The politics of affective citizenship: from Blair to Obama

Politicians have long mobilised emotion in order to gain voters' support. However, this article argues that the politics of affect is also implicated in how citizens' identities, rights and entitlements are constructed. Examples are drawn from the positions of UK, US, Canadian and Australian politicians, including Tony Blair, David Cameron, Kevin Rudd and Barack Obama. Emotions analysed include love, fear, anxiety, empathy and hope. The article argues for the importance of a concept of ‘affective citizenship’ which explores (a) which intimate emotional relationships between citizens are endorsed and recognised by governments in personal life and (b) how citizens are also encouraged to feel about others and themselves in broader, more public domains. It focuses on issues of sexuality, gender, race and religion, and argues that the politics of affect has major implications for determining who has full citizenship rights. The Global Financial Crisis has also seen the development of an ‘emotional regime’ in which issues of economic security are increasingly influencing constructions of citizenship.     

困境与出路:领域法理论下的警察法学发展

警察法学属于我国法律体系中不可或缺的板块,也是提升社会安全法治能力的理论抓手。遗憾的是,当前我国警察法学的发展深陷概念模糊化、体系碎片化、研究边缘化、教学粗浅化的困境,若不及时矫正,势必将警察法学的研究、教学和实践引入歧途。领域法是近年来新兴的法学理念,强调问题导向与解决策略,能有效融合法教义学与社科法学的思维特点。在领域法学的指引下,研究者需明确警察法学的领域概念,厘清警察法学的法律体系,夯实警察法学的理论体系,增加警察法学的实践色彩,强调在完善警察法学理论体系的同时,提升警察法学的实践与教学效用。     

Influence of acculturation strategies on the judgement and punishment of an offender of North African descent

Very few studies have examined the influence of the acculturation strategies of an offender of foreign descent on the way a third party judges the personality and action of that offender. The aim of our study was thus to measure the effect of three variables (Seriousness of the harm suffered by the victim; Type of acculturation strategy of the offender; Level of Social Dominance Orientation [SDO]) of the person making the judgement) on the judgements and decisions made by a sample of students faced with a situation of physical aggression committed by a man of North African descent living in France. After reading a scenario describing a criminal act committed by a man of North African descent, who had or had not adopted French culture, 168 French students completed a judgement scale concerning the criminal act and the offender and an SDO scale. The results show that the crime was perceived as less serious when the perpetrator had adopted French culture than when he had not. The perpetrator was also judged less severely. Participants with higher levels of SDO advocated harsher punishment and attributed the crime to the offender’s personality. We discuss these results and identify new avenues for research.

论警察人权的保障

警察作为一个特殊的社会群体,其人权状况不容乐观。警察执行公务过程中的人权受损现象未有改观,警察人权潜在的受损状况日益突出。构建和谐社会必须高度重视警察人权保障工作。保障警察人权的核心是树立＂以警为本＂的全新理念,以此为指导创新警察人权保障机制,建立专门的警察人权监督保障组织,建立健全法律法规和相关制度,加强舆论宣传,提高警察的自我维权意识。

井冈山精神是中华民族＂脊梁精神＂的重要内核,是当代具有原创意义的民族精神。井冈山精神有丰富博大的内涵。根据江泽民、胡锦涛同志曾有的概括,融合他们指示的要义,井冈山精神的精髓和特征,可再作如下深层解读：井冈山精神的核心是实事求是、敢闯新路,井冈山精神的灵魂是坚定信念、矢志不移,井冈山精神的基石是依靠群众、艰苦奋斗。新世纪所涌动的时代风貌、时代气脉,仍然需要融会井冈山精神的内核,呼唤井冈山精神的灵魂。     

Advocacy Coalition for Historic Preservation in the U.S.: Changes in Motivations

As the policy discussions of historic preservation have become complicated in recent years, the advocacy for the use of heritage is now even more important, and the number of coalitions for promoting the economic value of heritage has been on the rise. This research provides a historical view of the development of advocacy coalition networks that actively pursue the benefits of heritage resources. Through this context, the article then examines a case study of the Wheeling National Heritage Area. The case exemplifies the framework of how coalition networks can provide the structure necessary to push preservation policy in government.
