‘New Public Management’ (NPM) ideas gained widespread acceptance all over the world in the 1980s and 1990s. In developing countries, notable examples of its influence include the Brazilian ‘Master Plan for Reforming Public Administration’, launched in 1995 by president Cardoso, and the Mexican ‘Federal Public Administration Modernisation Programme’ created in the same year by president Zedillo. Both reflected NPM doctrine and advanced changes for the organisation of the Executive. This article explores the evolution of these two countries' managerial reforms and the extent to which they eventually continued converging (or not) around similar principles, such as those often referred to as ‘Post-New Public Management’ (Post-NPM). By applying quantitative textual analysis of official documents and an analysis of self-reported institutional changes, the article concludes that despite their governing parties' strong political differences Mexico and Brazil did converge during the 2000s, improving controls from the centre, and prioritising the adoption of transparency and participation tools. The comparison of the trajectories of the administrative reforms of these countries between 1995 and 2016 contributes to international debates on policy convergence and Post-NPM reforms.  相似文献

Social accountability institutions are at the forefront of democratic reformers’ efforts to improve well-being by harnessing the power of citizen participation. This article builds on recent research identifying a positive relationship between participatory budgeting (PB) and well-being. The article is the first large-N study to identify relationships between specific rules of PB programme design and well-being. A unique dataset of 114 Brazilian municipalities with PB programmes from 2009 to 2016 is constructed to evaluate whether internal mechanisms within PB explain variation in local infant mortality rates – an outcome associated with wellbeing. Hypotheses are tested that correspond to citizen participation, the scope of deliberation and embeddedness within local institutions. It is found that PB programmes are associated with lower infant mortality rates when they broaden participation, expand deliberation and embed the new institutions in ongoing policy-making venues. The results offer a framework for designing PB programmes and other social accountability institutions to maximise impact.  相似文献

This paper explores hypotheses that could explain both the creation of independent regulatory agencies (IRAs) in Brazil, and the differences in the design of the Brazilian IRAs in the telecommunications and electricity sectors. To formulate specific hypotheses that make sense of the Brazilian case, the paper critically interrogates the “weak state” hypothesis and the “political bias” hypothesis. The first argues that countries with flawed governance structures, such as Latin American countries, are less likely to establish independent regulators than European countries. The second argues that “political bias” is a determinant factor in predicting the implementation of IRAs in Latin America. The first part of the paper uses these two general hypotheses as a basis to formulate specific hypotheses to explain the creation of IRAs in Brazil. The second part of the paper formulates specific hypotheses that could explain why institutional guarantees of IRA independence are stronger in the telecommunications sector, than in the electricity sector. In particular, the paper argues in support of a revised version of the “political bias” hypothesis to explain sectoral divergence, suggesting that bureaucratic resistance to reform may be the cause for the variations observed in Brazil between regulatory reform in electricity and in telecommunications.  相似文献

Emerging powers are credited with influencing development cooperation, but field-based studies incorporating the viewpoints of recipient developing country actors are scarce. This article analyses the presence and the material, ideational and institutional influence of assistance in agriculture and food security in Malawi by the governments of Brazil, India, China and South Africa. The findings suggest first that, despite a similar and powerful discourse linking these four states, in practice the emerging powers' approaches diverge to a large extent. Second, the material influence of these emerging powers is relatively limited and consequently so is their influence on Malawi's decision-making process with regard to development. Finally, perceptions about the emerging powers' potential contribution to addressing development challenges differ greatly between the Malawian government and the traditional donor community. This difference arises from limited coordination and cooperation on the one hand and the importance of ideational influence on the other.  相似文献

Since the late 1980s, North American farmers have been migrating to Brazil to produce soybeans and escape a general farm crisis in the United States. This paper analyzes their work, values, social relations and relations with the land in order to understand transnational farming and agrarian change from the perspective of transnational farmers. North Americans’ migration to Brazil and soy production in Brazil can inform our understanding of the mechanisms of the soy boom and unpack the relative significance of social values at play in intensive, technified and financialized agriculture. It also provides an evocative perspective of the soy boom as it engages with issues of transnationalism, crisis, migration and change in business and farming practices. Using ethnographic data, this paper explores the intimate and emerging realities of agrarian change by detailing four elements of transnational farming – migration, farm management, land use and work – through the narration of three farmers’ career histories. These cases address the transformation of social values of work, land and social relations through the processes of migration and agrarian change. Farmers’ work, it is found, emerges out of an entanglement of regulations, expertise, meanings of work and land, worker relations and the political economy of Brazil and the United States.  相似文献

Established in 1996, the Comunidade dos Países de Língua Portuguesa – Community of Portuguese-Speaking Countries – set out an ambitious agenda to both protect and promote the Portuguese language worldwide and to pursue a range of multilateral initiatives of importance to its members. Rigorous, independent evaluation of the CPLP‘s role and impact has yet, however, to appear. This study moves some distance towards remedying this gap through evidence-based assessment of the enduring objectives of the organisation. It concludes that, while significant advance has occurred in specific respects, progress has been elusive in others. Moreover, such progress has tended to materially benefit specific members of the coalition somewhat more than others.  相似文献

In this study we assess the sustainability of the Brazilian soy industry over the past 40 years in comparison to alternative land uses. We conclude that Brazilian soy production performs as well as or better than sugarcane or cattle production in a number of areas, including macroeconomic contributions, local economic development and land use efficiency, though it involves similar tradeoffs between growth and equity, and food production and conservation. While there is no evidence that soy has reduced food security in Brazil, tax redistributions and value-added activities from soy remain limited, particularly in comparison to sugarcane production. Emerging environmental governance measures have helped to reduce the land cover impacts from soy; however, little effort has been taken to minimize the impacts of intensification.  相似文献

The article explores the impact of agribusiness on the politics of legislative elections in Brazil. The central argument is that social contexts dominated by agribusiness tend to amplify the number of right-wing micro-parties, due firstly to the economic interests prevalent in such regions and secondly given the ‘catch all’ nature of Brazil's traditional right and centre-right political parties. By showing how agribusiness favours the proliferation of small parties, we may also reveal one of the main reasons behind the ‘hyperfragmentation’ of Brazil's party system.  相似文献

This paper analyzes how community movement activity in three popular neighborhoods in Belém, Brazil, shaped the dynamics of contention in the public sphere. Popular social forces, elite actors, and the state mutually influence each other across three moments of public interaction: it clarifying popular discourse, it the struggle to be seen, and routine politics. The article reverses the usual picture in movement research, which emphasizes movements as organizational outcomes to be explained, and instead builds on a body of research that explores how movements can contribute to broader processes of political change.  相似文献
