The COVID-19 pandemic has caused a chain of socioeconomic effects worldwide. China’s social and economic operations and labor market have also been suffered because of this global crisis. During hard times, flexible employment becomes an important means for stabilizing employment. However, the pandemic also exposed the problems ensuing from insufficient legal protection for flexible workers. First, there are some gaps and defects in the labor and social security laws in terms of their scope and applicability to flexible workers. Second, there were limitations in the support and protection policies for flexible workers at the early stages of the pandemic. Although the government implemented measures soon after the outbreak of COVID-19, their role is still constrained by the legal lacunae in protecting flexible workers. As flexible employment will continue to play a significant role in China’s labor market, the State Council issued a far-reaching official document in July 28, 2020 to support it. This document indicates the directions for providing better legal protection for flexible workers, which contains expanding the legal scope and enriching the legal protection. Based on the realities and latest policies, the legal protection for flexible workers should be systemically improved in the future. 相似文献

In the past year, the Ukrainian crisis has generated an international discussion about a ‘new Cold War’. This article looks into the likelihood of such a scenario and makes suggestions of how it may be precluded. The course of events depends on whether the current model of globalization can be reversed. This would mean not only a change in the current structure of the global economy, but its dismantling. However, it is obvious that for most European and other states, the risks associated with such a policy outweigh potential geopolitical and economic benefits. The international order is in a state of flux. High risks are unacceptable when governments or nations pursue their interests in a stable environment. But when the balance of power shifts substantially, as it has now, the perception of risk threshold also begins to change. European history has shown that large-scale transformations in international relations in most cases triggered tension and violence, caused by rising demands of ascending powers and by resistance of those who were challenged. In the twenty-first century, the polycentric structure of the world provides an opportunity to achieve a new lasting global settlement, and to put an end to the current period of increasing tension. 相似文献

The Engage programme was launched in April 2006 by the Government Communication Network (GCN) in the UK. As a civil service body supporting those in government working as press officers and in marketing roles, the GCN under the New Labour government in the period 2006–2010 was involved with the extension of the logic of marketisation to government communication. This article charts this process by examining key government policy documents from this period. The rationale for Engage rested on the assumption that government in the UK needed to adapt its communication approach to reach what were perceived as individualised consumers in society. The extension of the logic of marketisation to government communication that happened under Engage is shown to be consistent with the New Public Management approach to public services under New Labour.
