Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

This practical note explores the contribution that strengths-based approaches (SBA) can make to project design. The note outlines how SBA was understood and applied in the design of a family planning project by Marie Stopes in Kenya under the Australian Africa Community Engagement Scheme (AACES). Fieldwork findings demonstrate how SBA assists in bringing to the fore local initiatives and assets that can be built on by external resources. It further suggests that SBA can create a strong foundation for local partnership, honest appraisal, and learning.

Examen des approches basées sur les points forts dans la conception d'un projet de planning familial

Cette note pratique examine la contribution que les approches basées sur les points forts (ABPF) peuvent apporter à la conception des projets. La note décrit comment l'ABPF a été comprise et appliquée dans le cadre de la conception d'un projet de planning familial par Marie Stopes au Kenya, entrepris au titre du programme australien Africa Community Engagement Scheme (AACES). Les conclusions tirées lors d'une mission sur le terrain montrent la manière dont l'ABPF peut aider à mettre au premier plan des initiatives et atouts qui peuvent être développés par des ressources externes. Il est aussi suggéré que l'ABPF peut donner lieu à une fondation solide pour des partenariats locaux, à une estimation honnête et à l'apprentissage.

Explorando abordagens baseadas nos pontos fortes na criação de um projeto de planejamento familiar

Esta nota prática examina a contribuição que abordagens baseadas nos pontos fortes (SBA) pode dar na criação do projeto. A nota apresenta como o SBA foi compreendido e aplicado na criação de um projeto de planejamento familiar de Marie Stopes, no Quênia, sob o Esquema Australiano de Engajamento da Comunidade da África (AACES). Os resultados do trabalho de campo mostram como o SBA ajuda a colocar em evidência iniciativas locais e bens que podem ser construídos através de recursos externos. Ele sugere ainda que o SBA pode criar uma fundação sólida para parceria local, avaliação honesta e aprendizado.

Un análisis de métodos basados en las fortalezas para la elaboración de un proyecto de planificación familiar

Esta nota práctica analiza los aportes de los métodos basados en las fortalezas (MBF) para la elaboración de proyectos. Se revisa cómo Marie Stopes entendió y aplicó un MBF para elaborar un proyecto de planificación familiar en Kenia, en el marco del Plan para la Participación Comunitaria Australiano-Africana. Las conclusiones derivadas del trabajo de campo demuestran cómo el MBF puede ayudar a situar las iniciativas y los activos locales en primer plano, y a fortalecerlos con recursos externos. También revela que el MBF puede crear una sólida base para las asociaciones locales, las evaluaciones sinceras y el aprendizaje.  相似文献

Noting that European Union (EU) institutions are increasingly engaged in civil protection in the member states, security governance is used as an analytical framework to assess the depth of EU engagement in delivering civil security. It is shown that a state-centric approach is no longer adequate to understand the provision of civil security across Europe. To varying degrees, the EU has acquired responsibilities to facilitate, coordinate, manage, and regulate civil security, whether before or after a civil crisis occurs. The analysis demonstrates that, whilst intergovernmental practices and inter-state cooperation remain salient features of civil security, the responsibilities undertaken by the EU institutions across the entire policy spectrum are more substantial than a strictly intergovernmental perspective would suggest.  相似文献

We examine the speed and extent to which members of the U.S. House of Representatives adopt emerging Web-based communication technologies. Given the growing centrality of communication for governance and the Web's growing role in effective public outreach, a rational actor approach would suggest that members of Congress should aggressively exploit online communication technology. And this should especially be true for freshman members. We test these expectations using two waves of data coded from the official Web sites of the U.S. House of Representatives, for the years 2006 and 2007. We observe that incumbents show considerable path dependence in their Web site technology adoptions, while the sites of the freshmen who won election in 2006 are largely independent of the Web designs of their corresponding predecessors. This independence does not mean, however, that freshmen are fully exploiting communication technology. Instead, the Web design practices of freshmen appear to be governed by the distribution of existing practices among incumbents, a process we label “distributional path dependence.” This surprising null finding suggests that members have Web-based communication practices that are governed by informal norms socially constructed among congressional offices and that the institution is slow to adapt to emerging communication technologies.  相似文献

