This article aims to review the conceptual import of the term “political mediation”, to shed light on the analytical reach of indirect politics, whose scope of possibilities has been usually thought of as confined within the opposites of political representation and clientelism. An analytical exercise is put forth as a possible and tentative means not only to establish a vocabulary which may be more sensitive towards present time demands, but also to –in Bunge's words– initially allow for the reinterpretation of older symbols of our political vocabulary. Towards this goal, besides a linguistic and conceptual itinerary of the term “mediation”, each of the three analytical dimensions of indirect politics is developed, favoring dialogue with theories of representation, which channels into an analytical model we call the “cube of indirect politics”. The article ends with a brief case-classification exercise aimed at showing the displacement produced by the model in the understanding of given experiences in indirect politics. 相似文献

AbstractThe Centre for Scientific Research into Plant Medicine, a large herbal medicine research center in Ghana, has received important research equipment and training through a transnational research collaboration involving the Japanese International Cooperation Agency. By situating this project in regional debates about traditional medicine research priorities and the ontologies of plant medicine, this article argues that the collaboration had the perceived effect of standardizing research practices oriented toward drug discovery rather than the rationalization of crude drug preparations. This shows that “capacity-building” components of research collaborations should not be taken as the transfer of neutral goods from one location to another. They are charged with the political potential to make crucial decisions about the objects of research in postcolonial Africa. 相似文献

The private nature of corporate actors does not necessarily preclude them from contributing to public interest. When business strategies and genuine public motivation are favorably aligned, corporate actors from the private sector can also drive public sector innovations. For a private corporation, policy entrepreneurship inherently entails crossing not only the public–private boundary but also various policy domains. This study formulates five propositions to characterize the cross-boundary strategies of corporate policy entrepreneurship, a distinct form of policy entrepreneurship in a developing authoritarian state. The case study of mobile healthcare payment innovation in China finds that the corporate entrepreneur used a series of cross-boundary strategies adeptly that eventually made the innovation not only adopted in one locality but also rapidly diffused nationwide. These strategies were not used in isolation or in a pure stepwise fashion but appeared to be recursive and interactive, suggesting the dynamic nature of corporate policy entrepreneurship in a multilevel governance system. More studies could be done to further examine strategies and processes of other forms of policy entrepreneurship in various national and sectoral settings. 相似文献

The increased use of information and communication technologies (ICTs) has triggered enormous innovation in the public sector and created positive public value at the managerial, delivery of services, and policy levels. However, these positive outcomes do not automatically accrue simply by adoption of ICTs as public leaders can fail to adopt relevant new ICTs, use them poorly, or use them in ways that actually diminish public value, which raises the question of the importance of e-leadership. This article examines e-leadership and innovation capacity at the individual public manager level and fills in some gaps about the practice and implementation of ICTs in the public sector. We explore eight research questions useful in theorizing about e-leadership, develop constructs of e-leadership, and describe the current development of e-leadership. By comparing e-leadership in two country settings (South Korea and the United States), we also overcome the limitations of the existing Western-oriented studies about innovations in the public sector. In addition to the growth of e-leadership use and requirements for a variety of competencies equivalent to, but separate from, traditional communication competences, we find that national cultures exert significant influence on the major constructs of e-leadership, which implies that an effective e-leadership strategy should consider cultural contexts seriously. 相似文献

Both China and India are adopting information and communication technologies to facilitate openness and transparency in their governments, and hence reduce corruption. Distinctive from their traditional anticorruption approaches, is the innovative e-government approach an effective solution to corruption in these two large developing countries? This paper addresses the question through comparative in-depth interviews with 44 mid- or senior-level officials in the public sector in these two countries. The first study of its kind, our research shows that civil servants in both countries overall think positively about transparency and technology in reducing corruption. However, to what extent these innovative measures will be effective is conditional on various factors, such as political willingness, income inequality, and infrastructure readiness. What is worth noting is that the Chinese respondents were more positive regarding the role of transparency, whereas the Indian respondents were more positive about the role of technology, which may reflect the different facilitators of corruption and the constraints of anticorruption in China and India. 相似文献

Targeted online ads, algorithmic analytics tools, clickbait-y social media campaigns, big data voter databases—digital technologies have become a cornerstone of contemporary political campaigns in the United Kingdom. Candidates, party campaigners, and a multitude of other registered campaigners embrace digital campaigning for democratic engagement, mobilising voters and electioneering. Yet, in the wake of the Cambridge Analytica scandal, it has become clear that these technologies are vulnerable to abuse and deception. Pressing issues surrounding privacy, transparency, and human rights persist, and systems of electoral law have become ill-equipped to enforce good behaviour and compliance with the law. Drawing from empirical evidence ahead of the 2019 UK general election, this article examines systemic obstacles to regulatory innovation. The inquiry provides an analysis of key policy challenges affecting elections and democracy, and develops an analytical framework pathways to regulatory innovation in the digital domain across three dimensions: (1) Institutional structures; (2) organisational processes; and (3) regulatory functions. The article puts forward practical policy recommendations to promote regulatory innovation that is tech-savvy, evidence-based and future-proof. 相似文献

History has taught us that the Global North's attempts to ‘civilise' the rest of the world's population, both now and in colonial times, have been fraught with difficulty. This paper argues that this difficulty is mainly owing to the political standpoint and positioning of our perceived engineering and technical superiority. A failure to recognise this viewpoint and to change the way in which we work together—in a global sense—to solve issues such as climate change, threatens our ability to survive as a species. Political standpoints on such issues still assume a superiority of governments in the Global North. This paper retraces colonial engineering projects, mainly directed from the UK, that failed to consider the development of other populations in the world, and their needs. It is also posited that our exploitation in the Global North, which assumes historical superiority as a basic premise, will fail in tackling major issues. Change is needed through a decolonisation of engineering projects, and western engineering curricula that are used to train future professionals. Evidence of the impact of decolonisation on the engineering discipline itself is scarce, but nevertheless, a response is needed to ensure that a more inclusive curriculum and narrative is developed. 相似文献

Principal-agent theory alerts principals to their problematic relationship with agents. The former are encouraged to take deliberate action to counter asymmetries in knowledge, moral hazard etc. To avoid this, principals should determine outcomes and contracts and incentives should be designed to achieve them. This approach has influenced the form of purchaser-provider arrangements, including the Job Network. This article reviews impacts, which include incentives for gaming and increased transaction costs. Another survey highlighted the extent to which innovation in the disability employment sector had depended on collaboration, which competition would end. The article then sketches an alternative pragmatic or experimental approach, which assumes that the centre can never establish outcomes that are other than provisional and corrigible. Program design needs to be built around this fundamental fact. Learning not 'carrots and sticks' is the appropriate form of relationship. The article explores the feasibility of this approach in a Job Network context . 相似文献
