中国梦视阈下大学文化传承创新研究

中国梦的实质,是实现国家富强、民族振兴、人民幸福。高校作为文化传承的基地和文化创新的主体,在实现中国梦的进程中承担着神圣的使命。本文阐释了中国梦视阈下大学文化传承创新的内涵,提出了大学文化传承创新的路径,指出高校应当成为文化传承创新的引领者、策划者和担当者,努力构筑实现中华民族美好期盼和价值愿景的精神殿堂。     

The early development of the soviet government bureaucracy: Center,localities, nationality areas

The article presents and appraises the innovative performance of Greece from the 1990s to the present and argues that Greece's economic strategy up to now has had little if anything to do with entrepreneurship and innovation. It focuses on two new groundbreaking reform initiatives proposed by the ministries of development and education, that provide, for the first time, the dynamics that could enable the country's economy to overcome some of its crippling dysfunctions and steer it towards entrepreneurship, innovation, and business clusters. The article concludes that where public administration economic strategies and public universities have failed, privately owned universities and the newly proposed entrepreneurial parks could finally guide the economy towards the right path.     

Motivations Behind Using Performance Measurement: City-wide vs. Selective Users

Abstract

This article identifies and describes the utilisation of performance measurement in Florida local governments. Two research questions are considered here: which factors influence Florida city governments to use performance measurement? And how do the factors associated with cities that are city-wide users differ from cities that are selective users? The paper develops a framework constructed from literatures in performance measurement and management innovation to develop hypotheses that are tested with 2005 Florida local government data. This study finds strong support for the role of community attributes, form of government and internal capacity as contributors to the use of performance measurement. The study also finds the factors that influence city-wide users are different from factors that influence selective users, especially with regard to revenue size and the reward/incentive system.     

The Rise of the Resilient Local Authority?

The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience.

深入推进"社会管理创新"是当前检察机关三项重点工作之一。涉检信访工作在法律至上、权力制衡、以人为本等价值理念上与社会管理创新的契合,使其成为检察机关推进社会管理创新的集中体现和重要载体。在此背景下,只有努力实现涉检信访工作法治化才能回应社会管理创新的期待;只有提升涉检信访的工作理念、健全涉检信访风险评估预警机制、完善涉检信访工作协商机制、强化涉检信访工作的监督制约职能才能真正落实法治化的要求,提高法治化的水平。     

《突发事件应对法》实施中存在的主要问题与完善路径

《突发事件应对法》的公布和施行是我国法制建设中的一件大事,其标志着突发事件应对工作已全面纳入法制化轨道。具有极其重要的意义。《突发事件应对法》构建了我国应急管理的制度框架,对我国传统的应急管理体制在三个方面实现了突破与制度创新。在应对各类突发事件中发挥了重要作用。但《突发事件应时法》在实施过程中也出现了一系列问题。对此。应根据突发事件预防和应急处置中出现的新情况和新问题,进一步完善《突发事件应对法》。     

Korea's pursuit of low-carbon green growth: A middle-power state's dream of becoming a green pioneer

Abstract

After a brief introduction of the existing literature on environmental pioneer states and their internal characteristics, this study examines various low-carbon green growth (LCGG) initiatives that the South Korean government introduced to market Korea as a trendsetter in the global environmental arena. The country's domestic foundations for environmental innovation, however, reveals a dissonance between its international aspirations and the internal conditions that are needed to sustain the pursuit. This case of mixed environmental achievements by a rising middle-power state suggests the insufficiency of a state-led approach to environmental innovation and leadership.     

社会管理创新背景下的网络反腐法治化建设

社会管理创新的发展方向是法治化,网络反腐是社会管理发展的产物,必须在法治的轨道中运行。因此,网络反腐法治化也是社会管理法治化的题中之义。网络反腐离不开法治,网络反腐本身也蕴含着深刻的法治理念。构建网络反腐法治化体系,必须厘清当前网络反腐发展中存在的问题,完善我国网络侵权法律制度,增强对举报人的保护力度,逐步建立官员财产公示制度,使我国网络反腐在法治的轨道中不断发展完善。

该文以芜湖市为例,阐述了芜湖市农业产业和农业科技发展现状,分析了存在的问题和困难,提出依靠科技创新支撑现代农业发展的路径和措施。     

从社会管理创新看民间社团的开放

社会性是人的本质属性,人总要过群居的生活,结社、组团就是人的本质的现实化行动,故民间社团的产生具有先在的合理性。社会管理的实质是维护社会自身的秩序,开放民间社团是社会管理创新的重要举措。社会管理创新的任务在于激发社会内部的活力,减少外部干扰,这些都涉及政府行政理念的转变和行政职能的调整。
