Dieser Aufsatz untersucht den Einfluss politisch‐institutioneller Kontextfaktoren auf die Artikulationschancen politischer Akteure in der Öffentlichkeit. Als empirische Grundlage dient eine Inhaltsanalyse der Schwangerschaftsabbruchdebatte in der Schweiz im Vergleich mit Deutschland und den USA über einen Zeitraum von drei Jahrzehnten. Es wird aufgezeigt, dass institutionell bedingte Machtdifferentiale ‐ vermittelt über mediale Selektionslogiken ‐ in hohem Masse die öffentliche Präsenz der Akteure, ihr mediales Standing, bestimmen. Dies benachteiligt insbesondere zivilgesellschaftliche Herausforderer, wie etwa soziale Bewegungen. Direktdemokratische Verfahren, so wird weiter argumentiert, wirken in der Schweiz diesem Effekt jedoch entgegen, indem sie den Aussenseitern Möglichkeiten zur Profilierung und Etablierung bieten. Davon profitieren ebenfalls die Parteien, welchen in der Schweiz ansonsten eine schwache institutionelle Stellung attestiert wird. Mit seinen Ergebnissen stützt der Aufsatz schliesslich die Forderung nach einer Kontextualisierung politischer Kommunikationsforschung im Sinne eines “institutional turn” und zeigt das Potenzial einer komparativen Vorgehensweise auf. 相似文献

The India, Brazil and South Africa Dialogue Forum (IBSA) established in 2003 brings together three like-minded, democratic, market economies of multi-cultural and multi-ethnic character, sharing a broadly similar economic, political and development situation. At the time of its formation IBSA was widely regarded as representing a novel form of South-South cooperation, transcending older models rooted in the logic of North-South confrontation in the post-colonial, Cold War world. However, now, as the respective countries prepare for their tenth anniversary summit in India, the forum seems to face a growing sense of irrelevance, perhaps even an existential crisis. There has been a proliferation of other forums—notably BRICS and the G20—which means that IBSA needs to differentiate itself if it is to endure. This paper suggests a common vision for IBSA, based on the concept of international liberalism, implying an open international market, well-regulated capital markets and tailored domestic policies such as social policy, health policy and education policy, may well increase the weight IBSA can gain in different international forums. 相似文献

ABSTRACTThis article compares the financing of political parties and candidates in two Southeast Asian countries. In Malaysia, some political finance regulations exist only on paper, and political financing is for the most part not restrained at all. In contrast, the financing of candidates and parties has always been tightly circumscribed in Singapore. These different strategies, “laissez-faire” versus “strict control,” are the consequence of various factors. In Malaysia, the New Economic Policy has effected a close, often economically unproductive linkage between the state, the ruling Barisan Nasional coalition, and business. The rise of businesspeople has resulted in the commercialization of competition within (the United Malays National Organisation. Additionally, increasing competition between the ruling coalition and the opposition has resulted in growing expenditures for electioneering in the form of advertisements and electoral patronage. The laissez-faire style of regulation has been compounded by the difficult-to-control practices in East Malaysia (Sabah and Sarawak), where vote buying, electoral patronage based on the largesse of oligarchs, and obvious nonobservance of the rules have been typical. In contrast to Malaysia as a whole, the costs for parties and candidates are still relatively low in Singapore. As a cadre party, the PAP (People's Action Party) is relatively autonomous from private business interests, and intraparty competition is not commercialized; the developmentalist state is highly productive, and the ties between the state, the PAP, and business are not characterized by cronyism. This article is the first to explore and compare the dynamics of party-building between the three main political forces that competed for power during the last decade in Ukraine – Viktor Yushchenko's Nasha Ukrayina (Our Ukraine), Yulia Tymoshenko's Batkivshchyna (Fatherland), and Viktor Yanukovych's Partiya Rehioniv (Party of Regions). We show that their political trajectories can be explained by differences in their organizational structure and distribution of resources within the party's leadership. When a party depends on resources linked primarily to one individual, it will develop a personalized decision-making structure advantaging its leader, and the party's fortunes will be tied to the popularity (or lack of same) of the leader. By contrast, when a party relies equally on resources from several groups, a more consociational style of decision-making is likely to emerge. Using Ukraine as a case study, the article shows that personality-led parties will be more vulnerable to defections and less capable of absorbing potential competitors. On the other hand, coalition-led parties are better capable of surviving defeats, maintaining internal cohesion, and merging with like-minded parties. 相似文献

