Local government is often characterised as being well-placed to enact a successful agenda for environmental sustainability because of its closeness to both people and the environment. The purpose of this article is to examine the extent to which this assumption is correct in terms of local government environmental policies and programs in rural Australia. Using case studies with eight local government authorities in Queensland and New South Wales, the article documents three different positions on a continuum of environmental engagement. These are 'disengaged', 'moving towards engagement' and 'engaged'. The article concludes by arguing that the resource constraints facing rural local councils limit their capacity to engage with environmental management.  相似文献

Australia–Asia relations are inextricably bound up with the development of notions of statehood and citizenship. The argument advanced here is that the way a state acts within the international community markedly determines how it relates to its own citizens. Here we suggest that the continuing and politically resonant idea of Australia as a ‘middle power’ is a crucial thread that links the international and national dimensions of citizenship building. From the very beginning of Federation, the contingent sovereignty of the new Australian Commonwealth in the imperial order became necessarily entangled with debate over national political institutions and citizenship building. Long after the end of the British Empire, the notion of middle power politics has determined the nature and shape of citizenship building. These statecraft projects of ‘citizenship building’ are profoundly shaped, determined and reinforced by the institutions and policies of regional engagement. We explore this framework through three critical junctures of domestic and external policy: 1. the emergence of dominion status on the basis of a common racial and cultural identity within the empire in the first half of the century;

2. the developing notion of a good international citizen during the Hawke and Keating period;

3. the invocation of Australian values by John Howard.

Numerous child protective services (CPS) agencies have adopted differential responses as a system reform hypothesized to facilitate family engagement. This research tests a conceptual framework developed to examine dynamics between caregiver, agency, and caseworker factors that are assumed to impact caregiver engagement. Data from a randomized control study and structural equation modeling methods were used to explore the influence of these factors on caregiver satisfaction with their CPS experience. The results indicate that receipt of alternative response, caregivers' ratings of their caseworker's interaction style, and caregivers' positive emotional response influenced satisfaction with their intervention experience, while negative emotional responses did not.  相似文献

Predictors of engagement in mothers receiving home visitation in the first year of service was examined. Early engagement was studied in three ways: (1) length of time active in the program during the first year of service (duration), (2) number of visits received (quantity), and (3) gaps in service between visits (consistency). Examined visits received in 515 first-time mothers in a Healthy Families America (HFA) program. Parameters of engagement were investigated, and predictors of engagement were identified using demographics and the Kempe Family Stress Inventory. Inclusive of the Assessment Visit, 31.8% of mothers disengaged prior to the first month of service. Remaining active in the program was associated with being Caucasian, and increased parenting risk (mental health/substance abuse history, low social support, increased stress). Most mothers had fewer home visits than prescribed. Gaps in prescribed service were common, with 89.4% of mothers experiencing gaps between visits of 1 month, and dropping to 16.4% having gaps of 2 months. In contrast to findings from clinic-based interventions, early engagement in home visitation is associated with lower levels of functioning and acute needs. These findings add to a growing body of literature suggesting that increased adversity promotes engagement in prevention programs in general, and home visitation programs in particular. To the extent that mothers who are actively engaged in home visitation are likely to have increased psychosocial needs, curricula may require modification and augmentation to address these needs and optimize program effectiveness.  相似文献

Budget transparency has come to be considered a key aspect of governance. Over the past decade, donors have invested increasing resources in strengthening processes through which budget transparency in developing countries can be enhanced. According to the 2008 Open Budget Index (OBI) Report, however, aid dependency and budget transparency appear to be inversely correlated. This article looks at the role of donor agencies in promoting or preventing budget transparency in aid‐dependent countries. It looks at significant correlations across the whole sample of 84 countries covered in the 2008 OBI, and analyzes more specific data for a sub‐sample of 16 aid‐dependent countries, before selecting six countries for which more detailed findings are then presented. All of these countries have implemented reforms aimed at enhancing budget transparency, with substantial donor support. These, however, often had only limited success, partly because they were not well adapted to the local context, and partly because donors put limited emphasis on improving public access to budget information. Donor efforts were also often offset by other characteristics of donor interventions, namely their fragmentation, lack of transparency, and limited use of programme aid modalities such as budget support and pooled sector funding. ABSTRACT

This paper focuses on the use of group assessments within higher education (HE) as a form of summative assessment, and the experiences of students in relation to this assessment tool. Group assessment is becoming a very common feature of undergraduate HE courses, with an “explosion” of group assessment in more recent years. This paper chooses to focus on the use of group assessment within the discipline of law, specifically the use of summative group assessment within a law discipline at a Russell Group University. Although this paper follows numerous other studies and reviews of group work and group assessment, it has been noted that there remains a lack of qualitative studies on students’ perspectives on group assessment. This paper progresses the literature to date by collecting qualitative insights. In particular, the paper focuses on key aspects of student experience such as building group relationships, and the fear and uncertainty of being assessed as part of a group. Group assessment can be introduced readily by staff without always considering the complexity of group work and its related issues and this can potentially lead to negative student experiences. Therefore, this paper also aims to highlight the benefits to student experience of well-planned group assessment that is appropriately set.  相似文献

Throughout Europe, authorities have set up new policy measures and programs to curb homegrown violent extremists. This article describes local policy responses to violent Islamic extremism—and/or the mere threat of it—in the neighborhoods Oost in Amsterdam, Moabit and Soldiner Kiez in Berlin, and Tower Hamlets in London. Based on locally conducted fieldwork, the study compares and contrasts these neighborhoods’ approaches and aims to make a first assessment of their effects. A major finding for all three cities is that authorities target the entire local Muslim community rather than a few select individuals. This can lead to the construction of suspect communities, an approach with possible paradoxical effects on targeting actual violent extremists. Suspect communities subsequently create stigmatization, exclusion, and possibly marginalization, which not only has negative consequences for involved groups, but may well produce a breeding ground for future violence. However, the author did not find that engagement with Islamic organizations or individuals was used to directly change the nature of local Muslim communities. Orthodox and non-violent extremist organizations and individuals in all three cities were potential partners for engagement, which probably lowers the chance of stigmatizing the suspect communities.  相似文献

ABSTRACT

This article explores the use of petitions in, and by, the courts of the Church of Scotland. It distinguishes between routine petitions and addresses concerning matters of national significance. The former were submitted to the church courts by individuals or groups, and requested that the courts take decisions or perform particular actions. These petitions reveal much about the exercise of discipline, poor relief and ecclesiastical administration, and provide rich evidence of the engagement of ordinary people with the church courts. The second type of petition was usually addressed to parliament or another secular body by one of the higher church courts. In studying petitions on national affairs, we can identify how the formulae of humble supplication were adapted for the purpose of protest, and thus comment on the tensions between the ecclesiastical and civil authorities of early modern Scotland.  相似文献

As Kazakhstan aims to become one of the top 30 developed countries by 2050, it is increasingly turning to ways which will improve its governance, one of which is greater participation by its citizens in the decision-making processes of state agencies. A new initiative aimed at doing just that, the establishment of public councils, received legal backing in January 2016. The aim of public councils is to ‘strengthen democracy and the quality and responsiveness of public polices’ through the ‘public expression of matters of concern to Kazakh citizens’. This article offers a formative evaluation of the role performed by public councils and questions the extent to which they have achieved this aim. It draws on primary data from public officials, non-governmental organizations, ministries, and non-participant observation of public councils in Kazakhstan. It finds limited evidence of their effectiveness to date.  相似文献
