The Commons Select Committee System in the 2015–20 Parliament

The House of Commons select committees witnessed some of the most constructive political theatre of the 2010‐2015 Parliament. Recall Rupert Murdoch's public contrition, Margaret Hodge's assault on MNC tax evasion and Keith Vaz's timely interrogations of G4S, etc. The committees also embraced social media and adopted public engagement as a key task. These developments all reflect a newly emboldened system. In recent months, four reports have been published which reflect on these developments. They also look forward to the further substantial development of committee activity. The system thus sets sail with an abundance of specific suggestions, including ideas that could have far wider and more far‐reaching democratic implications.     

The changing representation interface: democracy and direct contact with politicians

The interface between politicians and the electorate is a vital component of the infrastructure of democracy and politicians now have many more tools available to communicate and engage with the electorate. Direct contact between politicians and the electorate is associated with increased levels of civic engagement. In this article, we examine the responsiveness of politicians in the UK by conducting: (i) an innovative test of responses to an undecided voter's email and (ii) follow-up interviews with electoral candidates. We found that a majority of electoral candidates had an identifiable email address and more than half responded to our undecided voter's email. However, there were considerable differences in the content relevance of the responses. There were also very few follow-up emails or further contact from the electoral candidates, suggesting only limited evidence of an integrated communication strategy. Electoral candidates also expressed concerns about communicating in a way that was ‘on record’. The findings provide a unique insight into the dynamics of communication between politicians and the electorate and the changing nature of the representation interface. Whilst the Internet has the scope for more personalized and two-way communication and for electors to hold politicians to account, it seems that politicians are more focused on campaign advantage rather than renewing the representation interface.     

Positive engagement and support for single‐parent families: Building bridges across sector boundaries

The high rate of joblessness among single‐parent families in Australia, relative to other organisation for OECD countries has resulted in the development of various government initiatives designed to support single parents to prepare for and gain employment. The ParentsNext pilot program that began in March 2016, in 10 socially and economically deprived areas throughout Australia, is the most recent Federal Government program aimed at connecting parents with young children into local activities that will build their confidence, skills, and networks and ultimately prepare for future employment. The ParentsNext pilot program is delivered through contracted providers in each of the 10 disadvantaged areas. WISE Employment, a national not‐for‐profit organization together with its local partner, Youth Family and Community Connections, delivers the pilot program in Burnie, Tasmania. This article discusses the findings of a study, which examined the implementation of ParentsNext in Burnie and provides insights to inform and improve practice outcomes.     

Community Engagement and Cultural Building Projects

This study explores whether community engagement efforts among nonprofit arts organizations pursuing major building projects are effective mechanisms for generating support from other organizations. Specifically, the study analyzes the degree to which context—such as the perceptions of the goals of community engagement efforts, competitive environment, and institutional characteristics—affect managers' perceptions of community engagement strategies. The study uses data on thirteen different cultural building projects in counties across the United States between 1994 and 2008 coupled with data on 444 arts organizations in the same county. The results of this study indicate that managers of nonprofit arts organizations perceive other organizations' community engagement efforts differently based on their own perceptions of the goals of those efforts, their own organization's competitive status, and perhaps even the age of their organization.     

What’s in an MSW? Graduate education for public child welfare workers,intention, engagement,and work environment

ABSTRACT

This study employs a mixed methods analysis of exit survey data gathered from public child welfare employees at their completion of a Title IV-E funded MSW program, distinct because it was initiated during a period of major reform and permitted students to continue employment during their studies. Findings suggest that opportunities for growth and manageable levels of stress were associated with intentions to stay and engagement with the work, reflected in respondents’ positive perceptions of their roles in the work environment and their retrospective assessments of the impact of their social work education.     

Teaching Community Organizing and the Practice of Democracy

This article builds on the political science literature on the pedagogy of civic engagement by discussing a recent pedagogical experiment that treats community partners as leaders and full participants in the design and implementation of community-engaged learning. The courses discussed here combine democratic theory, community organizing and leadership development, and partnership between students and a community organization in carrying out research and action projects on affordable housing.     

Trends in Residential and Community Care for Dependent Children and Youth in Israel:

Policy trends and their underlying ideologies are reviewed for Youth Aliyah, the Ministry of Labor and Social Affairs, and the Ministry of Education and Culture. On this basis, the current status of research and evaluation, differential diagnosis and program assignment, and planning accountability are presented with recommendations for needed policy initiatives.     

Chapter 4: Adult Descriptions of Public Achievement

SUMMARY

Adult volunteers who work as experiential educators in Public Achievement (PA) told us about their experiences, and we contrasted these with the stated aims of Public Achievement, young peoples' experiences, and what it is like to be an adult volunteer. PA coaches reflected that there was a significant disjuncture between the official aims of PA and their lived experiences working with youth. Even though this was a source of frustration, PA coaches did come to have personally meaningful experiences working with youth, and this provoked reflection on their own understanding of citizenship, democracy, and public work.     

Audience,Purpose, and Civic Engagement: A Reassessment of Writing Instruction in Political Science

In the present study I examine meaning-making as an integral aspect of successful writing assignments in political science. Results of a semester-long quasi-experimental pilot study show that meaning-making writing tasks help students in Introduction to American Politics courses become more politically engaged through the inculcation of civic skills.     

Heterogeneity and the calculus of turnout: Undecided respondents and the campaign dynamics of civic duty

Accounts of turnout often maintain that citizens participate in elections because the expressive, instrumental and normative benefits associated with the act of voting outweigh the respective costs. Although the impact of those benefits has been empirically assessed in many studies, we know little about when and for whom this impact is stronger. To this end, this paper examines 1) how the effect of those benefits and particularly that of civic duty increases over the election campaign and 2) whether this increase can be attributed to voter heterogeneity. Survey respondents who have not yet decided how they are going to vote will be increasingly swayed to cast a vote on the basis of their civic duty and not other predictors of turnout. The empirical hypotheses are being tested by utilising recent rolling cross-section election studies from Britain. The results suggest that the influence of civic duty on turnout is stable for decided but increases for undecided voters the closer the election day looms.
