区域协同对我国企业创新和经济发展影响及完善路径探讨--以沪港通为例的研究

区域协同是新时代具有标志性意义的重大国家战略,加快推进区域协同创新发展,不但关系到我国经济能否平稳发展,而且对于实现区域充分平衡发展以及构建新常态语境下具有可持续发展动能的区域"增长极"大有裨益,并影响着我国创新型国家建设进程以及经济增长方式转变的有效探索。基于区域协同创新和"增长极"的理论视角,在阐释区域协同发展对企业创新和国家经济发展的影响基础上,以沪港通为例进行回顾和总结,分析了大力发展沪港通对于推动我国企业创新和经济发展产生了哪些积极影响,未来又面临哪些挑战,并提出有针对性的对策建议。     

The effects of national cultures on two technologically advanced countries: The case of e-leadership in South Korea and the United States

The increased use of information and communication technologies (ICTs) has triggered enormous innovation in the public sector and created positive public value at the managerial, delivery of services, and policy levels. However, these positive outcomes do not automatically accrue simply by adoption of ICTs as public leaders can fail to adopt relevant new ICTs, use them poorly, or use them in ways that actually diminish public value, which raises the question of the importance of e-leadership. This article examines e-leadership and innovation capacity at the individual public manager level and fills in some gaps about the practice and implementation of ICTs in the public sector. We explore eight research questions useful in theorizing about e-leadership, develop constructs of e-leadership, and describe the current development of e-leadership. By comparing e-leadership in two country settings (South Korea and the United States), we also overcome the limitations of the existing Western-oriented studies about innovations in the public sector. In addition to the growth of e-leadership use and requirements for a variety of competencies equivalent to, but separate from, traditional communication competences, we find that national cultures exert significant influence on the major constructs of e-leadership, which implies that an effective e-leadership strategy should consider cultural contexts seriously.     

目标群体参与:精准扶贫政策执行领域形式主义的治理之道

精准扶贫政策执行领域形式主义问题突出,制约政策执行成效。欲破除其形式主义,目标群体参与不失为一种有效的治理路径。目标群体参与可促使精准扶贫政策执行从贫困村贫困户的客观实际出发,紧密联系贫困群众,克服政策执行中的“面子工程”现象,真正实现政策目标。目标群体在精准识别阶段整体参与水平偏低、精准帮扶阶段消极被动参与、贫困退出阶段参与功能弱化、脱贫考核阶段参与有效性不足等问题,引致在克服形式主义方面力有不逮。应在精准识别阶段提升目标群体整体参与水平,精准帮扶阶段提高参与主动性与能力,贫困退出阶段加强参与制度保障,脱贫考核阶段增强参与的有效性,以从根本上治理形式主义这一政策执行不良现象。     

“粤港澳大湾区”三地制度建设路径探索

2019年中央颁布《粤港澳大湾区发展规划纲要》,将粤港澳大湾区计划初步建设成为世界一流湾区。改革开放以来,广东与港澳的关系一直非常紧密,尤其在经贸合作领域,香港和广东的关系犹如“前店后厂”。与长三角、京津冀地区实践不同,粤港澳大湾区是“一国两制”下的一次重大探索式发展。粤港澳大湾区有其特殊地位,粤港澳三地三种不同的关税区具有不同的制度和法律,应在维护“一国两制”的前提下探索三地的深度融合。     

Is Everything Compatible? A Feminist Critique of Hearn’s Composite Approach to Men and Masculinity

ABSTRACT

Since its emergence in the late 1980s, research on men and masculinity has expanded considerably into an established area at the intersection of sociology, gender studies and related disciplines. There is now a wealth of empirical research but the theoretical debates have largely centred on Connell’s notion of hegemonic masculinity. This article focuses instead on the theoretical contribution of Jeff Hearn, arguably one of the central figures within critical studies on men and masculinities over the last few decades. The article identifies the main tenets of Hearn’s theoretical writing and tracks its development over time, and offers a critical discussion of Hearn’s theoretical position. The critique focuses on ambiguous treatments of central concepts and argues that tensions between perspectives such as materialist analysis, queer theory and intersectionality are not fully acknowledged in Hearn’s work.     

