随着全球气候变暖,能源紧缺,冰川融化带来的海平面上升,以及相关水源问题涉及的防旱、防潮、防洪、南水北调、水力发电、水利灌溉等,人类生产、生活和社会经济发展都受到了前所未有的严峻考验,水利工程也根据时代和国情的要求提上了重要日程。从原有的主干海域和河流建设,外延到地方区域河流建设上来。由此,县级等中小城市的水利工程在抵御自然灾害和农业发展上越来越起到决定性的作用,是保障大中城市人民生命和财产安全的铁墙,是保障社会和谐稳定的桥梁。主要对县级水利工程的重要性、水利工程带动地方经济发展情况、水利工程本身特点和发展前景进行阐述,着重指出县级水利工程在全国水利建设方面占着承上启下的重要位置。  相似文献

当代资本主义国家经过一系列调整,出现了一些社会主义因素,突出表现为:资本更趋社会化、经济运行有序化、收入分配公平化、社会福利普遍化、企业管理民主化和政治的民主法制化等。这些社会主义因素在当代资本主义国家内部不断孕育和发展,究其原因,并不是资产阶级的悔悟或恩赐,而是社会生产力的高度发展同资本主义生产关系形成尖锐矛盾的结果,是资本主义国家内工人阶级不断斗争的成果,是当代资本主义借鉴社会主义成就的客观结局,是资产阶级有识之士的明智之举。  相似文献

One asks oneself vigorously about the conditions of the construction of knowledge relative to the African continent as well as to its way of thinking. The influence of V.Y. Mudimbe in this regard is immense. The major categories of anthropology are examined, even called into question, and most notably the ethnic groups. As pertinent as they may be, these analyses return to the library and to the system of representation that the continent invents and raise it to a paradigm of difference par excellence. It is important, beyond the scholarly discourse, to take a look at the relationship of ordinary people with libraries. Broadcasters, for example, comment candidly on the work of one artist-musician or another. Appropriation implies the related right: “droit d'auteur(e)”, copyright or “Urheberrecht”. Anyone who fails to comply becomes a pirate. What, therefore, is the meaning of to modernise the author, the work, the copyright or the pirate not in language inherited from Western law but in that of the citizen or the average villager?  相似文献

Abstract

The article argues that the primary purpose of education, both formal and non‐formal, is the development of interrelated and interdependent sets of human capacity to think, to know and to act by honing social consciousness or awareness, values and skills. Investing in education is therefore viewed as investment in the development of social capital that combines with material resources and other non‐material phenomena to produce goods and services, as well as a favourable spiritual environment for human sustenance and development.

Education in Africa needs a fundamental paradigm change which entails, among other things, focusing on confronting, with a view to correcting and departing from, hegemonic knowledge and knowledge systems that are predicated on racist paradigms that have deliberately and otherwise distorted, and continue to distort, the reality of who Africans really are. The article visits some of the terrains most in need of this change: contestations about the roles Africans and Africa have played in human civilisation during the four main historical periods to date: Africa's leadership as the cradle of humankind or the Naissance of Humanity; Africa's leadership in all fields of knowledge and human achievements at the beginning of modern civilisation up to about the fourteenth century AD; the fifteenth century AD to the present which marks the only period in human development when Africa and Africans have been dominated and marginalised by mainly European civilisation and its global projections; and, the emerging era of the renaissance of Africa and other marginalised peoples.

A model curriculum that requires supplementation by the specific characteristics of each country that adopts it is suggested as a step towards this paradigm change. This modest effort at constructing a model curriculum is informed by the understanding that all Africans and peoples of African descent need to possess some basic, shared common knowledge about Africa, the Diaspora and the world ‐ and to acquire critical approaches to contextualised learning.  相似文献

This article highlights the continued significance of pre-capitalist formations in shaping the trajectory of economic transition in peripheral regions, even in an era of neo-liberal globalisation. There is a tendency for Marxist scholars to assume the inevitable “dominance” of capitalism over older modes of production. Using a case study from Nepal's far eastern Tarai, this paper seeks to understand the reproduction of feudal social relations in a region which is both accessible and integrated into regional and global markets. The paper traces the early subordination of indigenous groups to feudalism from the eighteenth century onwards, and the political and ideological processes through which these social relations were reinforced. Through examining the historical role of feudal-colonial alliances, however, the paper notes that pre-capitalist reproduction in Nepal is a dynamic process, actively negotiated and reinforced by the external imperatives of capitalist expansion itself as well as through the entrenched political power of landed classes. Today feudal and capitalist formations co-exist and articulate, with surplus divided between landlords and non-farm employers. Understanding the complex dynamics of feudal or “semi-feudal” reproduction in an era of globalisation is crucial if one is to identify avenues for collective mobilisation against inequitable pre-capitalist and capitalist class relations.  相似文献

The Wal-Mart/Massmart merger has caused concern about its possible influence on the South African economy, employment and the autonomy of the state. This study analyses strategic considerations for states that allow foreign corporations to engage in their domestic markets. Globalisation and transnational harmonisation have led to an impetus for corporations to extend their activities across national borders and foreign markets. Based on the theory of sovereignty, this is evaluated against a trilateral background of home country, host country and corporation. The outcome that emerges is that in some cases states have lost a significant share of sovereignty to multinational authorities. With the Wal-Mart/Massmart merger, role-players such as the government, competition commission and trade unions got involved early on and ensured maximum advantage to the country and its citizens. The final conclusion is that such partnerships between host, home governments and transnational corporations can minimise the loss of national sovereignty, but this can only be achieved against a backdrop of economic, societal and political stability and co-operation.  相似文献

The resilience of the problem of child labour in the global economy has been amply documented, but, we suggest, the reasons for this situation have not yet been fully captured in the associated debates. Our aim is to advance a way of thinking about those forms of child labour which occur in the context of global production networks (gpns), and to contend that greater attention must be paid to the organisation and functioning of gpns, and the social foundations on which they rest, if we are to grasp more fully the conditions and processes which facilitate the persistence and evolution of child labour. The way of thinking we propose is rooted in the concept of ‘adverse incorporation’ in the global economy, which we develop by drawing together currents in gpn analysis and poverty research to explore the commercial and social dynamics in gpns which give rise to these forms of labour exploitation. We illustrate our arguments with reference to the garments industry in New Delhi, India.  相似文献
