Changes in calls for police service with changes in routine activities and the arrival and passage of weather fronts

Proceeding on the assumptions that the day of the week is the best predictor of the levels of calls for police service, that calls for police service emanate from the pursuit of routine activities, and that weather influences routine activities, this paper examines how the expected change in the level of calls for service for a particular day of the week in Chicago is altered with the arrival and passage of weather fronts. Fronts taking 1 day to pass Chicago have a broader effect on the changes in calls across the days of the week than fronts taking 2 days in passage. On the whole, the 2-day fronts significantly alter calls for service during the weekdays but not on the weekend, while 1-day fronts significantly alter calls on both weekdays and weekends. In general, cold fronts decrease calls for service, and warm fronts increase calls for service.     

Evidence for the role of the justice motive in status generalization processes

Status generalization refers to the capacity of status characteristics, such as race, gender, or occupation, to become the basis of social inequality even when such characteristics are not directly relevant to the immediate social interaction. For instance, individuals with positively valued status characteristics are more likely to assume positions of power and prestige than those of lower standing. To date, status generalization has been assumed to arise from stereotyped beliefs that associate positive standing on a status characteristic with positively valued personal attributes. Findings from two studies indicate that the capacity for status characteristics to produce power and prestige orders may also depend on people's need to believe in a just world. In the first study, participants were fortuitously granted a position of either superior or equal power and prestige to another person. Consistent with just world predictions, participants portrayed themselves more positively relative to the other on assessments of personal attributes when they occupied a superior position than when they occupied a position of equal power and prestige. Results from a second study showed that the tendency to link personal attributes with power and prestige standing was strongest for participants who scored high on the Just World Scale. Thus, just world beliefs appear to play a role in status generalization processes.

禁止法律规避制度在中国国际私法中的地位——对《民法典草案》第九编禁止法律规避条款的思考

法律规避是国际民商事交往中一种常见的欺诈行为。在禁止法律规避的问题上,各国的国际私法理论、立法和实践各有不同的主张。在我国,现行司法解释关于禁止法律规避的规定尚不完善,拟以专编规定我国国际私法规范的民法典草案。对法律规避问题亦没有给予足够的重视。本文围绕禁止法律规避制度在中国国际私法中的地位问题,提出了禁止法律规避应当是我国国际私法中一项独立的、一般性的、非歧视性的制度的观点,并在分析《民法典草案》第九编的体例和内容的基础上,对如何完善我国国际私法中的禁止法律规避制度提出了相应的建议。     

以人为本理意在公安“窗口”规范化建设实践中的运用

公安“窗口”是人民警察执法为民的前沿阵地。近年来，由于各级领导的高度重视与狠抓落实以及广大民警的共同努力，“窗口”规范化建设成效显著。但我们在检查中也发现了存在的一些问题。公安机关要强化以人为本的理念，有效推进“窗口”的规范化建设，以不断提高人民群众的满意率。

国有中小型企业改革要采取改组、联合、兼并、租赁、承包经营、股份合作制和出售等多种形式,其中,企业出售只是中小型国有企业改革的方式之一。国有企业出售合同的性质、特点,法律关系和合同的签订与履行,与普通的买卖合同相比有其自身的特殊性,研究和总结国有企业出售合同的这些特殊性,对加快国有企业的改革具有积极的意义。     

东北振兴过程中的对外开放:中俄合作

《东北地区振兴规划》提出了通过扩大对外开放,加速东北老工业基地振兴。俄罗斯是东北对外开放主要对象国。在东北振兴规划框架下,中俄区域经济合作应该是互动发展、共生发展、和谐发展。充分发挥本区域的经济优势,引进国外的资金和先进技术,提高生产效率,调整产业结构,达到生产要素的国际最佳配置,实现老工业基地的再次辉煌。《规划》初次提出了在理论上要突破以国家为单位的国际区域一体化,而在相邻的两个国家部分地区实行一体化。实践上中俄区域双方的经济合作要达到互动、共生、和谐的发展状态。为此,建议在中俄区域合作中,要把东北作为一个经济体的概念,以区域化打破原有的行政区划。

从绝对理性到相对理性——民法法典化的思路

如何制定我国民法典 ?学者们意见分歧较大 ,有学者将其归纳为三种思路即英美式、法国式和德国式。三种思路中的法国式、德国式的主张均强调民法典内部结构的逻辑性和体系性 ,注重法典的形式理性。然而 ,纵观 2 0世纪以来 ,各国民法典为迎合社会、经济发展的需求而发生的种种变化表明 ,传统的民法典试图将所有的民事法律规范纳入其中的设计只不过是一个梦想而已 ,其所倡导的形式理性正在从绝对理性向相对理性转变 ,社会需要的是一部更多体现实质理性的民法典。基于此 ,笔者认为 ,我国在制定民法典的思路中应选择制定颁布单行法 ,即形成一部体系开放的实质上的民法典 ,而非传统民法所倡导的形成一部逻辑性极强 ,容纳内容有限的形式上的民法典 ,以符合当代的社会、经济的发展需求
