美国新兴技术治理的理念与实践

在中美科技博弈的背景下,新兴技术治理的实际效能兼具重要的经济价值和国际政治意涵。同时,新兴技术的高度不确定性对美国既有技术治理体系和能力提出全面挑战。美国新兴技术治理表现出明显的保护主义和技术民族主义倾向,服从并服务于其国家安全战略。新兴技术的革命性导致美国技术治理能力全面滞后于技术发展速度;国内治理体系碎片化且缺少有效协调机制的现实,制约着新兴技术治理的实际进程;全球范围内技术治理安全化的倾向严重阻碍着技术治理的国际合作,也阻碍美国与盟友之间的合作。拜登政府积极致力于实现美国技术治理体系和能力的现代化,试图采取多边主义策略对中国新兴技术发展进行限制和封锁;极有可能在坚持刚性措施的同时突出强调弹性措施在未来美国新兴技术治理中的优先等级;试图通过重建总统科技顾问委员会以及审查政府科学诚信政策等手段,重塑科学及科学家在新兴技术治理中的核心地位,突出“技术怀疑论”并对新兴技术发展采取更为严格的审查和监管措施,并可能重新确立基础研究在新兴技术治理中的基础性作用。     

加强对政治资源整合力度实现大团结、大联合目标

资源,作为政治主体用来影响他人行为的政治手段和政治财富,它在中国革命和建设中,对于减少阻力,增加助力,形成合力,创造一个良好的社会政治环境发挥了积极作用,在市场经济日益深化,社会经济成分、组织形式、利益分配和就业方式趋于多样性的令天,如何处理好人们根本利益一致性基础上的多样性,调动各类政治资源的积极性和潜能的发挥,实现社会最大程度的整合,对统战工作提出了更高要求。     

中国与日本:同盟行为的比较分析

近代以来,中日两国由于同盟结构和文化因素不同而产生迥异的同盟行为.两个同盟都是由两个拥有各自主权但却彼此不平等的参与者组成,这样的同盟也是非对称和分层级的.这两个国家都很少有真正的同盟,从防务领域到政治经济领域,他们各自曾经拥有的同盟都承载着过于沉重的期望.     

Shifting locus of governance? The case of NATO's connected forces initiative

In early 2012, NATO's then-Secretary General, Anders Fogh Rasmussen, unveiled the Connected Forces Initiative (CFI), an effort designed to increase allied interoperability and readiness. Through three lines of effort – training and education, exercises, and better use of technology – the CFI is intended to help the alliance maintain the operational and tactical interoperability it developed in Afghanistan. At first glance, the CFI appears to represent an example of the claims of some neo-institutionalist scholars that there is a shift in the locus of governance from member states to NATO. However, this article takes a deeper look and concludes that in fact the locus of security governance is not shifting, at least not in this instance. Member states of the alliance retain several means of controlling and influencing NATO, thereby preventing it from developing a significant degree of autonomy, in contrast to the European Union or United Nations.     

Britain and Japan: a survey of recent books in English dealing with aspects of Anglo-Japanese relations

Abstract

Since the Japan Festival in the UK in 1991 some significant studies in English have been published about Anglo-Japanese relations. Two sets of volumes stand out. These are the five volumes in the History of Anglo-Japanes Relations 1600–2000 and the ten volumes in the series Britain and Japan: Biographical Portraits which have covered up to six hundred British and Japanese personalities and themes. Some aspects of Anglo-Japanese relations and some personalities deserve further attention. Cultural exchanges have developed greatly in the seventy years since the end of the Second World War and merit research and analysis. Considerably more detailed work needs to be done on Anglo-Japanese trade and financial relations and on Japanese investment in the UK and British investment in Japan.
