电子政务环境下移动政务发展研究

随着移动电话、掌上电脑等移动设备的普及率增加,3G在中国的推广,移动政务已经成为未来电子政务的发展趋势。本文基于相关利益人分析,认为政府、运营商和公众存在博弈,具有一定直接和间接的相互作用和利益,实现公共价值最大化,获得产业利益。从宏观和微观的角度分析了移动政务发展中的阻力,提出以点带面,以中心带动周边,建设无线信号发射设施;通过各种媒体加大移动政务宣传力度;增开服务;完善身份验证和相关法律法规;加强信息技术教育和培训;增加人性化服务,控制成本等建议。

在物流产业中第三方物流被称作＂第三利润源泉＂。第三方物流的发展状况和一个国家物流产业乃至整个经济的发展程度息息相关。对我国第三方物流发展现状的分析,强调发展第三方物流在经济发展过程中的重要性,并指出影响第三方物流进一步发展的因素和症结所在,对如何提升第三方物流在我国经济发展中地位提出了相应的对策建议。     

Sequence variation at three X chromosomal short tandem repeats in Caucasian and African populations

Sequence variation for the X chromosome short tandem repeats (X-STRs) DXS9898, DXS6789 and GATA172D05 was studied in two major population groups, namely Caucasians and Africans. DXS6789 revealed two different subtype sequence polymorphisms: for shorter alleles, with less than 17 repeats, results showed a simple composition with the following structure: (TATG)_m-(TATC)_n. For longer alleles, a constant TATC insertion was observed at the beginning of the variable repeat unit. Additionally, alleles identical in size revealed structural variations regarding the TATG/TATC proportion. Africans showed a higher intra-allelic variation at this locus than the Caucasian population group. For all three loci, DXS9898, DXS6789 and GATA172D05, no unique structure was found among Africans and Caucasians.     

科技创新投入产出绩效的评价与解析——基于东北三省一区的相对分析

科技创新对东北老工业基地振兴特别是建设国家重要的技术研发与创新基地至关重要。运用对科技创新投入产出关系的实证模型,采用全国2005年数据进行经验检验,最后对东北三省一区科技创新投入产出绩效进行评价和分析,可得出如下结论:政府资金投入的增加会显著增加专利成果产出,大中型工业企业研发人员的增加会显著增加专利成果的产出,政府要增加对企业的科技资金投入比重,与大中型工业企业增加研究人员的投入相结合,以放大科技创新资金投入和人力资源投入的协同作用。

“2+3模式”的核心在于养老保险社会统筹和个人账户两块的分管性结合,以及中央、地方和个人三层责任的量化设计,以便在现有制度个体利益基本不变的情况下,实现历史债务固化、显化,偿还预算化,主体责任明晰化,城乡制度一体化,政府管理规范化,进而从根本上完善我国的养老保险制度。

Keine teleologische Reduktion der Konkursausnahme des AVRAG auf "zerschlagende" Insolvenz

Es ist dem Gesetzgeber, der trotz Insolvenz des Inhabers eine klare Pr?ferenz für die Fortführung des Unternehmens zum Ausdruck gebracht hat, nicht zu unterstellen, dass er diese Absicht durch eine Einschr?nkung der Anwendung des § 3 Abs 2 AVRAG auf unternehmenszerschlagende Insolvenzen wieder zunichte machen wollte. Eine derartige teleologische Reduktion des § 3 Abs 2 AVRAG ist daher nicht zul?ssig. Vielmehr ist davon auszugehen, dass der ?sterr Gesetzgeber in § 3 Abs 2 AVRAG festgelegt hat, dass im Fall der Ver?u?erung auch eines ganzen Unternehmens im Konkurs § 3 Abs 1 AVRAG nicht zur Anwendung gelangt. Selbst unter der Hypothese der Richtlinienwidrigkeit ist daher die generelle (pauschale) Ausnahmebestimmung des § 3 Abs 2 AVRAG auf den vorliegenden Fall anzuwenden. Der Anregung des Revisionsgegners, den EuGH mit der Frage der Richtlinienkonformit?t des § 3 Abs 2 AVRAG zu befassen, kann daher nicht entsprochen werden. Der Senat sieht keine Notwendigkeit, von der mit 4 Ob 152-155/80 (SZ 53/171) begründeten Rsp abzuweichen und im Fall des § 3 Abs 2 AVRAG hinsichtlich der begünstigten Behinderten iSd BEinstG eine Ausnahme anzunehmen.

Für die Frage, ob der vom Stifter einer Privatstiftung schon eingeklagte und rechtskr?ftig festgestellte Anspruch gegen den Stiftungsprüfer auf Ausfolgung von Prüfberichten ein h?chstpers?nlicher Anspruch des Stifters ist, der mit seinem Tod erlischt, kommt es auf den Inhalt und die Auslegung der die Stifterrechte regelnden Stiftungserkl?rung an. Diese Umst?nde sind nicht im Exekutionsverfahren, sondern im Rechtsweg (§ 35 EO) zu kl?ren.     

New autosomal STR loci

Additional STR loci can be beneficial for a number of human identity, forensic casework, and DNA database applications. The marker selection and characterization process applied at NIST in developing these new loci and assays are described along with concordance testing results from non-overlapping PCR primers. A 23plex for simultaneous amplification of 22 autosomal STR loci and an amelogenin sex-typing assay is also demonstrated.     

Forensic applications of stable isotope analysis: Case studies of the origins of water in mislabeled beer and contaminated diesel fuel

This paper describes the use of oxygen (¹⁸O) isotope analysis of water contained in two different materials — beer and diesel fuel — involved in the resolution of two separate cases. In the first case study, it was possible to demonstrate that a sample of beer labelled as premium brand in fact belonged to a cheap brand. The second case related to the contamination of diesel fuel from a service station. The diesel fuel contained visible amounts of water, which caused vehicles that had been filled up with it to become defective. For insurance purposes, it was necessary to determine the source of water. The δ¹⁸O values for the water of nearly all samples of diesel was close to the δ¹⁸O of local tap water at the filling station.