This article analyzes Estonian macroeconomic policy since the country regained independence in 1991. Estonia was the first post-communist country to introduce a currency board in 1992, and consecutive governments have systematically prioritized macroeconomic stability and fiscal prudence. Estonia implemented an internal devaluation in 2008–2009, which enabled it to become the first post-Soviet republic to adopt the euro in 2011. This article explores the origins of the currency board and shows how institutions, interests, and ideas have contributed to Estonian exceptionalism in macroeconomic policy and to euro adoption. It demonstrates that the Estonian experience can shed light on the political prerequisites of internal devaluations, which may be of great relevance both to current and future Central and Eastern European euro area members. 相似文献

ABSTRACTSince Tajikistan’s independence, market reforms and pressure from international donors have brought changes to the state’s role in the economy. The official narrative holds that the post-socialist state reduced its control over agriculture, but there are still various mechanisms through which it exerts control over farming. In this paper, I examine Tajikistan’s post-socialist agrarian change through the prism of farm debt. Farm debt used to be an accounting nuisance in Soviet agriculture as a result of so-called soft-budget constraints. In the political economy of post-socialist transformation, farm cotton debt has been transformed into indebted land. I classify this debt ‘elastic’ for its ambiguous nature. It ties farmers to land and makes farmers’ independence illusory. With an in-depth analysis based on original ethnographic insights, I aim to provide a theoretical contribution to the way in which debt is conceptualised and politicised in post-Soviet Tajikistan. 相似文献

This paper builds on work from the agrarian change and political ecology literatures to analyze the process of agrarian change among smallholder cotton farmers in southwestern Burkina Faso. Specifically, we use a rural survey of 72 heads of household in three villages to examine whether and how (1) access to agricultural inputs, (2) debt and (3) liberalization reforms combine to produce rural socio-economic differentiation based on wealth. We find that wealthier farmers use more mineral fertilizer and manure inputs than their poorer counterparts. Wealthier farmers are also better able to remain debt-free as cotton prices drop and input prices rise. Moreover, they are able to take advantage of the neo-liberal restructuring of cotton cooperatives to change polices on debt repayment and input provisioning to their favor. This growing divide has large implications for rural food security, particularly as land becomes scarcer, fallows disappear and the need to intensify production grows. This research addresses two gaps in the agrarian change literature in relating how liberalization reforms and biophysical elements drive rural socio-economic differentiation. This work also shows that merging the concerns of political ecology with the agrarian change literature allows for a deeper examination of rural socio-economic differentiation. 相似文献

ABSTRACTUntil his early death in 1985, at age 51, the Tunisian agronomist Slaheddine el-Amami carried out a path-breaking research program at what was then the Centre de Recherche et de Génie Rural. He wrote technical studies ranging from the agricultural capacities of the unjustly-marked-as-barren Kerkennah Islands, to possibilities for drip irrigation, to attempts to quantify the energy use of Tunisian agriculture, to a wide-ranging investigation of indigenous hydraulic systems. There is little explicit mention in this work of a then-dominant strand of heterodox Arab and Third Worldist social science – the emphasis on delinking, or removal from Western commodity, technical and financial flows. Yet through an examination of his work in the context of the delinking paradigm, as put forth by scholars like Samir Amin, Fawzy Mansour and Mohamed Dowidar, I show the use and need for independent agronomic expertise to be deployed within analytical paradigms such as delinking, forged by heterodox political economists. Through delinking, countries could proceed on a path of auto-centered development. The possibility and time frame of delinking is necessarily a socio-technical question linked to indigenous capacities, technical and natural, and the social relations with which they are woven. It is also a question of creating and mobilizing a surplus in the agricultural sector. Through examining Amami’s life’s work, I show the use and need for interdisciplinary methods and research programs, which must braid the social and natural sciences – if not simply take threads from each to create a holistic knowledge – in order to arrive at appropriate developmental programs. Such knowledge and programs were appropriate in that they offered ways of working agriculture without capital-intense inputs – thus resolving rather than aggravating current account imbalances and labor surpluses. They also relied on a decentralization of planning, based on the skills and knowledges of the direct producers. In analyzing such knowledge, systematized in the work of Amami, I will also show how moving from underdevelopment to development requires a mélange of knowledges. Crucial and neglected are those knowledges which have been developed to inform sustainable ways of living on land-bases, in order to produce the rural surplus which is the sine qua non of a successful move beyond developmental malaise in the Global South. I will then link this to the International Assessment of Agricultural Knowledge, Science and Technology for Development (IAASTD) Synthesis Report, showing this paradigm’s continuing relevance. 相似文献

ABSTRACTA significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum – a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food. 相似文献