Young people,friendships and gender learning: insight from student-produced microfilms and curricular implications

Friendship microfilms produced by students can be used to understand how students make their relationships meaningful. Hence, in this study, friendship microfilms made by Taiwanese students from 2000 to 2013 and uploaded on YouTube were collected and evaluated through a textual analysis aimed at deriving suggestions for relationship education curricula. Four types of narrative were identified in these films. A common theme was addressing romantic concerns among close friends and the effects that follow. The films present scenarios such as ‘I want to be more than merely your friend’ and ‘A conflict arises from a love triangle’, and the predicaments related to trust, honesty, loyalty and supportiveness that consequently arise. The films also reveal the anxiety of gay adolescents trapped in dilemmas involving being neither a love interest nor a best friend and wondering whether to come out of the closet. Moreover, the practices of homosociality in the film manifest gender differences. On the basis of the research findings, this paper provides suggestions for gender and relationship education.     

‘I Want to Wear It’: Fashioning Black Feminism in Mahogany (1975)

ABSTRACT

In this article I focus on the portrayal of fashionable clothing in the 1975 film Mahogany and connect it to the history of African American women engaging with sartorial self-representation as a means to assert their visibility in American culture. My aim is to analyse Mahogany’s emphasis on brightly-coloured highly-ornamented clothing, which has a long history of signifying bad taste and became part of accusations of racial and sexual inferiority. I want to show how Mahogany’s representation of fashion undermines the historically entrenched bias against colourful, highly adorned clothing while also revealing how this bias has played a subtle but significant role in the racism and sexism black women have encountered, further (but not finally) impeding them from the forms of recognition the category of femininity offers. Mahogany represents those impediments and repeats the sexual and racial commodification underlying them, but also resists them (albeit quite subtly) through the film’s loving display of fashion and its attention to the work of designing and making clothes. Mahogany tells a story of bright sartorial resistance that can be understood as an articulation of black feminist desires for women of colour to be able to compose the images through which their bodies are perceived.     

中国古代工匠精神特点及其价值追求

中国古代工匠尽管在不同的历史时期,其群体含义不同,但他们所具有的精神特点却是共同的。这种精神特点包含三个方面,其一是理性实用下的开拓创新精神,其二是艺术审美下的精益求精精神,其三是经验主义下的科学探索精神。这些精神特点的背后其实蕴涵着古代工匠们对和谐、平等、敬业、法治等价值的追求。这种价值追求与当今弘扬的社会主义核心价值观以及工匠精神的内质是相通的。     

小微企业和谐劳动关系构建的财政扶持政策研究

小微企业存在着大量的体面劳动赤字,要构建和谐劳动关系面临着许多现实困境。除了促进劳动法在小微企业的有效实施外,还应该通过财政扶持政策促进小微企业和谐劳动关系的构建。这些具体的财政扶持政策包括就业岗位、工会会费、劳动安全卫生、企业培训、社会保险费的财政补贴政策以及劳动关系规范化管理的财政激励政策。     

绿色发展视角下的健康适度劳动问题

推行绿色发展战略是国际经济发展的新趋势,也是我国经济良性发展、实现十九大所提出的"两步走"战略目标的必然选择。发展绿色经济离不开其价值源泉——绿色劳动,绿色劳动的思想可以追溯至亚当·斯密、马克思和舒尔茨,ILO的体面劳动、企业社会责任、现代化、知识经济、现代社会保障都蕴含着绿色劳动的思想。目前我国在社会劳动领域存在很多问题,推动劳动的健康绿色化,需要政府积极地引导推动、企业树立新的用人理念、工会努力发挥有效维权的作用,并需要多方面借鉴国际有效经验。
