情报信息工作在整个公安工作中居于先导地位。派出所是公安工作的重要基层单位,是收集荻取各种情报信息的重要渠道和来源。派出所只有把握好收集的内容、方法、要求,才能真正做好情报信息工作。     

关于地方政府公信力建设的思考——以“躲猫猫”为例

公众对政府的信任贯穿于政府与公众的整个互动关系之中,它是政府治理社会的基石和灵魂.随着经济社会的发展,网络等快捷传媒促进了公众与政府的互动,使公众的参与意识大大增强.与此同时,一些个案也折射出新的形势对地方政府公信力提出了新的要求.因此,如何进一步保持并提升地方政府公信力就成为摆在政府面前的重要课题.本文从理论、体制和社会三个层面着重分析了影响地方政府公信力的因素,并就如何进一步提高地方政府公信力提出了相应的对策.

基于结构主义视角,本文一般化地概括了人民调解的结构样态。在人民调解的过程与结果层面均突显合意、契合和自治诸特征。在积极型国家与乡土社会的二元分划语境下,人民调解系一条制度性通道。迈向实践的人民调解研究和行动者—结构分析框架分别是人民调解研究可能的拓展方向及分析框架。     

Navigating collaborative governance in Florida: An analysis of local governments resilience amidst the COVID-19 pandemic

This study investigates the effectiveness of collaborative governance in the context of state and local government responses to the COVID-19 pandemic in Florida. Our analysis uncovers how local authorities have successfully adapted to implement policies to increase resilience and address the crisis, despite facing challenges, constraints, and limitations. Our findings underscore the significance of considering unique local characteristics when addressing pandemics and shed light on the potential influences of state-level actors on Home Rule. Notably, research examining the interplay between state decisions and Home Rule during a pandemic is scarce. We utilize Florida as a case study to examine local government responses to COVID-19, employing a qualitative analysis of data from webinars hosted by the Florida League of Cities and media reports on local government actions. To substantiate our findings and encourage further research, we apply the collaborative governance framework in the context of local government administrative responsibilities.

我国地方政府的行政执法责任制在内在制度和外在体制等方面存在着较大的缺陷 ,其原因在于认识不到位 ,工作不规范 ,保障力不强 ,评议考核制的设计和实行不完善 ,基础工作还不够扎实。完善地方政府行政执法责任制 ,应加强行政执法责任制的法理和工作原理研究 ,健全行政执法责任制的规范内容和具体制度 ,完善行政执法责任制的规范形式     

Learning from Experience? Ottawa as a Cautionary Tale of Reforming Urban Government

This article examines the saga of local government restructuring in Canada's capital city. Specifically, it analyzes the interplay between provincial and local agendas for local government reform over many years, which culminated in provincial legislation and a one-year transition process to establish one municipality for the Ottawa city region. In doing so, the article addresses the extent to which the Ottawa transition demonstrates learning from other major urban restructuring efforts and the extent to which the Ottawa case provides new insights for future local government reform efforts. Key conclusions are that the key motivation for provincially initiated reform—cost saving through simplification of the local government structure in Ottawa—does not fully coincide with local needs and interests. Furthermore, the promise of financial savings has proven difficult to realize as a result of the local politics surrounding existing municipal debt and unresolved human resource management costs. Instead, future benefits from the amalgamation may lie in improved capacity to manage physical development, environmental sustainability, and cultural diversity.

出于知识分子对现实和自身的强烈危机意识,现代中国乡土小说或显或隐地表现出“悲凉”的现代审美追求。伴随着作家不同的文化立场和精神姿态,以及中国现实与革命对乡土阶段性的影响与发现,以“悲凉”为深层结构的美感意识演化出了不同的悲剧风貌。     

试论区域经济合作下的地方政府职能重组

随着经济全球化与区域经济一体化的不断发展,我国区域经济合作的范围和规模不断拓展,已成为提高区域及国家综合实力的重要途径。较之区域经济的发展,我国地方管理方式改革明显滞后,严重阻碍了区域经济合作的进程。如何充分发挥地方政府在区域经济合作中的作用已成为区域合作顺利发展的关键问题之一。     

当代中国地方政府行为模式分析：政府偏好—政府过程—政府工具视角

政府偏好、政府过程、政府工具三个范畴共同构成的分析框架是研究当代中国地方政府行为模式的有效工具。从这个角度分析当代中国地方政府行为模式,其基本特征表现为：上级政府需求主导型政府偏好、精英政策模式为主轴的政府过程和强制性工具为主体的政府工具选择结构。     

International Collaboration in Local Government Leadership Development: Insights Gained from a U.S. and Ireland Partnership

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects.
