The emergence of major Chinese economic and political stakes in Africa is arguably the most important process to have emerged on the African continent since the end of the Cold War. China is now Africa's second most important trading partner, behind the United States but ahead of France and the United Kingdom. Relations are a continuation of Sino‐African historical ties, propelled by China's desire to obtain new sources of raw materials and energy for its ongoing economic growth and new export markets for China‐based producers on the one hand, and African elites' initiatives to find a non‐Western option/leverage on the other hand. However, various commentators have misunderstood the nature of this expansion. It is common for observers to talk of either Chinese “colonization” of Africa, or of “China Inc.'s” venture into Africa. Both views are wide of the mark and reflect an ignorance of the dynamics underpinning the developing relationships between Chinese and African actors. 相似文献

This article provides an example of protection of geographical indications in China and describes how this intellectual property type is protected in China, why protection of this type of intellectual property resulted in adoption of conflicting laws and regulations, what the causes of such a situation were and how it is managed at the present moment. The interest for China may be explained not only by the size of its territory and population but also by its history, tradition and the role played in international trade since China became a World Trade Organization member. At present, China has a dual system for the protection of geographical indications. On the one hand, it protects geographical names as certification and collective trademarks. This article seeks to take an exploratory and critical look at the role of intellectual property (IP) in the development of Singapore. IP protection has become an important factor in the move to a knowledge‐based economy (KBE), in which information is a prized asset. In order to preserve its traditional role as a regional trading entrepôt, its economy has evolved from an initial concentration on heavy industry‐based manufacturing to manufacturing in knowledge‐intensive products (electronics, chemicals and engineering), and the provision of financial and banking services. IP is now, arguably, a critical factor in the latest attempts by the Singaporean leadership to remain relevant to the regional and global economy. Faced with numerous competitors and cheaper labor markets, an impressive drive has been launched towards the enhancement of knowledge‐intensive industries for which IP protection is vital. These include the creative industries strategy (copyright industries) and the provision of biomedical services (pharmaceutical, medical devices, biotechnology and healthcare services), the “fourth pillar” of Singapore's manufacturing sector, in addition to electronics, chemicals and engineering. Singapore seeks a competitive edge in this niche, for which IP protection seems vital. Patents are particularly relevant to the fourth pillar. This article will examine the following: (1) the place of IP historically in its economic development; (2) its role in various aspects of various strategies in its current economic development plans—the creative industries strategy, the intelligent island strategy and the fourth pillar strategy; and (3) critical IP issues for Singapore's economy. It does so with several key questions in mind. (1) Could the drive to an IP intensive knowledge economy generate social dislocations? (2) Which segments of Singaporean society stand to gain or lose in the move to an intensively knowledge‐based economy? (3) Can the IP system contribute to softening the blow in any such dislocations? This article reviews key past trends in energy security from the perspective of both International Energy Agency members and the Asia Pacific over the past 30 years, and assesses future energy risks. Developments in energy efficiency, unconventional oil and gas, and stationary renewable energy sources are highlighted. The use of surveys and survey experiments by international political economy scholars is increasing, adding to the ability to study a broad array of topics. In doing so, many scholars in international political economy draw on—and are contributing to—insights and arguments from American politics and comparative politics (Milner 1998), substantive fields with a history of using surveys and survey experiments. In this article, I review motivations for using surveys and survey experiments, the research designs, and analysis strategies in light of this issue’s contributions. I contrast these motivations and their accompanying designs and discuss the pros and cons of ways to approach the data generated by these research designs. The goal of this commentary is to situate surveys and survey experiments—especially those within the special issue—within a larger discussion about research motivations, design, and analysis techniques. 相似文献

Integrity of elections relies on fair procedures at different stages of the election process, and fraud can occur in many instances and different forms. This paper provides a general approach for the detection of fraud. While most existing contributions focus on a single instance and form of fraud, we propose a more encompassing approach, testing for several empirical implications of different possible forms of fraud. To illustrate this approach we rely on a case of electoral irregularities in one of the oldest democracies: In a Swiss referendum in 2011, one in twelve municipalities irregularly destroyed the ballots, rendering a recount impossible. We do not know whether this happened due to sloppiness, or to cover possible fraudulent actions. However, one of our statistical tests leads to results, which point to irregularities in some of the municipalities, which lost their ballots: they reported significantly fewer empty ballots than the other municipalities. Relying on several tests leads to the well known multiple comparisons problem. We show two strategies and illustrate strengths and weaknesses of each potential way to deal with multiple tests. 相似文献

The 2012 Mongolian parliamentary election was historical as a new mixed-member majoritarian system was implemented. Compared with 2008, or even 2004, the 2012 election outcome indicates an at least tentative disruption of the bipolarisation of electoral politics in Mongolia. However, unlike in the past when the fragmentation of the party system was caused by the parties of the so-called “democratic camp”, the latest split occurred within the so-called “post-communist camp”. The presidential election took place on 26 June 2013. Tsakhiagiin Elbegdorj of the Democratic Party was elected president and for the first time since the democratic transition of 1990, most executive and legislative powers shifted to the Democratic Party. 相似文献

AbstractPrompted by the rise of the emerging economies and the growing importance of the G20, the OECD has formally announced its intention of establishing itself as a key actor in global policy coordination. As part of this ambition, it has embarked on cultivating closer relations with five G20 countries it designated as key partners through the so-called “Enhanced Engagement” programme: Brazil, China, India, Indonesia and South Africa. This article mobilizes concepts from the policy transfer literature to explain why the OECD’s attempts to increasingly involve all five countries in its policy have fallen short of its original ambitions, and also why the transfer of its policy work has been uneven across policy and country issue. 相似文献
