This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. The findings suggest that successfully implemented kinship navigator models are a viable preventive intervention for addressing the needs of kinship families. 相似文献

AbstractThe six articles in this issue examine the role of the OECD in policy transfer. Two articles (Kudrle on international tax agreements, and Legrand and Vas on Australia’s vocational and educational training policy) conclude that the OECD has been influential, albeit in a grinding and lengthy way. Two others (Clifton on the OECD’s “enhanced engagement” policy with five G-20 countries, and Eccleston and Woodward on tax transparency) find the OECD’s influence either patchier or even dysfunctional. Carroll’s article provides a novel analysis of policy transfer through accession processes, while Alasuutari explores transfer in terms of a comparative analysis of policy rationalizations that refer to the OECD as a “standard.” A common theme of all six articles is the way in which policy transfer is driven by exogenous pressures and crises, and how international governmental organizations like the OECD exploit these pressures to protect and expand their global relevance. 相似文献

The nature of citizen participation and engagement in public life in Thailand has changed dramatically over the last decade. This article focuses on explaining the changing pictures of political engagement – political interest, knowledge, and efficacy – among rural and urban Thai citizens since the House of Representatives election in 2001. The major attempt made in this article also to explain how these changes affect patterns of political activism (i.e. in voting, political contacting, and protesting activities), particularly between the rural and urban Thai voters. Relying on three latest survey data taken from the Comparative Study of Electoral Systems, the article suggests that the factors facilitating greater political participation are relatively different between rural and urban residents, and such differences cannot simply be explained as a result of a deeper engagement in the patron–client relationship of the rural than of the urban. Indeed, those differentiations depend on several factors and vary according to different kinds of political activity. 相似文献

ABSTRACT Local policy-makers’ incentives to address an issue is conditioned by how they perceive public attention. Our study focuses on drinking water management at the municipal level in Sweden. Provisioning and management of drinking water is a responsibility of the local governments. Interviews with local politicians and public administrators in seven municipalities reveal that local policy-makers think that citizens view provisioning of drinking water as a taken for granted service, and also lack knowledge of and interest in drinking water issues. Public attention is further seen as a double-edged sword since engagement in water issues often is a result of problems with water provision. The findings are discussed from a theoretical perspective of the role of agenda-setting in public policy. It is argued that the view of policy-makers of citizens as unengaged negatively affects the incentives to bring drinking water to a prominent place on the local policy agenda. 相似文献

ABSTRACTThe state and direction of Japan’s international engagement can best be understood as a competition between the ‘Japan first’ and ‘global Japan’ schools of thought. In light of the ever worsening security environment surrounding Japan, the gap between the Japan first school advocating a focus on the immediate needs of Japan’s territorial defence and the global Japan school arguing for more global engagement is widening. This paper proposes a conceptual framework for analysing variation in the roles performed by universities in the development
of regional innovation systems. This framework is based on the triple helix model of university, industry, government relations,
the literature on university engagement and the innovation systems literature, more generally. The framework is applied to
a comparative study of three non core-metropolitan universities in Australia. A number of insights and issues are drawn in

This special section provides a timely reflection on current debates that are of extreme relevance in order to gain a better understanding of the concepts of citizenship and active citizenship in Turkey, by looking at the determinants of civic and political participation, at the patterns of political and civic mobilization and at the orientations of political behaviour. Its originality stands on the specific focus on young people in comparison to other age groups.
