As a sensitive area in international trade, animal welfare measures have encountered resistance in negotiations at the World Trade Organization (WTO). Consequently, alternative avenues have been pursued to reach international trade policy convergence. To further understand the contemporary trade politics of animal welfare, an empirical investigation was conducted on the interplay between European and Brazilian actors in the context of livestock production. By drawing upon diplomatic studies and the global governance literature, this study identifies and analyses initiatives that parallel the WTO approach and through which the development and implementation of mutually acceptable farm animal welfare measures have been pursued. Research findings indicate that a constellation of international non-diplomatic actors are currently engaged in influencing the future development of farm animal welfare measures. Among the initiatives that enable the alignment of European and Brazilian animal welfare policies and practices, there are soft instruments such as knowledge sharing and private standards. The rise of new actors and the use of soft instruments have been, to a certain extent, able to mitigate the tardiness of a WTO consensus regarding the use of animal welfare measures. However, there are concerns that the use of private standards has become a shortcut to circumvent the rigours of the multilateral trading system. This concern deserves a closer look because instead of paving the way, private standards may hamper trade relations which in turn hamper progress in animal welfare matters.  相似文献

This contribution draws on Nancy Fraser's concept of ‘participatory parity’ to analyze the reproduction and contestation of inequalities internal to land reform settlements affiliated with the Landless Rural Workers’ Movement (MST) located in the cacao lands of southern Bahia, Brazil. These inequalities are variously manifest in unequal control over land and legal documents, disparities in status and what Fraser calls ‘voice'. These circumstances help account for quantitative evidence that shows a strong preference among local landless populations for land reform organizations that are more decentralized and less hierarchically organized. These circumstances also motivate direct actions undertaken by grassroots MST settlers seeking to destabilize the conditions that ground these inequalities. This research highlights the importance of attending to local histories and interactions through which participatory disparities are christened and reproduced; indicates potential methodological consequences; and examines the interplay of transgressive action, dialogue and recognition as settlers struggle to bring about ‘participatory parity' – or what they might call genuine ‘friendships' – in their communities.  相似文献

Studies of Brazil's agricultural labor movement have generally neglected its relationship to the struggle for land, but this is neither fair nor accurate. Analyzing the rural labor movement's historical contributions to the land struggle in Brazil, this contribution has been organized into three main periods, emphasizing social relations, institutional activism and policy changes. It argues that despite the peculiarities of different historical contexts, rural labor consistently provoked protest against policies that privileged large landholders, whose concentration of power over land and labor resources continually worsened Brazil's ranking as one of the most unequal of nations. For more than half a century, the most constant opponent of this situation among the peasantry has been the National Confederation of Workers in Agriculture (CONTAG), a corporatist organization of rural labor unions founded in 1963.  相似文献

This article considers the gendered institutional response to COVID-19 in Brazilian football. It is argued that the asymmetries of power which shaped policy are rooted in the historical marginalisation of women's sports in the country along with socially constructed notions of hegemonic masculinity. The COVID-19 pandemic has served to accentuate deeply embedded social and economic inequalities and may serve as a pretext for eroding precarious gains made in recent times.  相似文献

This paper focuses on the politics of life and death in Bolsonaro's Brazil during the COVID-19 pandemic. It is argued that while this administration, and the president himself, have long supported violence against individuals and social groups they did not see as fully human, their response to the pandemic marked a public transition from valuing certain kinds of lives as opposed to others, to a general contempt for human lives. The paper explores this transition by discussing the reification of the economy to the detriment of the people who produce and consume.  相似文献

Latin American and Brazilian rural social movements believe that significant social transformation requires the collective construction of a political project of an historical character. Education is conceived as an historical–cultural and political project to transform the peasantry into an historical subject through emancipatory educational–pedagogical praxis. The Landless Workers Movement (MST), the most emblematic peasant movement in Brazil, has played the leading role in this debate, which also includes many other peasant organizations. The MST has identified education as the key element in forging an historical–political actor out of the landless peasantry. This is articulated through the struggle for education for rural peoples, and along a theoretical–epistemic axis that revolves around the emergent concept of Educação do Campo (‘Education for and by the Countryside’). I ask how the MST conceptualizes education, and what the role is of education in strengthening peasant resistance and sharpening the dispute between political projects for the countryside. I focus on the epistemic dimensions of the concepts of education and pedagogy in the trajectory of the MST in Brazil, and I examine Educação do Campo as an educational-political project and in terms of policy conquests in the political dispute between the rival political projects for the Brazilian countryside of peasants and capital.  相似文献

Brazil is an example of a challenging governance context par excellence: continental size, multi-levelled governance structures and diverse administrative cultures meet with ambitious, large-scale policy needs and objectives. The multilevel governance approach is applied here to analyse implementation and governance coordination of the Bolsa Verde Programme (BVP). Through a close reading of the narratives told by three programme officials – and zooming in on jointly exercised governance functions known from the metagovernance approach – we analysed how BVP’s programmatic governance coordination was made sense of. The analysis showed that our interviewees were well aware of the shortcomings of the governance coordination in BVP, understood as rather hierarchical, centrally driven and often tackling challenges of vertical multi-actor coordination in a reactive ad-hoc manner. However, since the implementers have been able to creatively and skilfully solve governance coordination challenges, possibilities for developing more systematic and inclusive (meta)governance approaches seem feasible.  相似文献

It is a well-known fact that the transition to and consolidation of democracy in Latin America have been problematic, especially at the subnational level. It is also commonplace to equate an independent media system with a strong democracy. While each of these fields has witnessed important developments in the last decade or so, there have been sparse attempts to draw the theoretical links between them. In this article, I argue that there are important insights to be gained from such an endeavour. Bahia, a state in north-eastern Brazil, is an ideal case study to bring these perspectives together. This study offers fresh insights on state–society relations at the subnational level and on the contemporary interaction between the public and the private spheres in Latin America. Last but not least, it will also provide a better grasp on the challenges democratization faces at the subnational level and the role of the media in them.  相似文献

This article analyses the nature and extent of labour flexibility, defined as lack of permanent and secure employment contracts, within an emerging export horticulture sector in northeast Brazil. Whilst much has been written about flexible employment systems in agriculture, it is important to show exactly why, how, and to what extent these systems are flexible, and conversely, what kinds of strategies and practices are available to workers to ameliorate their conditions within such systems. This article illustrates how a combination of processes – farms' ability to produce two harvests per annum, northern retailers' increasing demands for product quality, employers' requirements for relatively skilled labour, and workers' ability to organise and extract concessions from employers – contribute, within the conditions of the São Francisco valley, to specific labour regimes and forms of labour flexibility.  相似文献
