暴雨考验城市防洪能力

在今年的暴雨洪涝灾害中,城市成为严重的受害者。6月份．南方9省份遭受暴雨洪涝灾害,导致广州、深圳、东莞等大中城市严重积水、下水道管涌,交通一度中断;进入8月份。上海、济南、昆明等城市又陆续遭遇暴雨袭击,造成这些城市市区大面积积水．城市主干道交通堵塞现象严重。当然,这些城市遭遇的暴雨是比较罕见的,但是在暴雨面前,城市动不动就沦为泽国,道路动不动就瘫痪,地下室、商场乃至其他一切地势低矮的各类建筑常常被迅速淹没……为什么这些城市这么经不起暴雨的考验？     

如何不做受害者

出于自我保护的需要,要防范过度医疗,患者自己也并非无可作为。根据数年来代理受害患方维权案件的体验和认知,笔者认为,患者可从以下几点予以把握：     

Victim impact statements and the role of the South African criminologist

This article explores the developments in the plight of victims as well as the professional role of the South African criminologists in offering assistance to victims of crime by compiling victim impact statements on behalf of victims. The VIS has a significant contribution to make in a stage of the judicial process where acknowledgement of a victim takes place after a judgment or a guilty conviction. During the trial process a victim in legal terms does not exist. It is only at this final stage before sentencing that the court will view the complainant as a victim. It is imperative that the complainant＇s voice is heard as a victim-one who has suffered loss regardless of its shape and form. The all encompassing contribution of the VIS lies in its empowering nature due to the fact that it also can contribute to crime prevention by lowering the crime rate and reducing the cyclical nature of violence and crime.     

辽宁省：对突发事件受害者给予精神抚慰

经辽宁省人大常委会审议通过的《辽宁省突发事件应对条例》将于10月1日起施行。据悉,这是全国第一部专门应对突发事件的省级地方性法规。《条例》在突发事件善后处理上有3个方面的创新和突破：一是事件平息后要对受害者采取宣传疏导和心理危机干预措施;善后处理不仅要给予物资抚恤,还要给予精神抚慰;二是在善后处理阶段,政府要对突发事件的起因、性质、过程、影响范围和信息报告、

<正> 1985年8月26日至9月6日,第七届联合国预防犯罪和罪犯待遇大会在意大利的米兰召开。联合国召开这样性质的会议,已有长远的历史,它的起源可以追溯到十九世纪以来由国际惩罚及感化委员会所组织的国际感化大会。联合国成立后,在1950年接管该委员会的职能时,通过了第415(V)号决议,规定每五年召开一次关于预防犯罪和罪

武汉锅顶山环境诉讼难立案

垃圾焚烧受害者遭遇立案难 2014年6月23日下午,张细姣、任瑞等5人来到湖北省武汉市汉阳区法院申请立案。他们都是武汉市锅顶山垃圾焚烧污染受害者,住在锅顶山附近的昌南花园小区,而被告有两个：一是武汉博瑞环保能源发展有限公司（以下简称“博瑞公司”）,于2012年12月29至2013年12月17日非法运营锅顶山生活垃圾焚烧项目;一个是武汉汉氏环保工程有限公司（以下简称“汉氏环保”）,于2012年7月至今运营锅顶山医疗垃圾焚烧项目。     

“胡风案”中的受害者阿垅

阿垅（1907-1967）,原名陈守梅,浙江杭州人,中国现代文学史上“七月派”代表诗人,也是卓有贡献的文艺理论家。1955年因“胡风案”被捕,并于10年后被判12年徒刑,1967年死于狱中,1980年获得平反。一生著有长篇小说《南京》（《南京血祭》）,诗集《无弦琴》,文艺论集《人和诗》、《诗与现实》、《作家的性格和人物的创造》等。     

如何对待“失意者”

每个单位都有个失意者,所谓失意者,一般是指在一个团体内意见不被重视和采纳,职务上没得到重用的人。常规的思维认为,失意者是受害者,是弱势者,因而很少被关注。事实上,失意者还有可能是潜在的不合作者、拆台者甚至破坏者。这也是一个单位难免会出现的。
