影响我国碳金融发展的原因分析

与西方发达国家较为完善的碳金融发展相比,我国碳金融发展相对比较滞后,造成这种状况的原因主要有：一是对碳金融的认识有待深化;二是碳金融的综合配套政策不完备;三是碳金融市场分割现象严重;四是中介服务机构发育不完善。对这些原因进行深入分析,有利于排除碳金融发展的障碍,开创我国碳金融发展的光明前景。     

Understanding of forensic expert reports by judges,defense lawyers and forensic professionals

Forensic scientists strongly advocate the use of likelihood ratios for expressing the diagnostic value of evidence in technical forensic reports. They call this the logically correct approach. The correct comprehension of such likelihood ratios by jurists, however, appears to be particularly problematic. The present research has empirically investigated this issue for defense lawyers and criminal judges. For comparative purposes forensic professionals, many of whom use the logically correct approach, were included in the study as well.

Using fictitious forensic reports, it was shown that proper understanding of likelihood ratios by jurists is quite poor, due mainly, but not exclusively, to the prosecutor's fallacy. Forensic professionals outperformed jurists to a large extent but made many mistakes themselves. It is further shown that participants’ self-expressed supposed level of understanding of logically correct conclusions is quite high and thus not justified by their levels of proper understanding. Suggestions for how to improve the situation are presented.     

通识教育视域下我国高校思政课教学的困境与革新

通识教育是许多发达国家对大学生进行思想政治教育的重要途径。我国高校已将思政课列为大学生的通识教育课程之一,但在实际教学过程中却与通识教育的目标要求呈现出"两张皮"的现象。提高我国高校思政课的教学实效,教师必须深入分析教学过程中面临的诸多困境与挑战,不断转变教学理念、关注教学过程、革新教学内容、转变教学模式、营造教学环境和变革教学评价体系,实现教学方法体系的创新。     

人格与权利能力的平等性辨析

大陆法系民法经历了一个由人格到权利能力再到人格和权利能力并存互用的发展过程。人格和权利能力也经历了一个由不平等到逐步趋于平等的发展过程。学术界有学者将权利能力区分为一般权利能力和特别权利能力,并据此认为权利能力具有不平等性。该观点没有看到权利能力与人格的历史继承性,也没有看到权利能力与人格在功能以及本质属性上具有同质性,更没有注意到权利能力的抽象性与权利的具体性的差别。在现代市民社会,我们应力倡:世界人民人权平等,人格平等,权利能力一律平等。

刑事和解对刑罚功能发挥的影响一直是引人关注的话题,新（《刑事诉讼法》对于刑事和解程序的相关规定一定程度上缓解了两者之间的紧张关系,但是在剥夺犯罪人再犯能力、完善个别威慑实际效果、降低改造难度、提高一般鉴别等刑罚具体功能的发挥上,刑事和解的消极影响仍然存在,努力将这些消极影响控制在合理范围之内将是刑事和解实践中的重点工作。     

Multi-dimensional economic voting in Spain: The 2008 election

Economic voting studies remain contentious in Spain. The notion is widely-held that there is no economic vote in that country, due to the pervasive and effacing influences of left-right ideology. Still, a growing number of investigations show a significant impact of economic evaluation on the vote choice in Spanish national elections. At least one possible exception here is the 2008 election, where the question has received no systematic treatment. In this study, we explore the impact of economic voting in that contest. We find, first, the presence of strong economic voting of the valence kind. Second, we find that two hitherto unstudied dimensions of economic voting – position and patrimony – have their own independent effect.     

The ‘Modi Wave’: Behind the Results of the 2014 General Elections in India

Narendra Modi’s spectacular victory over Congress in the 2014 Indian general elections was made possible by many factors. However, the main and overarching cause of Modi’s victory was the process which, starting in 2009 with the backing of the Indian corporate sector, built up the image of Modi as a kind of fearless and unblemished hero who, having raised his home state, Gujarat, to an extraordinary level of economic development, was now in a position to replicate the same feat at the all-India level. ‘Modi’s legend’ first conquered the middle class’ imagination and, then, was spread among the masses and, transversally, among first-time voters by that same middle class, with the help of RSS volunteers. Thus, a juggernaut was created and deployed with devastating effects, not only against Congress but, as shown by the cases of Uttar Pradesh and Bihar, against some of India’s strongest regional parties.
