From 1930 to 1960, Brazil adopted a pattern of economic policy marked by strong state intervention, high levels of protectionism, disregard of exports and a permissive treatment of inflation. These policies distorted the model of industrialisation and had a negative impact on the prospects for economic development. This article employs a historical institutionalist approach to investigate how the international context, the ideology of the policymakers, the role of the technocrats and the pressures of various social groups, especially the industrialists, influenced decisions on economic policy, contributing to the consolidation of the pattern described above. 相似文献

This essay looks at a formative period in the history of the festival of the Senhor do Bonfim, one of Salvador's most important religious festivals. The essay focuses on the public ritual washing of the Church of Bonfim and the tensions between the Catholic Church, who periodically banned the washing from the larger festival, and a variety of historical actors including politicians, journalists, authors and working-class Salvadorans whose efforts eventually contributed to the lifting of the prohibition once and for all in 1953. The author suggests that the defence of the washing both reflected and contributed to a larger hegemonic process taking place in Salvador after 1930, as actors within Salvador's dominant class accepted and even praised Afro-Bahian cultural practices, including them as integral parts of a larger Bahian identity. 相似文献

This paper suggests that new understandings of rights associated with right to the city movements in many cities around the world are subverting special treatment rights (understood as privilege) and the systems of differentiated citizenship that support them. To make this case, it examines the Brazilian formulation of differentiated citizenship as a telling historical example of a politics of difference based on a combination of universal membership and special treatment rights. It argues that by denying the expectation of equality and emphasizing that of compensatory equity in the distribution of rights, Brazilian citizenship became an entrenched regime of legalized privileges and legitimated inequalities. This paper then analyzes the insurgence of an urban citizenship in the poor peripheries of Brazilian cities since the 1970s, which promotes new kinds of contributor rights, the text-based rights, and the right to rights. It ends with a discussion of the entanglements and contradictions of these formulations of citizenship and rights. 相似文献

Abstract Very few researchers have addressed the long‐term financing arrangements of municipal governments in developing countries. No research has evaluated empirically either the elements that affect municipal borrowing in developing countries or what those elements reveal about the municipal credit system. Analyzing Brazilian municipal loan and financial data with a series of simultaneous equations, this paper addresses the following questions: What factors determine municipal government investment levels, borrowing levels, and borrowing prices? What do empirical data reveal about the character of the Brazilian municipal credit system? The results show that investment, borrowing, and borrowing prices are interconnected. Furthermore, while some signs of a market‐based system exist, there is evidence that investment and borrowing decisions are made within an administered market. 相似文献

Following a period of some distancing through the 1980s and 1990s, Brazil has made a concerted effort to engage with Africa. Today, under the leadership of President Lula, Africa is clearly a priority, especially as Brazil emerges as a global economic power and leader of the developing South. Yet, relatively little is written of Brazil's engagement with Africa and the rationale behind the political and economic drive toward the continent. What is clear is that Brazil's engagement with Africa, viewed in the historical context, maintains its underlying foreign policy principles of economic development on the one hand and the preservation of autonomy in an asymmetric world on the other. Brazil's engagement with Africa has taken on a three-pronged approach of political diplomacy, commercial engagement and development co-operation. This is indicative of a new era of Brazilian foreign policy and Brazil's process of internationalisation in general. This is a complex and inter-related process that Brazil seems to have managed well through a high degree of diplomatic sophistication and open cooperation between the political, commercial and various development entities. Africa displays one of the best contextual examples of Brazil's delicate balancing act between commercial and strategic interests and external development assistance. The way Brazil manages this and builds on its positive image in Africa is indicative of its role and approach as a new and emerging power on the international stage. 相似文献

The India–Brazil–South Africa (IBSA) Dialogue Forum was launched in June 2003 to push for these countries' bids for a place on the United Nation' Security Council, but IBSA's attention has shifted over time towards development and economic reform. This article discusses the progress in addressing social development challenges within the member countries of IBSA. It examines the social achievements of IBSA members, in the context of their economic performance and the Millennium Development Goals. It also assesses the forces which propel these societies' social policies, especially the influence of civil society, and whether there has been benefit in this regard in their collaboration within the IBSA forum. Their experiences show the critical importance of civil society in design and execution of programmes directed towards the poor, an important factor to be kept in mind by multilateral and bilateral agencies involved in poverty alleviation projects in developing countries. The three nations could cooperate to share ideas for effective social welfare programmes, and join together in multilateral forums to form a powerful voice for change. 相似文献

The Festival of the Holy Spirit was considered the most important religious celebration in nineteenth‐century Rio de Janeiro. I discuss the popular practices of music, dance and theatre during the festival. By merging European waltz and the African batuque, the heterogeneous public re‐created and re‐invented a number of new genres that are at the roots of twentieth‐century Brazilian popular music. The festival of the Holy Spirit allows an examination of elite strategies and municipal policies regarding popular culture. In this respect, it is remarkable how much political use the Brazilian Empire made of the festival of the Holy Spirit and how its revellers fought for their celebration. 相似文献