In 1993 President Clinton signed into law the National and Community Service Trust Act, the centerpiece of which was a new national service initiative—AmeriCorps. The overall purpose of AmeriCorps was to promote community building through volunteer service. AmeriCorps was one high-profile program established in part to highlight government-nonprofit partnerships and their capacity to improve communities and service delivery to the most vulnerable in communities—poor children, frail elderly, and teenagers who are at risk of dropping out of school or getting into serious juvenile delinquency problems. AmeriCorps' programs nationally work to achieve three goals—Getting Things Done, Member Development, and Strengthening Communities. Few of the studies on AmeriCorps have explicitly studied their impact on community strengthening. This article reports on a two-year study of twenty two AmeriCorps programs in Florida from 1997–2000, emphasizing their objectives and success in community strengthening. Program results are limited. The programs increased the number of volunteers delivering their services and developed one or more community partner organizations at each site. Nearly all of the program staff and community partners believed that the AmeriCorps programs positively influenced the community's self-help capacity to some extent. However, data indicating broader community strengthening impacts were hard to find and difficult to track. Reasons for this relatively modest impact on broader community strengthening goals are articulated based on surveys, interviews, and site visits.  相似文献

The public museum sector does not remain untouched by the main trends and changes in public administration, even if it has some different characteristics from other government agencies in terms of administrative priorities and purpose. This is why the sector has been largely influenced by the prevailing administrative model of the era. Today, community engagement has become one of the main topics in the sector in parallel with the changes in public administration. Thus, the objective of this study is to propose and test a model that explains Turkish public museums’ community engagement performance. Findings of the research show that goal clarity is the most important factor in the community engagement performance of Turkish public museums, whereas museum infrastructure is surprisingly the least significant factor. Furthermore, this study reveals the positive correlation between the fulfilment of endogenous and exogenous functions of the public museums. Therefore, any effort to make them more engaged in their community should not be regarded as an alternative of their primary functions, namely endogenous functions.  相似文献

In this article, we consider how engagement with Muslims by the state has been conducted under the UK government's counter-radicalisation ‘Prevent’ agenda. New Labour's ‘hearts and minds’ approach to Prevent emphasised, and innovated, engagement with Muslim ‘communities’. This approach was widely criticised, however, particularly in the way it merged Prevent with ‘Community Cohesion’. By contrast, the current Coalition government's new Prevent strategy operates with a much thinner conception of engagement and stipulates that in future, Prevent and cohesion work will be kept separate. This new strategy signals less community engagement and a hardened line on the types of Muslim groups that can be engaged with. However, local actors driven by operational or normative concerns are pursuing somewhat different objectives, often outside of central funding streams. Such unintentional localism may sustain more participatory and inclusive modes of engagement with Muslims.  相似文献

ABSTRACT

This paper examines the process of enactment of the domestic violence bill in Bangladesh. One of the distinctive features of the bill, passed in 2010, was that it originated in civil society and widespread public engagement characterised its enactment process. The paper explores the factors that encouraged different actors to agree to enact the law. There are, however, not many examples of parliament–CSO interaction in the legislative process. The paper identifies reasons that discourage engagement in other areas of public concern. Prominent among the reasons underlying weak public engagement in the legislative process are: monopoly of the government in the legislative process and its eagerness to pass laws in haste, dominance of part-timers in parliament, legal restriction on ‘independent’ voting in parliament, over-centralization of power in political parties and politicisation of CSOs.  相似文献

ABSTRACT

Don Mitchell is one of the most influential contemporary cultural geographers and has long been at the forefront of scholarship on intersections of capital, nature and labor. His work engages the geo-historical processes of landscape co-production and discusses how social, political and labor struggles that formed landscapes have been hidden or erased. Mitchell’s research and work are informed by an urgency to uncover the forces shaping the human–land dialectic. It is difficult not to sense profound urgency at the current political–ecological conjuncture, which is why we turned to Don Mitchell to reflect on his research, intellectual practice and the state of academia and activism today. The first section of the interview centers on Mitchell’s research and the tools and methods he employs in his work. In the second section of the interview, we discuss strategies and tactics in resistance struggles, campus activism and radical scholarship. Infused throughout the interview are the influences that have shaped Mitchell’s unique approach to teaching, research and a critical academic life.
