文章通过对本辖区农村基层组织人员职务犯罪情况进行调查和对相关立法的学习与思考。笔者认为,在立法上,构成农村基层组织人员犯罪的主体还不够明确,某些本应构成犯罪的行为也未在立法上规定为犯罪;在法律适用方面,对于农村基层组织人员职务犯罪的量刑普遍存在着轻刑化等问题进行了探讨。     

城乡统筹、合理配置再生水资源用于农业的对策建议

该文通过分析中国农田污灌现状及其危害,揭示“城市再生水利用率”具体指标实现上仍存在的结构性矛盾,论述在没有充足常规水源的情况下,开发利用再生水农灌是农田生态修复的可行措施,提出把再生水回用农灌作为各级政府统筹城乡发展的重要内容及其可行性建议,以实现水资源的优化配置和循环利用,保证社会主义新农村又好又快地建设。     

Evaluation in Nonprofit Organizations: An Empirical Analysis

Many factors influence the extent to which nonprofit organizations engage in evaluation. Drawing on organization theory, nonprofit scholarship, and public administration research, we propose a set of hypotheses concerning the interrelationships between organizational characteristics and various aspects of nonprofit evaluation. We test these hypotheses using combined data from an original national survey and IRS Forms 990. Analysis reveals that although higher levels of staff compensation support many aspects of evaluation, higher levels of executive compensation exert negative effects. Additionally, evaluation culture mediates the effects of several variables on evaluation rigor and frequency. Practical implications are discussed for scholars and practitioners.     

Competition between unions as a stimulus for initiating reform: the Israeli case, 1958–2015

The article identifies characteristics and consequences of competition between two teachers’ unions as a component of multi-unionism. The study aimed to clarify the consequences of this competition for the education system following the splitting of one teachers’ union and formation of a new union, which challenged both its rival and the policy-makers. The study focuses particularly on the development of the newer union. Data was gathered from documents written between 1958 and 2013, and supplementary interviews were conducted with 15 key figures in the unions, the Ministry of Education, and the Treasury. While research literature usually describes the conduct of teachers’ unions on a continuum between hindrance and facilitation of educational reforms, the study’s findings add an additional dimension relating to the possibility that competition between two teachers’ unions can engender competitive proposals for educational reform and act as a catalyst for change in educational policy. The rivalry led to the emergence of two similar, but competing, educational reforms, accepted by government and in effect today in all the schools. The study provides information on different levels of competition between the teachers’ unions, and the leeway for action that a union has as an interest group.     

First be a woman? rural development,social change and women farmers’ lives in Thessaly-Greece

This research is prompted by a desire to portray how Thessalian women farmers’ lives have been and are still affected by agrarian, economic, political and social transformations that took place in Greece from 1950 onwards. Using a cueing technique, we collected 2034 autobiographical memories from 74 women farmers. In general, the story our data tell indicates that the progress regarding woman’s position within family and society was slow and erratic, whereas it is still underway, since gender role appropriateness remains a robust construction. The analysis proved that the first signs of change appeared in the 1970s, when the migration from Thessaly to Europe brought about some unprecedented ideas on woman’s social and domestic roles. Other factors, such as the modernization of agriculture in 1980s and the consequent economic flourishing, along with the aura conveyed by the new (female) members of farming communities, and the opening of rural societies in 1990s and 2000s, facilitated this change.     

Can the best interests of young people be met in residential care? An Ireland case study

The search for factors essential to the achievement of congruence in residential youth care services in Ireland led to the discovery of five critical success factors, each of which affects all three organizational levels of such services. These critical factors included: needs-led, not regulation-driven, care; senior managers with workforce responsibility require domain expertise; shared vision and purpose across three organizational levels; practice-led planning and service development; and bureaucratic policies and practices that are congruent with corporate parenting obligations to provide developmental care that serves each child's best interests.
