In justifying recent European Union Treaty changes, member-state governments have claimed that publics are doubly represented in the EU: through their elected governments and through the European Parliament. This review evaluates ‘dual representation’ as a means of delivering democratic standards. It concludes that present institutional arrangements contain some means of aligning policy outcomes with citizen preferences but they do not match up so well to ‘input’ or procedural conditions for public control with political equality. One troubling aspect of this is that there are good normative grounds for holding ‘input’ standards to be prior to ‘output’ ones. Another is that difficulties of public control are, on Union matters, more acute in relationships between representatives and voters than in those between representatives and other power holders. 相似文献

To be admitted to the European Union (EU), an applicant country is expected to meet five conditions for democratic governance set out in the EU's Copenhagen criteria. The first section compares the EU's criteria with alternative criteria of democracy and of governance. Secondly, the article uses New Europe Barometer sample surveys to demonstrate how the bottom-up evaluation of governance by a country's citizens can complement top-down evaluations by external institutions. Evaluations by citizens of Bulgaria, Croatia, Romania, and Ukraine are compared with those of citizens in eight post-communist countries admitted to the EU in 2004. Factor analysis demonstrates that, unlike democracy indexes, democratic governance is a multi-dimensional concept. Citizens characterize their system of democratic governance as acceptable on some criteria but not on others. Taken singly, each Copenhagen criterion can be a tool for diagnosing an area of weakness in democratic governance. However, political pressures lead policymakers to lower demands for improving governance as a deadline approach for deciding whether or not to admit an applicant country to the European Union. 相似文献

Critics of US democracy-promotion strategies of the last 20 years ask: what kind of democracy is promoted by US public agencies and associated nongovernmental organizations (NGOs), how is it promoted, and for what purpose(s)? This paper draws on interviews with NGO, USAID, and UN representatives, gathered in Egypt in 2001, to describe the fate of Egyptian women's advocacy NGOs seeking to implement the pro-democracy platform of action of the 1994 UN International Conference on Population and Development (ICPD). It offers some support for critics' contentions both that external (here USAID) pro-democracy interventions may actually obstruct democratization, and that the instrumental nature of US democracy promotion may mean that such activities are quickly eliminated or downgraded when they conflict with more primary US policy goals. 相似文献

This article qualitatively and empirically analyses the OSCE's efforts to promote democracy after intra-state war in Georgia. This regional organization is rooted in a comprehensive approach to security that directly links security to democratic values. Therefore, the OSCE is a particularly appropriate subject for studying the issue of democracy promotion in the context of conflict-resolution processes. Georgia provides a difficult environment for such a goal. Given that its two secession conflicts are ‘frozen’, democracy can, especially in this context, be considered a well-suited means to indirectly contribute to conflict resolution. By contrasting the democratic development in Georgia with OSCE activities since 1992, this article will assess OSCE democracy promotion efforts. When these efforts are measured with regard to progress in peace and democratic quality, the effectiveness of external democracy promotion by the OSCE has to be called into question. However, the article argues that democratization is a long-term process in which internal factors play a decisive role. The OSCE, like other international organizations, can only reach its normative goals to the degree of the reform orientation and political will of the target state's government. Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries. 相似文献

The Arab “hegemonic debate” on the causes of Islamist terrorism nurtures (pan-) Arab, anti-Western sentiments and delegitimizes criticism of the political status quo. The European Union's emphasis on multilateral means of conflict resolution and trade promotion leads to official pronouncements that barely address the Arab world's domestic problems, instead referring to international tensions such as the Arab-Israeli conflict as a particular cause of Islamist terrorism and the need for cooperation with Arab governments. By failing to challenge the official narratives of authoritarian Arab regimes the EU obstructs interests in the democratization of the region and the delegitimization of Islamist violence. 相似文献

The present article addresses the relationship between democracy and political corruption. Extending past studies, this article introduces important refinements that respond to theoretical and methodological concerns. The theoretical framework proposed here is developed based on an electoral conception of democracy, which makes it possible to avoid the potential endogeneity problems associated with substantial definitions of democracy. I argue that despite the influence of other important aspects of democracy, elections and inter-party competition per se help to constrain political corruption. The article examines two analytical dimensions of democracy, the current level of democracy and its degree of consolidation over time. Unlike previous studies, a cross-national empirical analysis of a sample of more than 100 countries reveals that when tested together, the level of democracy and its degree of longitudinal variation are both significantly related to the control of corruption. The level of democracy affects corruption in a non-linear way. Hybrid regimes that are more autocratic than democratic show a lower level of corruption control than democracies, near-democracies, and closed dictatorships. The analysis also confirms that, despite having adopted different measures, more consolidated democracies are more powerful in constraining corruption. 相似文献

AbstractAgainst the enthusiasm for dialogue and deliberation in recent democratic theory, the Italian philosopher Roberto Esposito and French philosopher Jacques Rancière construct their political philosophies around the nondialogical figure of the third person. The strikingly different deployments of the figure of the third person offered by Esposito and Rancière present a crystallization of their respective approaches to political philosophy. In this essay, the divergent analyses of the third person offered by these two thinkers are considered in terms of the critical strategies they employ. Contrasting Esposito’s strategy of “ethical dissensus” with Rancière’s strategy of “aesthetic dissensus,” it is argued that Esposito’s attempts to recruit the figure of the third person to dismantle the dispositif of the person are politically (if not philosophically) problematic, while Rancière’s alternative account of the third person is more promising for political theory and practice. 相似文献

In The Idea of Justice (2009), Amartya Sen advocates democracy defined as ‘public reasoning’ and ‘government by discussion’. Sen’s discursive approach facilitates the exercise of political freedom and development of one’s public capacities, and enables victims of injustice to give public voice and discussion to specific injustice. It also responds to the contested nature of ‘universal human rights’ and the need to clarify and defend them via public reasoning. However, Sen’s approach leaves intact the hegemony of a liberal form of democracy that prioritizes political and civil rights over social and economic rights and thus precludes alternative democratic forms, most notably a form of cooperative democracy that politicizes social and economic activities in the pursuit of local and global justice. Sen’s ‘government by discussion’ must combine with cooperative democracy and a global ethos emphasizing cooperation (and action) over privatization in order to address our most serious global injustices, including exploitation, inequality and poverty in the Global South, accelerating destruction of the environment and biodiversity, and global warming and climate change. 相似文献

Abstract This article takes issue with three rival approaches to conceptualizing the idea of civil society in the contemporary discussion, arguing that none of these succeeds as a general account of the concept. It argues instead that there is no general concept picked out by the expression ‘civil society’: uses of ‘civil society’ are theory-laden such that they can only be understood from within the theoretical, practical, and historical contexts in which they originated.
