绿色发展视角下的健康适度劳动问题

推行绿色发展战略是国际经济发展的新趋势,也是我国经济良性发展、实现十九大所提出的"两步走"战略目标的必然选择。发展绿色经济离不开其价值源泉——绿色劳动,绿色劳动的思想可以追溯至亚当·斯密、马克思和舒尔茨,ILO的体面劳动、企业社会责任、现代化、知识经济、现代社会保障都蕴含着绿色劳动的思想。目前我国在社会劳动领域存在很多问题,推动劳动的健康绿色化,需要政府积极地引导推动、企业树立新的用人理念、工会努力发挥有效维权的作用,并需要多方面借鉴国际有效经验。     

The origins and politics,campaigns and demands by the international fisher peoples’ movement: an Indigenous perspective

Abstract

This reflective contribution discusses the intersection of Indigenous and Small Scale Fisheries’ (SSF) issues, and how the international SSF movement has a critical role in the broader struggle for the convergence of social justice regarding the environment, food and lifeways. I explore some of the political tensions around Indigenous and SSF struggles against global neoliberalisation of land and water resources, some of the successes and challenges of the international SSF movement, and future considerations for academic/activist ‘decolonising’ work.     

Five Challenges to Legalizing Economic and Social Rights

In recent years, dozens of human rights non-governmental organizations (NGOs) across the globe have begun to advocate for economic and social rights, which represents a significant expansion of the human rights movement. This article investigates a central strategy that NGOs have pursued to realize these rights: legalization. Legalization involves specifying rights as valid legal rules and enforcing them through judicial or quasi-judicial processes. After documenting some of the progress made toward legalization, the article analyzes five unique challenges involved in legalizing economic and social rights. It is important to identify these challenges because they must be overcome if the human rights movement wishes to refute the notion that economic and social rights are inherently non-justiciable (and therefore, to some, invalid as rights). These challenges also point to the possibility that legalization is not the only, or even the best, strategic pathway to realize economic and social rights effectively.

Gendering the ‘responsible risk taker’: citizenship relationships with gender-neutral social assistance policy

This paper explores the gendered relationships among reforms to social assistance policy, concurrent transformations in citizenship rights to benefits, and low-income parents' experiences of these changes in the Canadian provinces of British Columbia, Alberta, and Saskatchewan. Policy discourse in all three provinces increasingly constructs mothers and fathers as ‘responsible risk takers’ who are entitled to income support conditional on their employability efforts (for example, attendance in welfare-to-work programmes) or market citizenship. Qualitative interviews with 41 mothers and five fathers illustrate how this ‘gender-neutral worker-citizen’ model can be gendered in application and is contradicted by parents' gendered identities and everyday realities when living on social assistance. Using the theoretical perspective of gender as a social structure, the paper draws upon these findings to provide empirical support for a dominant theoretical argument in feminist scholarship – that gender-neutral policy is gendered and has deeply gendered consequences.     

非营利组织参与社会保障的优势分析

中国进入全面建设小康社会的新时期,而城乡贫困问题的客观存在、收入分配差距的持续扩大、市场竞争带来的失业现象,以及工业化与城市化的快速发展等,都迫切需要推动社会保障改革事业的健康发展和逐步完善。本文认为,非营利组织参与社会保障具有独特的优势与作用。政府应从各方面促进非营利组织参与社会保障;非营利组织也应创造条件,积极参与社会保障的管理和服务。     

The Winter of Discontent Thirty Years On

Thirty years on, and in the context of our own crisis, it is perhaps useful to take stock of the last Winter of Discontent. The industrial strife that beset the Callaghan government in the winter of 1978/79 was seen at the time as a key factor in Labour's defeat in the general election of 1979; but its legacy is considerable and its significance enduring. These four themed essays come from a public seminar at the British Academy to mark the thirtieth anniversary of the Winter of Discontent. Colin Hay argues that the Winter of Discontent was, in key respects, a manufactured crisis lived, experienced and responded to through a very particular construction of the events that is difficult to reconcile with the evidence itself. Reponses by Lords Baker, Lea and Lipsey follow and the section concludes with a transcribed and edited version of the lively discussion which ensued.     

论村民委员会作为乡村社会维权性组织的可能与路径

“三农”问题的实质是农民权益问题,作为村民自治组织的村民委员会应成为维护乡村社会权益的组织依托;当前在我国乡村治理的实践中,乡村自治性组织的维权性功能存在着缺位、错位和异化的现象,这是由诸多原因造成的;在社会主义新农村建设中应着力构建以保障农民权益为根本的乡村治理新机制,推进乡村自治组织的社会性复归;通过政治环境的发展、制度机制的重构、文化观念的培育,挖掘和塑造村民自治性组织作为村民群众维权性组织的组织资源和实践能力。     

宁夏新型农村社会养老保险制度建设对策研究

在贯彻中央有关精神和落实国家基本政策的前提下,宁夏新型农村社会养老保险制度建设要充分考虑宁夏各地区农村经济社会发展的实际,制定符合宁夏各级财政、村集体、农民个人承担能力的新型农村养老保险制度。     

城中村失地农民社会保障模式比较研究——基于CTPLCSI框架的分析

城中村失地农民作为一种特殊群体,对土地保障的替代机制具有更加强烈的需求,在替代保障机制的选择或构建中具有得天独厚的优势。文章在CTPLCSI框架的基础上对我国当前17个省市的城中村失地农民社会保障模式的政策和实践类型进行了梳理、归纳、比较和分析,认为,构建城中村失地农民社会保障模式,应树立“公平正义、兼顾效率”的保障理念,坚持“因地制宜、分类保障、立法护航、稳步推进”的指导原则,实现“福利改进、城乡统筹”的模式目标。
