Merger Melancholia: An Empirical Analysis of the Perceptions of the Residents of the Forcibly Amalgamated Manilla Shire Council

Notwithstanding cogent reasons for the continued existence of small local authorities in the sparsely populated Australian hinterland, compulsory council consolidation has been a recurring theme throughout the history of Australian local government. Despite its ubiquity, especially in rural, regional and remote Australian communities, its local consequences have not yet been fully examined by scholars or policy makers. The present paper seeks to remedy this neglect with an exploratory study of the social and economic consequences of forced local government amalgamations through the lens of the ‘lived experience’ of the small rural community of Manilla, which was forced in merge with the much larger Tamworth in 2004.     

我国农村公共信息服务建设与地方政府责任

本文认为,深化农村公共信息服务建设,各级地方政府责任重大,但当务之急是处理好地方财政投入力度不足、地方政府角色定位失当、地方政府职能转变迟滞问题.为此,应建立健全各级地方政府部门主导下的多元投资机制;建立健全各级地方政府部门涉农公共服务机制;建立健全农民公共信息需求表达及反馈机制;建立健全由广大农民积极参与的监督机制;建立健全各级地方政府部门的相关决策及规划机制;建立健全科学有效的农村公共信息服务评估机制.     

Élites gubernamentales en tres entidades federales de México (2000-2012) Un análisis estructural

This article aims at analyzing the profile and the social structure resulting from the career itineraries of governmental elites in the states of Guanajuato, the State of Mexico, and Mexico City during the 2000-2012 period. The author applies a mixed method combining the conventional sociological analysis with a network approach. The study observes in the first place the relevance of the local space for the creation and development of elites. Secondly, it identifies the regularities and divergences in the elite recruitment and development processes in the three states under study. Finally, the analysis reveals that instability in employment may be simultaneously construed as uncertainty and an asset since it allows the local elites to gather a considerable political and social capital.     

“一委一行两会”格局下中国金融监管协调框架探析

金融监管协调以防范系统性风险、维护金融体系稳定为最终目标,是金融监管体制的重要组成部分。自2018年3月以来,中国的金融监管体制呈现出"一委一行两会"的新格局,对金融监管协调提出了更高的要求。本文基于金融监管协调的国际经验,从中央部门协调、央地协调及金融科技发展的角度,分析了当前中国金融监管协调面临的障碍,并根据"矩阵式"管理的思路提出了解决方法并就此构建了相应的金融监管协调框架。本文提出在纵向上应强化央行的核心地位,发挥金融委的协调作用,明确央地权责及目标,强化属地责任;在横向上应重视跨部门协调、统筹金融业综合统计,同时还应与法律建设同步,及时跟踪科技发展,以期更好地发挥金融监管协调的作用。     

地方公安立法质量提升路径探讨

随着全面依法治国和全面深化改革的深入推进,为实现国家治理体系和治理能力现代化的目标,应完善包括地方公安立法在内的公安工作制度体系。目前,各地公安立法还存在体系不健全、可操作性不强、欠缺特色性规定、不能适应社会治安防范现实需要等问题。提高地方公安立法质量,有利于完善公安机关参与社会治理的制度体系,有利于建设法治公安,有利于促进公安机关执法规范化建设,有利于规范警务运行机制。为有效提高地方公安立法质量,必须树立社会治安治理立法理念,准确评估地方公安立法需求与效果,完善和规范地方公安立法程序,推进地方公安立法精细化。     

Local Resilience and the Reconstruction of Social Institutions: Recovery,Maintenance and Transformation of Buddhist Sangha in Post-Khmer Rouge Cambodia

ABSTRACT

This article explores how local resilience is realised in post-conflict reconstruction, by examining the redevelopment of Buddhist institutions in Cambodia. It firstly proposes three forms of resilience that were significant in the local level peacebuilding practice in the country – recovery, maintenance and transformation – and examines the process by which each form of resilience was materialised from the perspectives of local communities. Moreover, this study highlights two factors that determined the development of local resilience: ontological security and local leadership structure. Based on the empirical findings, this study discusses the conceptual and theoretical implications of such elements of resilient peacebuilding.     

Understanding the Accumulation of Local Government Savings: A Dynamic Analysis

Government savings can be a conundrum that perplexes taxpayers. Excessive savings indicate that taxpayers either pay unnecessarily high taxes, or they do not receive adequate returns on services. Insufficient savings leave government officials little financial flexibility. The Great Recession and its aftermath have renewed interest in understanding government savings. This article uses dynamic panel modeling to analyze the determinants of municipal discretionary savings. Results show that risk factors are the primary drivers of municipal savings, and high-risk factors have greater impact on the amount of savings. This finding confirms organization theory’s view of savings as a crucial buffer against risk.     

从法治治理到治理法治--突发疫情“大考”下地方治理效能提升

地方是突发疫情防控的实施者,地方治理奉法,疫情防控治理效能就显著。疫情的突发应急性要求地方治理打破常规治理思维,甚至采取超常规治理措施,而这些措施一旦使用不当,公民人权保障和国家法治秩序就会面临威胁,鉴于此,有立法权限的地方人大及其常委会须加强属地疫情防控的预防性立法;地方政府要以法治政府建设为抓手,强化疫情防控的法治思维和法治能力;地方各级司法机关严惩涉疫情犯罪须坚持主客观统一原则,警惕个人极端暴力犯罪;强化疫情防控公众守法意识的培育,以"两个区分"提升公众"知法"能力,以良善社会政策促进公众"守法"自觉。     

论中央与地方金融监管权配置之优化——以地方性影子银行的监管为视角

近年来,我国各类地方性影子银行的涌现及其引发的诸多地方金融风险事件,使完全依赖中央政府一己之力的垂直监管模式弊端凸现,地方金融监管的补充作用越发明显。长期以来,我国较关注金融监管权在中央部门间的横向配置,对其在中央与地方之间的纵向配置几无触及,导致地方金融监管权的实现只能端赖中央金融监管机构“一事一议”的规章、规范性文件乃至政策的授权方式,缺乏应有的正当性。地方金融办也因此“名不正、言不顺”,普遍存在职能错位、监管权被随意干预和监管资源配备不足等困境。是故,国家应尽早通过更高位阶的立法对“央地”金融监管权的配置加以优化,包括明晰“央地”金融监管边界,一揽子授予地方完整的金融监管权,设置相应的外部监督问责制度,并建立起以国家金融稳定发展委员会为主导的纵向金融监管协调机制,使两者形成监管合力,依法共治。     

A call for critical reflection on the localisation agenda in humanitarian action

Abstract

Calls for a greater inclusion of local actors have featured for some time in debates on how to make humanitarian action more efficient and address unequal power relations within the humanitarian system. Though the localisation agenda is at the core of current reform efforts in the humanitarian sector, the debate lacks a critical discussion of underlying assumptions – most strikingly, the very conceptualisation of the local itself. It is argued that the current discourse is dominated by a problematic conceptualisation of the local in binary opposition to the international, leading to blind spots in the analysis of exclusionary practices of the humanitarian sector. As such the localisation agenda risks perpetuating the very issues it wants to redress. A critical localism is thus proposed as a framework for much needed research on the localisation agenda.
