农民专业合作社是我国市场经济条件下引导分散经营的农户进入市场、体现政府对农业准公共物品治理、以及确保农民获得社会平均报酬水平、维护农民利益的有效载体和组织形式。政府扶持农民专业合作社发展有其必要性和特殊性。然而,我国政府扶持农民专业合作社发展的各项公共政策,包括财政、金融、税收等扶持政策在实际运作过程中存在的问题也不容忽视,追根溯源,既有政府合作社管理体制机制方面所引致,也有农村金融制度改革滞后的阻碍,还有合作社自身发展缺乏规范影响政策效果。因此,从政府和合作社两方面提出了改革完善的政策建议。  相似文献

There is a big gap on the study of Indo-Myanmar relations between India and China, in which the Indian experts are mainly concerned about the serious consequences of the China factor, while few Chinese scholars focus on Indo-Myanmar relations. This article, therefore, looks into the post-Cold War Indo-Myanmar relations from a Chinese perspective, so as to fill the research gap. It argues that India's influence upon Sino-Myanmar relations is actually marginal, though it has established a budding relationship with Myanmar through deepening political engagement, naval cooperation and physical connectivity with the country. The main reason is that India lacks full capability to develop the bilateral relations with Myanmar and thus compete fully with China. Additionally, the suspicion and resistance from the Burmese elite and local communities constitutes another major obstacle to the further engagement between India and Myanmar. Naypyidaw, notwithstanding its efforts to advance Indo-Myanmar relations, would prefer to gain benefits from both China and India.  相似文献

Conceptualization of the South Caucasus as a distinct regional unit is a relatively new development. Notwithstanding geographic proximity, the three states of the region face different political, economic and security realities, precipitating different strategic orientations. Conflicting dynamics complicate relations between states and serve to undermine efforts, both internal and external, to establish a sense of regional identity and advance inter-state cooperation. This paper argues that the concept of a distinct ‘South Caucasus’ region is an externally generated, geographical label, which implies a certain degree of unity and positive interdependence that does not exist. The three states may be geographical neighbours, but they are not ‘good neighbours’, as the complex web of enmities that has developed over the centuries means the three states tend to look externally to ‘distant relatives’, undermining both regional cohesion and awareness.  相似文献

This paper seeks to reconstruct the development of Baltic maritime governance by filling in the gap in the systematic study of Russian maritime policy. In a review of historical, administrative, economic, and political facets of Russian maritime policy, the paper identifies the logic of “greatpowerness” underpinned by the category of “national interest” as its main driver. In this overall logic, cooperation with the EU in maritime affairs is a part of larger Russia’s EU politics. Thus, Baltic maritime governance depends on the ability of the EU and Russia to maintain constructive relations beyond the scope of the maritime domain.  相似文献

南海共同开发与航行自由问题的明确与解决,直接关系到中国的海洋权益以及南海的未来法律秩序。尽管泰国湾地区的共同开发经验能够为中国提供借鉴,但南海主海的情况与之有很大区别。共同开发方式在国际范围内接受程度不广泛,实际效果不理想,其对南海争端的可适用程度较低。因此,应对共同开发方式在南海争端解决中的作用予以重新定位。从长远的角度出发,共同开发不能成为解决南海争端的优先选择和主要方式,即便在短期内以共同开发方式为处理南海争端的权宜之计,也应当注重构建一个合理的共同开发机制。中国对南海的"历史性权利"并未被后来的有效国际法律规范所更改或取消,这一权利不能按照《联合国海洋法公约》的架构来解读,也并不存在妨碍南海航行自由的问题。相反,倒是其他南海周边国家滥用《联合国海洋法公约》规定所提出的意在分割、控制南海的种种主张更加妨碍南海的航行自由。比较之下,中国的主张更加符合南海水域本身的性质及其适用当代海洋法之后的应然状态。  相似文献

Trust is an important feature for all users of the Internet who rely on the safety and security of network technologies and systems for their daily lives. Trust, or the lack of it, has also been identified by the European Commission’s Digital Agenda as a major barrier to further development of the information society in Europe. One of the areas in which concerns have been raised is in relation to children’s safety online. As a result, substantial efforts have been made by policymakers and by the industry to build greater trust and confidence in online digital safety. This paper examines what trust means in the context of children’s use of the Internet. Should policy on trust enhancement, for instance, include children’s own trust in the technologies or services they use or is it sufficient to seek to reinforce parental and adult confidence that children can be adequately protected? What is required to build that trust from either perspective? Does it need, or should it include a relationship of trust between parents and children? To tease out these questions further, the paper examines current European Union policy frameworks on digital safety, particularly industry responses to the call for a more trusted Internet environment for children, and argues that technical solutions to be effective need to carefully balance a number of competing objectives and to be sufficiently grounded in evidence of parental and child experience of the Internet.  相似文献

The adoption of the Treaty of Lisbon and the granting to the Charter of Fundamental Rights of the same legal force as the Treaty has lent a new impulse to the consideration of fundamental human rights by the European Union (EU). The question remains, however, as to how this legal discourse, centred upon human rights, is actually shaping the EU regulatory framework in specific policy domains. The aim of this paper is to critically appraise the ways that the fundamental rights of security, privacy and freedom guaranteed by the Charter are being construed in the context of EU law and policy on biometrics, an ethically and morally sensitive security technology whose development and use are being actively promoted by the EU. We conclude that the interpretation of the pertinent rights, as well as their balancing, owes a great deal to the goals of EU policies for research and development, and under the auspices of Freedom, Security and Justice, shaped largely by political and economic considerations. These considerations then tend to prevail over ethically or morally-based legal claims.  相似文献

This paper examines how the use of unmanned aircraft systems (UASs) for surveillance in civil applications impacts upon privacy and other civil liberties. It argues that, despite the heterogeneity of these systems, the same “usual suspects” – the poor, people of colour and anti-government protesters – are targeted by UAS deployments. It discusses how current privacy-related legislation in the US, UK and European Union might apply to UASs. We find that current regulatory mechanisms do not adequately address privacy and civil liberties concerns because UASs are complex, multimodal surveillance systems that integrate a range of technologies and capabilities. The paper argues for a combination of top-down, legislated requirements and bottom-up impact assessments to adequately address privacy and civil liberties.  相似文献
