Universities and State Policy Formation: Rationalizing a Nanotechnology Strategy in Pennsylvania

Technology‐based economic development programs have become a salient feature of the state policy landscape since the 1980s. While much research exists on the topic, little attention has been given to the processes of policy formation. State programs have moved towards high technology areas emphasized at the federal level over the past decades, and nanotechnology became one of the latest targets. This paper examines the eight‐year process through which Pennsylvania adopted a “state‐wide strategy,” culminating in the Pennsylvania Initiative for Nanotechnology. In this process, programs that responded to the interests of multiple agents came first, and a state policy was formulated after the fact. This pattern of “rationalized policy formation,” as opposed to rational policy formation, may be more common than suspected. Its strengths and weaknesses in this Pennsylvania case are discussed.     

大学伦理精神与大学自治

在传承知识、寻求真理、学术自由、思想自由等基本伦理规定性基础之上,大学所具有的人本、宽容、开放、批判性等伦理精神,为大学自治提供了一般价值合理性依据.源于西方的大学自治经验,只有完成与中国既有社会文化等制度环境的接榫,才能推动中国大学自治实现从理念到制度的转变.     

高校毕业生就业中的知情权保护研究

《劳动合同法》首次明确了在合同订立阶段劳动者的知情权和用人单位的如实告知义务。但从现实情况来看,高校毕业生的知情权仍然受到用人单位的侵犯。因此,保护他们的知情权,对于改变劳动力双方信息不对称的局面,促进劳动就业权的实现和构建和谐稳定的劳动关系具有积极的意义。高校毕业生应通过《劳动合同法》等劳动法律的学习,增强自我维权意识,通过社会和法律救济手段切实保护他们在就业中的知情权。     

Gender encounters university—university encounters gender: affective archives Aarhus University,Denmark 1928–1953

ABSTRACT

This article deals with the encounters between female students and Aarhus University, Denmark during the first twenty-five years of its existence. My goal is to identify the affective processes of female student life as resulting from the intra-actions of immateriality and materiality. The paper offers an invitation to join me on my research journey into the archives and history of the university. Maria Tamboukou's thinking about the archive as a fragmented, experimental space entangled with the life rhythms of the historian guides this journey. Logbooks from the kitchens in the student halls stand out as holy grails, where affective histories haunt the pages. Affective methodologies are my tools in unlocking a world of seriousness and senselessness, bullying and fun, hate and affection, camaraderie and humiliation.     

新时代贵州高校新型统战智库建设研究

按照党的十九大关于加强中国特色新型智库建设的要求,本文结合贵州高校智库建设实际以及高校统战工作开展的实际,对新时代贵州高校新型统战智库建设的重要意义、有利条件、存在主要问题等方面进行分析阐述,有针对性地提出了“五度一体”的贵州高校统战智库建设新模式的见解。     

高校治理体系和治理能力现代化的实现路径研究

建设结构科学、职能明确、体制健全、社会满意的高校是中国特色社会主义高等教育改革的最终目标。现阶段,我国高校的管理工作中存在着管理理念落后、政校职责不清和管理结构、政治民主体系不健全等问题,这些问题进一步加剧了高校管理工作的难度和矛盾。高校治理体系和治理能力现代化的实现必须树立现代化的高校治理理念,进一步理清政府和高校职责,更好地发挥高校主体作用,全面加强高校民主治理体系建设,同时要健全高校内部治理结构,全面深化高校管理体制改革。     

增强高校思想政治工作实效性的思考

高校思想政治工作面临着新的机遇和挑战。高校必须结合学校素质教育的推进、教育教学和管理体制改革的深化,转变现念,强化领导,探索新规律,更新手段和方法,务求实效,做好高校思想政治工作,保证学校的改革、发展和稳定。     

使大学更像大学——现代大学与政府关系的一项重要原则

大学教育作为传播和创造人类明的事业其精神和品格无疑是高贵且神圣的然而这种作为大学特征的高贵性和神圣性，在我们现实的大学中却显得淡薄且逐渐被疏远，而与此精神相悖的功利主义，庸俗风气则日见昌盛，这无疑显现了大学中存在着深重的精神危机，要使大学显现出自身就有的高贵性和神圣性，就就该让大学像个大学，而大学更像大学的基本途径，就是对大学与政府之间行政性隶属关系的解构和致力于大学地自主办学的新制度创造。     

关于解决贫困生上学难问题的反思

贫困生的产生和存在是一个复杂的社会问题,它的根本解决有赖于诸多社会条件,也具有多方面的社会意义。高校几年来助学工作的基本思路和具体措施值得反思。建议高校在这个问题上不介入、不减免、不勉强,即不再充当学生借贷的介绍人;对所有学生都不再以“贫困”为理由减免学费;如果新生录取当年就入学确有困难,不勉强其当年报到。更多地按市场经济的规律办事。     

Capturing the Regional Economic Benefits of University Technology Transfer: A Case Study

Despite a high concentration of brainpower and federally funded research, some universities have been unable to translate these assets into regionally based economic activity. The author uses an ethnographic method interviewing university officials and academic entrepreneurs in New York City, which has a relatively poor record of local start-up creation. The author finds that universities that view the primary objective of technology transfer as a revenue generator for their institutions generate fewer spin-offs than those that incorporate a local economic development component. Internal advocacy and faculty interest, however, can affect university behavior. The author also finds that academic entrepreneurs with a pre-existing affiliation with the licensing institution are more likely to locate in the area than outsiders utilizing the technology. Entrepreneurs exhibit a distinct locational calculus based on a range of variables including real estate costs, founders’ preference and the geographical proximity of key firm relationships.
