How do we understand the 15th amendment of the Bangladeshi Constitution that restored the principle of secularism and simultaneously (re)inscribed certain populations as outside the cultural nation? I approach this question through a close reading of the Constituent Assembly debates of 1972. The precarious state of minorities, I contend, is not a symptom of an incomplete or failed secularism but a feature of the violence inherent to the nation-state form. The Bangladeshi example suggests not only that minority is a profoundly unstable category but that some minorities are visibly critical to national self-fashioning while others must be invisibilized as national others.  相似文献

This paper challenges the popular perception that Bangladesh has become the latest battleground between secularism and Islam and problematizes the simplified understanding and the binarization of religion and secularism in Bangladesh. It argues that extant discussions on the one hand overlooks the historical background of the interactions of religion and while on the other hand, it ignores the extant multiplicity of both Islamic practices and the understanding of secularism. The author calls for a nuanced understanding of the complex historical and contemporaneous developments regarding relationships between religion and politics.  相似文献

This study assesses the role of womens participation in productive activities in reducing the risk of marital violence. Data were collected from villages where numerous nongovernment organizations (NGOs) had microcredit-based income generating programs for the poor. Both the survey and in-depth interviews were used to collect information from a randomly selected sample of 500 currently married women aged < 50 years living in 70 villages in 10 districts of Bangladesh. Findings reveal that the prevalence of marital violence such as mental torture and physical assault had negative association with womens participation in economic activities. Situation that invoked violence against women had most often been their failure of performing expected role in the household. Womens productive roles not only improved womens position in their household but also significantly reduced both mental torture and physical assault against them. The paper argues that participation in productive activities has the potential to bring a significant reduction in the risk of marital violence among women in the poor community.  相似文献

"孟中印缅论坛"已走过五年的探索历程,现已开始步入实质性阶段.随着相关国家经贸合作水平的提高和对区域机制建设的共识日益增强,该机制已逐渐由学术主导的"二轨"层面向政府决策和可行性操作的"一轨"层面靠拢.中国云南在其中发挥着重要的作用,中国与孟加拉国的经贸和通道建设合作为该机制提供了动力,印度的该地区跨国经济合作的认知也在发生积极的转变,并且该机制业已同其它地区、次区域经济合作产生互动关联.尽管如此,该机制的运作和深化仍面对某些不可忽视的挑战.  相似文献

In 1998 the Jamuna Multi-Purpose Bridge (JMB), the largest infrastructure development project in Bangladesh was completed. Huge numbers of households were affected by the project and many were displaced. Only a handful of displaced people were resettled by the project. The JMB was the first development project in Bangladesh that included resettlement activities as an integral part of the project and introduced a resettlement action plan. In principle, the Revised Resettlement Action Plan endorsed the primary principle of Operational Directives 4:30 of the World Bank. The resettlement project's core objective was to improve the living standards of project-affected persons above their previous level, or at least reinstate their pre-project standard. To meet the goals, various grants and supports were given as compensation. The project has earned international admiration as an example for other projects to follow. This study investigates the extent to which Jamuna Multi-Purpose Bridge's compensation-based resettlement succeeded in reconstructing displaced households, and identifies discrepancies between policy and practice. It concludes with major findings and comparative analysis on the compensation principle, and provides opinions based on information gathered from the field.  相似文献

Confusion between the idea of development as purposeful intervention and development as outcome has been addressed by efforts to distinguish ‘intentional’ from ‘immanent’ development, and the distinction between ‘big D’ development as Western post- World War Two modernisation in the Global South, and ‘little d’ as the creation of winners and losers within unfolding capitalist change. As a heuristic device this distinction has been put to a variety of uses within development studies, but it has rarely been subjected to further scrutiny. This paper asks (1) whether the distinction remains coherent or risks being stretched too far, and (2) whether it remains relevant within the changing landscape of twenty-first century development. It first traces the historical evolution of the distinction, and then presents an exploratory case study of Bangladesh’s garment sector in order to analyse the relationship between the two kinds of development empirically, identifying a number of contradictions and ambiguities. It finds that while the ‘D/d’ distinction remains useful at a general level, further conceptualisation is now needed, and its relevance may fade as the significance of Western aid declines.  相似文献

ABSTRACT

Although militant groups have been present in Bangladesh since the 1990s, the country catapulted to international media attention on July 1, 2016, after an attack on a café in the upscale neighborhood of the capital Dhaka. The Islamic State claimed responsibility for the attack which killed 29 people, mostly foreigners. The attack came in the wake of a series of attacks on religious and ethnic minorities, foreigners, liberal activists, authors, and publishers by both an AQIS affiliate and ISIS. The government denied the existence of militant groups tied to international terrorist organizations. Despite these developments and instances of Bangladeshis joining the ISIS in Iraq and Syria, there has been very little in-depth discussion about who these militants are and what is driving Bangladeshis to militancy. This article addresses this lacuna. This paper examines the common traits of alleged Bangladeshi militants and explores the factors of radicalization. Drawing on media reports of the profiles of the alleged militants, between July 2014 and June 2015, and between July 2016 and August 2017, the article finds that most of the Bangladeshi militants are young, educated males increasingly coming from well-off families. We have also found evidence that four factors—social relationships, use of the Internet, personal crises, and external relations—appear most frequently in the narratives of Bangladeshi militants.  相似文献

Partitions are based on two fundamental assumptions: identity groups exist that can be located, named and categorized, and these categories are attached to distinct territories. Drawing on the Partition of British India, this paper analyses how the differences between the categories “Hindu” and “Muslim” were developed through narratives and events such as the creation of maps and censuses, the emergence of religious revivalist movements, and the use of violence. The article argues that the perception of sharp boundaries between what are termed “territorial groups of meaning” is the result of these events and narratives, not the cause of them.  相似文献

The main thrust of the article is to analyze the state of problems of inter-organizational coordination in the upazila (second tier of local government) in Bangladesh. It also explains to what extent informal communication matters for inter-organizational coordination. Based on empirical data collected in 2009, findings of the study suggest that a number of factors have facilitated non-existence of inter-organizational coordination at the upazila. These factors include lack of division of activities, dualism in control over officers, lack of proper functioning of the committees, and dual authority in disbursement of funds and its impact on timely disbursement. Findings also suggest that in the absence of coordination among different departments, informal communication has been observed to be one of the prominent mechanisms of ensuring coordination. However, existence of factors like lack of willingness to be engaged in informal communication and lack of cooperation has hindered the process of building informal communication among different departments. Despite having some problems this research has concluded that informal communication has helped the process of coordination among different departments while they are carrying out their responsibilities.  相似文献

ABSTRACT

Refugees are among the most vulnerable populations, often denied rights of residency, treated as hostile intruders, even forced into unsafe camps. This has been particularly true of the Rohingya, a Muslim ethnic minority group which has fled Myanmar by the hundreds of thousands since 2012. Having found little refuge in Bangladesh, the group faces growing fears of involuntary repatriation. This is not the first time that the group has faced forced repatriation. What explains the shortcomings of past repatriations and why does the cycle persist? This paper contends that statelessness is a contributing factor in the continual failure of repatriation processes. An examination of the 1992–1997 repatriation of Rohingya refugees reveals that the condition of statelessness can undermine safeguards often granted to refugees, decrease incentives for refugees to return, and impair opportunities for long-term solutions, while exacerbating state and human security issues. An illustrative case of successful refugee repatriation in Angola suggests that the absence of statelessness can improve prospects for successful repatriation.  相似文献
