全国信访总量连降5年

据国务院新闻办公室日前发表的《2009年中国人权事业的进展》白皮书说，2009年中国进一步完善信访工作法规制度体系，将定期接待群众来访的主体从县委书记层拓宽到各级各部门领导干部，全国信访总量同比下降217％，连续5年保持了下降的态势。

在中国特色社会主义协商民主制度中履职尽责--对参政党在协商民主制度中的地位、作用和时代要求的认识

中国共产党第十八次全国代表大会报告提出“健全社会主义协商民主制度”,要求“推进政治协商、民主监督、参政议政制度建设,更好协调关系、汇聚力量、建言献策、服务大局”。这是中国共产党对社会主义民主建设的重要部署。早在2006年2月,中共中央在《关于加强人民政协工作的意见》就提出“人民通过选举、投票行使权利和人民内部各方面在重大决策之前进行充分协商,尽可能就共同性问题取得一致意见,是我国社会主义民主的两种重要形式。”2007年11月,国务院新闻办公室发表《中国的政党制度》白皮书,也指出了协商民主的重要意义和实现方式。对此,我们要认真学习理解,深入研究探讨,自觉履职尽责,发挥应有作用。

新华社北京9月25日电中华人民共和国国务院新闻办公室25日发表《钓鱼岛是中国的固有领土》白皮书,全文如下：     

中国共产党党员总数已经达到7080万人

在3月1日国务院新闻办公室举行的新闻发布会上，中央保持共产党员先进性教育活动领导小组副组长兼办公室主任、中央组织部副部长欧阳淞说，截至2005年底，中国共产党党员的总数已经达到7080万人，全国现有党的基层组织352万个，其中基层党委17万个，总支部21万个，支部314万个。2005年全国共发展党员247万名，其中发展35岁以下的党员198万名。2005年全国申请入党的人数达到1767万人，发展党员数、35岁以下党员数以及去年全国申请入党的人数均比上年有了一定比例的增长。
