充分发挥现代刑事技术在侦查中的作用

刑事技术与刑事特情、情报资料并列为刑事侦查的三大支柱,重要性不言而喻。近年来,我国刑事技术部门在人员、技术、装备等方面获得长足发展。但是在服务破案、服务刑事诉讼,为诉讼提供证据方面,尚未充分发挥出应有的作用。刑诉法着重强调重证据不轻信口供,严禁逼供信,严格依法办案,文明办案,靠证据定案是侦查工作的发展趋势,刑事技术在侦查破案中的地位日益突出。

全球变暖已经成为威胁人类生存的重大问题,应对这一问题需要国际社会的共同努力。经过艰苦的谈判形成了以《联合国气候变化框架公约》和《京都议定书》为核心的国际气候机制。国际气候谈判的过程是国家间的利益博弈过程,本文尝试用博弈论来分析国际气候谈判进程。     

Fair play and empathy： A research study with student teachers

Empathy for difficulties that students have in learning and for their emotional well-being is an essential but difficult skill that teachers must develop. Shields and Bredemier （1994） have emphasized the necessity of empathic skills in physical education classes given the wide range of abilities that students bring to those classes. One of the emphases in the current training of physical education teachers is on sports ethics generally and fair play specifically. The relationship between moral development and the ability to empathize has been suggested （Grief ＆ Hogan, 1973）. Therefore, it may be argued that fair play education heavily focusing on moral behaviors in sports can contribute to the development of empathic skills of student teachers. This study outlines findings from a study of the impact in a class on the importance of fair play in sports on the development of empathy among 50 Turkish student teachers enrolled in the Physical Education and Sports Teaching Department at Gazi University in Ankara, Turkey. The Interpersonal Reactivity Index （IRI） developed by Davis （1983） was administered during the first week of class and again after during the final week of class in order to examine the impact of a class on fair play on empathic skills. A comparison between the before class and after class scores indicate that student teachers reported significantly more empathic skills at the end of the class as compared to what they had at the beginning.     

Infinitely repeated contests: How strategic interaction affects the efficiency of governance

Contests over the scope and strength of regulation and governance are commonplace – and commonly repeated. The same players vie for the same government prize year after year: for example, environmental standards, government contracts, research grants, and public good provision. The open question is whether more rents are dissipated in repeated regulatory contests than onetime competitions. This question matters for regulation and governance because societies should design policies to waste the fewest scarce resources. According to some, the answer is “no”, but others say “yes”– more resources are wasted when people compete repeatedly for the same government prize. Herein, we use two game theoretic equilibrium concepts to help untangle the answer. Our results suggest non‐myopic contestants are more likely to behave as partners than rivals – provided the context is relatively sterile. Several common complications help break up the tacit partnership, including a disparity in relative ability, a shrinking prize, and additional players.     

谱牒文献利用及西南民族研究——南方丝绸之路的新视角

回顾南方丝绸之路研究的学术史,根据出土文物展开的考察取得了不少成果,但纸质文本的利用还稍显不足,特别是谱牒文献未得到应有的重视。谱牒文献在揭示西南各民族的人口迁徙、民族融合、文化变迁、交通及经济等方面有诸多价值,但在利用时需要辨别内容真伪、兼考多种文献、熟悉文化背景。由此可给南方丝绸之路研究呈现一种不同的视角。
