试析中国特色社会主义文化的先进性和人民性

文化有先进与落后之分,必须通过生产力、社会进步、人的发展等标准加以评判。同时,处于一定社会阶段的文化是特定阶级或阶层根本利益的观念反映,具有一定的阶级属性。中国特色社会主义文化既推动着我国社会主义初级阶段经济社会的全面进步,是当代中国的先进文化,又是从群众来、到群众中去、推劫人的全面发展的人民大众的文化,是先进性与人民性的统一。     

汉代罪己诏中的政治观

罪己诏是古代帝王在面对灾异发生或政治失误等情况下所下的自责悔过的反省文书。正式的罪己诏最早出现在汉代,且数量较多。罪己诏的颁布一定程度上与汉代独特的政治观念有着联系,对维护和调整汉代政治统治、收买人心起着积极的作用,同时对古代政治治理模式的发展也具有深远的影响。     

社会公正与以德化民

道德教化与社会公正相辅相成,社会公正是社会主义公民道德教化的本质体现,也是建构高尚的公民道德的基本保障;以德化民有利于促进社会公正的实现。因此,实现社会公正是党和政府的重要任务。我们应该着重从党、国家、政府和社会等多个层面加强营造社会公正的氛围,从而为实现以德化民打下坚实的基础。     

大型群众性活动安全管理责任分析

＂谁举办、谁负责＂是大型群众性活动安全管理的基本原则,然而,在实际执行过程中,公安机关承担的不仅仅是监管责任,甚至承担着主要的安保责任。政府的态度、保安市场化运作机制的匮乏、公安机关本身的做法,都在一定程度上影响着大型群众性活动安全管理工作的走向。明确大型群众性活动安全管理责任的归属,可以有效促进大型群众性活动安全管理工作效率和提高安全管理水平。     

The economics of poverty traps and persistent poverty: An asset-based approach

Longitudinal data on household living standards open the way to a deeper analysis of the nature and extent of poverty. While a number of studies have exploited this type of data to distinguish transitory from more chronic forms of income or expenditure poverty, this paper develops an asset-based approach to poverty analysis that makes it possible to distinguish deep-rooted, persistent structural poverty from poverty that passes naturally with time due to systemic growth processes. Drawing on the economic theory of poverty traps and bifurcated accumulation strategies, this paper briefly discusses some feasible estimation strategies for empirically identifying poverty traps and long-term, persistent structural poverty, as well as relevant extensions of the popular Foster-Greer-Thorbecke class of poverty measures. The paper closes with reflections on how asset-based poverty can be used to underwrite the design of persistent poverty reduction strategies.     

“Don’t Frack with Our Karoo”: Water,Landscape, and Congregational Song in Kroonvale,South Africa

There is a new environmental threat to the South African Karoo region in the form of hydraulic fracturing (or “fracking”) for natural gas reserves buried deep underground. In this article, I use the issue of fracking in the Karoo to investigate the power of this landscape over its people and focus particularly on the question of how the cultural traditions of the Karoo would be affected. In contrast, W.J.T. Mitchell argues that landscape exerts a relatively weak power over its residents. My work serves as a critique of theories that see landscape as exerting only marginal influence over people. I argue that not only does landscape exert a palpable power over its inhabitants, but also that landscape affects the musical traditions of these residents and, ultimately, the configuration of the Karoo soundscape. To investigate this, I draw on my research of music in three churches with coloured people’s membership in the town of Graaff-Reinet and examine this tradition in the context of its surrounding landscape.     

Restorative justice in the aftermath of politically-motivated violence: the Basque experience

ABSTRACT

An emerging body of literature discusses how restorative justice can contribute to the response to terrorism. This paper expresses concerns about the uncritical acceptance of many orthodox assumptions about terrorism inherent in the search for a “restorative response” to terrorism. When restorative justice embraces the label “terrorism” in what appears to be a politically neutral sense, rather than opening up a critical discussion of realities of political violence and the factors that had propelled it, it may form part of the efforts designed to inculcate “truths” that help control political dissent. With its key aspiration being to restore a presumed healthy order disrupted by terrorist offences, restorative justice may be enlisted to help entrench social relations that led to the violence in the first place. The paper illustrates this danger by examining attempts to use restorative justice techniques by Spanish authorities in the aftermath of ETA or Euskadi Ta Askatasuna (“Basque Homeland and Freedom”) violence. It is argued that rather than searching for a “restorative response” to terrorism, a more adequate framework for restorative justice in the aftermath of politically motivated violence may be found within broader projects of reparation for historical injustices, remembering and political reconciliation.     

广西民族地区农村居家养老模式探析

居家养老模式是家庭养老和机构养老的有效整合,是未来我国养老事业重点建设的目标之一。中国目前居家养老服务多为政府购买服务、民间组织提供服务或社区承办服务等模式。广西民族地区农村人口老龄化速度快、经济欠发达、家庭结构失衡、养老设施匮乏,居家养老模式应成为养老方式的首选。建设广西农村居家养老模式应重点完善农村基本医疗照顾,加强农村传统邻里互助关系,保护和传承少数民族文化习俗。     

成效、问题及对策：山东省两县市“多村一社区”的社区服务体系建设的调查

该文分析了通过撤村建社区,在中心村设立社区服务中心,构建起政府性公共服务体系、社区自我服务体系与市场化服务体系有机结合的农村社区服务体系的成效,即政府性公共服务中有的服务项目规范化、专业化程度较高,村民满意度比较高;社区与企业合作提供的便民利民服务的供给比较充分。但是,也存在诸如县域间社区服务中心的建设力度差距较大、社区村（居）民自我服务匮乏、中心村与非中心村服务资源获得存在较大差距等问题。为此建议,通过强化各级政府财政转移支付,促进社区基础公共服务设施均等化配置;持续推进村（居）民自治与社区参与,促进“多村一社区”建设与村（居）民自治二者间的协调发展;加强非中心村的服务站点建设,缩小社区服务资源获得方面的差异等途径以促进“多村一社区”的社区服务体系建设。     

云存储侦查策略研究

云计算,作为近年来发展迅速的信息技术手段,给社会各机构、普通群众的生活提供了很大的便利。云存储作为云计算的一个延伸技术,越来越多的融入到人们的生活中。在这一新形势下,犯罪分子也越来越多的使用该技术规避侦查人员的侦查取证活动。有鉴于云存储技术的新颖性与复杂性,有必要针对性地分析研究新的侦查取证策略,以应对新挑战。
