The evolving profile,qualifications and roles of the senior public affairs officer

Leading a public affairs department or function in North America has become increasingly complex, difficult, and valued in the last decade. The knowledge, skills and abilities (KSAs) to perform this role effectively have undergone a transformation and become reflective of the socio‐political challenges entailed in the fast‐moving, global, information‐intensive economy. The top public affairs officer (PAO) will need to be a strategic thinker who can communicate effectively, have unquestioned integrity, maintain an international perspective, be an effective manager, and have the experience and savvy to navigate the trickiest of public policy processes and structures. 论共同犯罪中的辩诉交易公共利益和被告人公平审判权--从美国诉辛格尔顿一案看辩诉交易理论的新发展

辩诉交易是美国刑事诉讼中一项非常重要的诉讼制度 ,其存在的价值取向在于更好地节约诉讼成本和控制由对抗式的诉讼程序所带来的诉讼风险 ,曾被认为是程序公平的重要体现。在近年来欧洲一些大陆法系国家以及亚洲的日本在进行刑事诉讼体制改革和制度移植过程中 ,都把辩诉交易制度作为其移植的重要内容 ,且这一制度也引起了我国刑事诉讼法学理论界的注目。 1998年美国诉辛格尔顿一案的发生 ,在美国的刑事司法实践和理论研究中引起了巨大的反响 ,对检察官在共同犯罪中与刑事被告人之间的辩诉交易 ,获取刑事被告人的证言(即污点证人 ,taintedwitness)的行为 ,从国家作为一个主权者的权力、政府公共利益、被告人的公平审判权等角度进行了深入的探讨 ,辩诉交易理论在新的视角下获得了新的发展。

地方政府审批制度改革不应是简单地取消审批制度,而是在确定行政审批合理的边界的前提下,不断进行制度创新,落实各项配套改革措施,建立科学、合理、高效、廉洁、公正、透明的地方政府审批制度.     

The wage share and government job creation in Sweden, 1900–2016

ABSTRACT

This investigation explores the long-run relationship between the wage share in the non-construction private sector and government efforts to create jobs in public services and construction of infrastructure and houses, in Sweden in 1900 to 2016. In the present article, it is argued that the creation of employment with generous wages by the Swedish government has increased the bargaining power of workers outside of these sectors, thus raising the wage share, up to about 1980. Correspondingly, retrenchment from such policy has been detrimental for the wage share in recent decades. This argument is supported by the results of cointegration tests, estimation of long-run and short-run, speed of adjustment, coefficients, as well as by Impulse-response functions. While government consumption is often found to be an important determinant for the wage share, earlier research has neglected the full labor market effect of government job creation associated with an expansion of the welfare state. Sweden is an ideal case for studying the impact of welfare policy on the wage share, since it has been one of the most extensive welfare states and simultaneously has been one of the most egalitarian countries in the world.     

从“非典”看我国政府信息公开的规范与完善

政府信息公开 ,是现代社会民主政治对政府权力运作的基本要求。宪法规定了公民对国家机关及其工作人员公务行为的监督权 ,这一权利要建立在对国家机关行为充分了解的基础上 ,否则监督只能是徒有虚名。公民对政府行为的“知情权”是充分有效发挥人民对政府行为的监督作用 ,完善政府决策和执法行为的重要因素。政府信息应以公开为原则 ,不公开为例外。政府信息公开的方式应多样化 ,设立政府综合网站、推行新闻发言人制度成为必要之选。要实现政府信息公开规范化 ,亟需制定全国性的政府信息公开法。     

加强和改进党政干部教育培训的若干思考

党政干部教育培训是我国教育事业的重要组成部分。宁夏党政干部教育培训工作在培训主体、培训客体和管理环节方面都不同程度地存在着问题,需要树立和实践"大教育、大培训"的新理念,建立健全党政干部教育法规、制度和机制,通过整合教育资源、建设教育培训的主渠道等途径来加以解决。

马克思治理学说的最高境界是实现对国家治理的彻底超越而达至社会自治,其核心是实现治理权由政府向社会的回归.历史的演绎使这一经典命题不断走出人们纯抽象思辨的"黑匣子"而成为可感知的现实政府与社会关系的传统模式和现代形态存在着控权与放权、自然经济主线和商品经济主线的根本分野;中国转型期的政府与社会关系实际上是一种兼容传统控制型模式和现代释放型模式的"复合式形态".此为中国经济和社会发展提供了一种积极的动力模型和较具说服力的解释框架.
