Political transitions and commissions of inquiry: the politicisation of accountability in Ghana

Abstract

What role does a commission of inquiry (COI) play in delivering accountability? In theory, when the public delegates power to political leaders to formulate and implement policies, they seek political accountability in return. Using Ghana as a case study, this study examines how the operations of COIs may deliver accountability. Principal–agent theories of accountability and African conceptions of legitimacy are incomplete on their own and need to be integrated into an explanation of political accountability that takes into consideration political transitions and the role of COIs in delivering a minimalist form of accountability. This study argues that a COI is an instrument of regime legitimatisation. The demands by citizens for political accountability in Ghana correlate with political transitions. Accompanying each power alternation was a different model of political accountability. To understand the predominant applications of accountability, we emphasise the politicisation of accountability.

马克思主义视角下的当代西方民主理论评析

当代西方主要民主观念和理论体系极为庞杂,各种学说目不暇接,代表人物流派层出不穷。用马克思主义的视角观察与评价西方的民主观念和民主理论,是我们研究西方政治观念的基本出发点和方法。西方式民主是在西方社会这块独特的土壤上培育出来的,是一种特殊的、历史的政治现象,有其历史和社会局限性,并不具有普遍适用性。在当代中国政治发展过程中,不能照搬西方的民主体制和价值观念,应当树立科学、正确的民主观。从方法上讲,必须坚定阶级的立场、历史的观点、全面的观点和过程的观点。只有这样,才能真正有助于推动中国特色社会主义民主政治的发展。

Constructing and Conceptualizing “Interdependent Hegemony” in an Era of the Rise of the BRICS and Beyond

The paper aims to provide a framework for understanding the global impact of the rise of the “Second World” (emerging powers, such as BRICS) brought about by globalization and the transformation of international relations and international political economy. The paper takes the point of departure from one of Gramsci’s key conceptual categories and analytical apparatus, e.g. “hegemony,” to explore the extent that the upsurge of the emerging powers has reshaped the terrain and parameters of social, economic and political relations both at the national and global levels, and has exerted pressure on the existing international order in terms of both opportunities and constraints. The paper intends to examine the dialectical nexus between the role of the emerging powers as a counter-hegemonic, socio-economic and socio-political force for a new world order. The paper’s analytical approach is to combine neo-Gramscian hegemony theories with critical post-hegemony theories. The conclusion of the paper is to suggest that in an era of globalization and transformational capitalism it is impossible for the emerging powers to establish an alternative independent hegemony; rather, the world will witness a new era of “interdependent hegemony,” in which both the “First World” and the “Second World” are intertwined in a constant process of shaping and reshaping the world order in the nexus of national interest, regional orientation, common economic and political agendas, security alliance and potential confl icts.

本文通过分析实证主义哲学、新康德哲学、存在主义哲学和功能主义社会学理论等各种哲学思潮对古典犯罪论体系、新古典犯罪论体系、目的论体系、新古典目的综合犯罪论体系等刑法犯罪论体系的影响,指出犯罪论体系发展的两条线索:一是犯罪人的主体性从罪责上溯到与构成要件要素之中,一是立法者的目的性从完全忽略上升到归入有责性判断之中。这二条线索,体现了价值论对犯罪论体系中的影响,揭示了刑法规范的主客观相统一因素,即刑法规范是客观犯罪事实和立法者主观目的的综合体现。     

《中国民间故事类型研究》的方法论探索

方法论的突破对学术境界的提升具有重要意义。《中国民间故事类型研究》吸取和改进芬兰学派以历史地理方法深入考察民间故事,对母题、类型解析的集中尝试、故事生活史的追寻及口头文学表演理论在故事学领域的实践等方面,交叉运用多种方法,开拓了故事学方法论上的学术新路。

世纪之交 ,中国国际关系理论研究愈来愈重要。就现状而言 ,中国国际关系理论研究仍处于草创和摸索阶段 ,尽管取得了重要的进展 ,但还存在一些不尽人意之处。冷战结束后 ,中国国际关系理论研究更是面临着新的课题、新的挑战。
