Centrally‐funded mandates—such as constructing secondary schools—dominate local government plans and budgets. Central control over administrative functions has ensured that administrative decentralization is yet to occur. In the fiscal sphere, progress has been made in transparency and harmonization of transfers in the last 5 years but local governments still have some way to go in raising own revenues, being less reliant on transfers, and ensuring downward accountability. This paper contributes to the environmental justice literature by addressing several outstanding issues in a single study. Using a cross-time data set that allows us to control for the prevalent "chicken-and-egg" or "which-came-first" problem, we analyze the relative importance of poverty and race/ethnicity in an analysis that includes economic costs, potential legal costs, and potential collective action. Because the most appropriate functional form is not obvious, we use several methods, including Tobit, Poisson, and ordinary least squares, on different forms of the dependent variable. In every case, controlling for the population present at the time of disamenity location and controlling the other factors mentioned, we find evidence of disproportionate collocation based on race/ethnicity, but not on poverty alone. We also find that the potential for collective action decreases the likelihood of receipt of the studied disamenities. 相似文献

In this paper we examine states' use of local clean air agencies and provide a preliminary assessment of what causes states to devolve air quality policy authority to the local level. Data from a unique comparative state survey shows that states vary widely in the number of local clean air agencies they employ and the amount of authority these agencies have to set standards, monitor air quality, and enforce regulations. Multivariate analyses suggest that second‐order devolution is partly driven by a general propensity to decentralize policy authority, but that policy‐specific factors relating to the problem and interest group environment affect devolution as well. These findings indicate that local agencies play an important role in U.S. air quality regulation, and that the dynamics of state devolution to local agencies deserve further study. 相似文献

Policy entrepreneurs can influence policy changes and decisions. These people invest their time, knowledge, and skills into promoting policies with which they agree. This paper investigates the influence that entrepreneurs had in the case of recreational water rights policy in Colorado to build a model of policy entrepreneurship. Almost 20 Colorado communities have constructed white‐water kayak courses to boost their local economies. In twelve of these communities, construction was followed by community pursuit of a new form of water right—the recreational in‐channel diversion. This case study is relevant to many areas of environmental policy and management where policies are transitioning from traditional consumptive uses of the resource to nonconsumptive uses. This policy change was not a given in Colorado communities, with recreational water rights requiring significant investments of community resources. These research findings conclude that policy entrepreneurs were influential to policy change, but the most important actors were expert entrepreneurs who hold expertise in water resource matters. 相似文献

Highly skilled people are among the most valuable factors of production in the contemporary world economy. Some have characterized the competition among nations for these people as a “brain drain” or “war for talent,” which imposes significant costs on the countries of emigration. However, the distribution of costs and benefits that results from high‐skill migration is not necessarily zero‐sum or fixed. It may be altered through international cooperation, producing a self‐reinforcing “win–win” scenario for sending and receiving countries. Bilateral cooperation, focused on specific sectors affected by migration, is the most promising approach for realizing such a scenario. This paper explores the prospects and potential for such cooperation between India and the United States, which comprise what is probably the world's largest high‐skill mobility relationship. After sketching the broad contours of the relationship, we explore the prospects for mutually beneficial cooperation in three specific fields of high‐skill migration: information technology services, medicine and nursing, and graduate education. 相似文献

The paper's objective is to analyze and outline the key challenges and perspectives in achieving a modern type of governance and a well functioning and transparent administrative system, capable to apply the best European practices and policies. The study summarizes the main results, achievements and shortcomings of the reform process and reveals that the progress has been slower and more limited than expected despite all efforts of the government. The conclusion made is that Bulgaria needs to not only substantially enhance its administrative and judicial capacity, but also drastically intensify its reforms to improve the management of EU funds and achieve concrete results in the fight against corruption. Turkey's media agenda mostly consists of European relations, the Middle East question and Iraq. The rest of this agenda is predominantly economic news. Because of its geographical location, it is difficult for environmental problems to be perceived as leading problems and find places in Turkey's national newspapers. The importance of the local media arises in creating awareness about the environmental issues and forming public opinion in order to find solutions. Due to the immediacy component of news, creating public opinion about the environment through local as opposed to national media is considered to be a more effective method. It is purpose of researcher to determine whether this which is seen to be effective theoretically will also have the same effect in practice. In this research, content analysis will be applied to three local newspapers in Turkey. It has seen that the local media reports environmental news, its source are government and city hall. This article reflects on the rise of public-private partnerships (PPPs) in China. Though PPP is relatively new in China, it draws on a recent series of policies, guidance materials and rules relating to the provision of public facilities and services in tandem with global developments. This paper reviews the development of PPPs in China with selected project cases in the first two sections. The third section of the paper highlights some of the key challenges facing PPPs in China following some considerable controversies and experiences in the delivery of public service and infrastructure development. Hence, given the many limitations of PPPs and complex deals, it is suggested that other countries' experiences be drawn upon as comparisons and lessons learnt for better governance of PPPs in China. 相似文献

This study empirically addresses the relevance of public transparency in promoting sustainable development in Sub-Saharan Africa. Using the generalized method of moments techniques in order to account for concerns of endogeneity and simultaneity, the study utilizes a panel of forty-eight (48) countries in Sub-Saharan African countries for the period 2000-2019. We then establish the subsequent findings. Public transparency maintains overall positive net effects on both the human development index (i.e., social sustainability); adjusted net national income growth (i.e., economic sustainability), and renewal energy consumption (i.e., environmental sustainability). Overall, we establish that public transparency enhances sustainable development. This study recommends that policymakers should ensure that public transparency processes are enhanced in order to achieve the post-2015 agenda. 相似文献
