英语教育的劳动市场回报及英语教育政策调整 —— 基于 2016年问卷调查数据

中国的英语教育近年来受到越来越多的重视。无论是国家还是个人都投入了大量资源用于英语教育,如此巨额的投入所带来的劳动市场回报值得关注。英语教育的劳动市场回报可以分为人力资本投入回报和信号作用回报。研究发现,英语在实际工作中使用越多,工资收入越高,是为英语教育作为人力资本投入回报的证据。但在工作中很少用到英语的人,通过英语四六级考试对其工资也有显著影响,反映了英语教育具有信号作用的功能。调查显示,英语教育的信号作用是英语教育劳动市场回报的主要方面。因此,中国的英语教育有过度教育从而导致资源配置低效率之嫌,建议及时调整国家的英语教育政策。     

后"伊斯兰国"时期恐怖意识形态蔓延:一个新的讨论框架

当前,国际联军打击“伊斯兰国”战事已进入尾声,然而,地面战场的失败并不意味着“伊斯兰国”思想的消亡。从萨拉菲-吉哈德主义极端意识形态发展脉络框架下考察,“伊斯兰国”在这一思想脉络中的独特历史地位塑造了它当前与未来的思想发展方式。国际社会需要认识到,当前反恐战争所面对的“战败者”可能并不认为自己已经失败,其意识形态过去近半个世纪危机式发展赋予了“伊斯兰国”面对失败的独特抵抗能力。“基地”组织在2011年被击溃后的历史也证明,在可预见的未来,“伊斯兰国”将很有可能继续在扩大其基本怀旧式叙事、赋予战败以合法性的同时,还将通过“全球恐怖商标”下的“特许经营”模式,将一种“暴力即思想”的恐怖思想内核进一步扩散并升级。国际社会打击“伊斯兰国”战争,可能刚刚到一个需要进行“中期评估”的时候,这场战争远未结束。     

Class dynamics and ideological construction in the struggle over fairness: a neo-Gramscian examination of the Fairtrade initiative

This paper develops a neo-Gramscian conceptual framework in order to examine the ideological constructs and political dynamics that frame the day-to-day workings of the certification-based Fairtrade initiative. To accomplish this goal, the paper resorts to the notion of a ‘comprehensive concept of control’, which accounts for the main ideological elements that constitute the Fairtrade vision of the world. The analysis of these imaginaries is complemented with an examination of the concrete ways in which they have been institutionalized in the Fairtrade system and the specific power relations between class fractions they promote. This is followed by an exploration of the way in which Fairtrade articulates the contradictory interests of a variety of class fractions, bringing them together under the shared objective of advancing the situation of small producers and workers in the global South. The paper finishes with a reflection on the main limitations inherent to Fairtrade’s concept of control and the political dynamics it entails.     

女性“第二轮班”现象真的存在吗 —— 基于女性教育、职业和收入特征的实证研究

本研究借助国家统计局和妇女联合会的调查数据,对比了中国不同性别城镇劳动者在有酬劳动 时间和家务劳动时间分配上的差异特征,并利用面板数据模型验证了影响女性群体时间选择偏好的主要因素。 结果表明,在中国女性城镇劳动力者中,显著存在着“第二轮班”现象,即不仅参与有酬劳动,而且负担了很 大比重的无酬家务劳动。同时,教育、职业和收入等因素对不同性别劳动者时间分配有一定程度的影响。     

Political Trust,Ideology, and Public Support in the United States for Government Spending on Health Care

The U.S. health-care costs have increased at a rapid rate over the last several decades. How much responsibility the government should bear with the increase in health-care costs is one of the main questions that lack consensus among the American people. Utilizing the 2016 General Social Survey data, this study shows that over two-thirds of Americans want to see more or much more spending on health care by the government. An ordered logit regression model shows that political trust and ideology are significant correlates in predicting attitudes toward government spending on health care. The policy implications of the findings are discussed in the “Conclusion” section.     

‘Are We Still Running?’: Violent Migration to Violent Refuge

For most foreign nationals of African origin who lived in South Africa during 2008 and 2015, this period will be remembered with horror and fear. These were the years when South Africa’s growing culture of xenophobia matured into mass deadly violence. This violence has been widely reported in the press and is the subject of much scholarly engagement. The pre-migration life stories of many who take refuge in South Africa are laden with violence but such narratives are less well known and reported. The forces at home that propel migration are frequently excessively violent and traumatic. Once in South Africa, many migrants experience further violence and vulnerability in their places of refuge, as in 2008 and 2015. The violence fuelling migration and characterising refuge are thus tragic combinations of multiple forms of physical, symbolic and structural violence. In identifying repeated cycles of trauma, dehumanisation and vulnerability, this article discusses the pleas of migrants for better understanding, formal recognition and support from South African citizens and the government. Finally, the role of peace education, including healing interventions, for creating greater justice and harmony between foreign nationals and their host communities is discussed.     

Choice in Public Services: Crying 'Wolf' in the School Choice Debate

Choice, diversity and personalisation have been key to the New Labour project in public services. With the emergence of a reinvigorated Conservative party as a credible electoral threat, and the end of the Blair era, it seems appropriate to consider the continuing viability and longevity of the New Labour public service project. In this article, I approach the issue of choice in public services through an examination of the long-running controversy over choice in the English secondary school system. I argue that the opponents of choice have been reluctant to engage with the notion of choice in public services due to concerns over the supposed negative effect that consumer choice has on the equity and quality of service provision. This paper aims to challenge the claim that any element of choice in education necessarily has deleterious effects on social justice. I argue that the case against school choice has not been decisively made and that school choice can, in principle, form part of a socially progressive educational project by redistributing power to service users and helping to maintain popular support for public provision of education.

体育教学与德育教育密切相关。文章结合自身教学实际,主要探讨了体育教学中渗透德育教育的内容形式,包括爱国主义教育、组织纪律观念教育、集体主义教育、团队精神培养、意志品质培养等。     

Bernard Crick: citizenship and democracy in the United Kingdom

Bernard Crick's contribution to citizenship studies can be regarded as part of the tradition so ably represented by T.H. Marshall. I want to argue in this brief article on Crick that on the one hand he is part of the ‘golden age’ of political philosophy that has flourished in the English-speaking world over the last two or three decades, but on the other his work also shows the limitations of that tradition, at least from the perspective of comparative and historical studies in political sociology. His work was unquestionably ‘local’ in its focus on the subject of Scottish independence and the viability of the British Isles under the governance of a multi-national state.
