环境污染、集体抗争与行动机制：以长三角地区为例

长三角地区环境污染引发的集体抗争事件说明,任何一种抗争事件的发生不仅包含内在机理：道义先占、利益影响、行动联盟和政治机会结构,还包括行动机制：触发机制、动员机制、扩散机制和回应机制。抗争事件将政府卷入其中,考验政府预防和化解此类事件的能力。政府可以从事件发生的基础性机理和情境性机制的不同环节人手,建构一套治理集体抗争事件的完整有效的框架模式。     

Impacts of Institutional Rules and Spatial Context on Public Management

Abstract

Public management occurs within institutional and spatial contexts that define constraints and shape opportunities for public action. Importantly, the creation, adaptation, and nurture of institutions are socially valuable results of governmental action. Similarly, all human action occurs in and has effects in spatial contexts. The quality of life available to humans is dramatically affected by location and making places more valuable is an important goal of much public policy. Analyses at the nation state level find government creation and maintenance of institutional rules supporting democratic polities and market‐based economies are the most important factors in the long‐term economic performance of nations. When considering institutional context at the regional and local levels, or in specific policy arenas, at least three measures—(1) existing capacity for collective action; (2) complexity; and (3) volatility—need to be considered. Spatial contexts can be usefully analyzed along several dimensions, including structure of the economy, distribution of assets/liabilities and public, business, nonprofit and household activities, geography and population dynamics, among others. Estimating transaction costs of collective action can be a common entry point into analyses of institutional and spatial contexts. Both analysis and practice of public management will be advantaged by systematic attention to institutional and spatial context.

Dead-Letter Regimes in the Post-Soviet Space: Strategies and Communication

ABSTRACT

This article explores why dead-letter regimes, sets of norms and institutions with low efficiency and few expectations of tangible output, have become an enduring feature of international politics in the post-Soviet space. It focuses on the Collective Security Treaty Organization and the Eurasian Economic Union, the two regional regimes promoted by Russia. The article analyzes their emergence and evolution, normative frameworks, performance and member states’ expectations. It argues that, while mostly failing as instruments of strategic action, these regimes have become conduits of communicative action and arenas enabling member states to enact specific international roles.     

中国公民宪法意识调查报告

我国现行宪法颁布实施已经 2 0周年 ,在这 2 0年里 ,我国的民主法治建设有了很大的进步 ,宪法学的理论研究也取得了丰硕的成果 ,但是 ,对于我国公民的宪法意识一直缺乏比较准确的定量分析。组织关于公民宪法意识的问卷调查 ,一方面可以为定量分析公民的宪法意识提供第一手材料 ;另一方面也为准确评价我国宪法学教育以及普法教育的效果 ,并提出改进的建议 ,提供客观依据。

群体污名意识的建构过程——农民工子女“被歧视感”的质性研究

农民工子女是当前中国社会变迁背景下的新生群体,城市的生活使他们建构起对自我群体的意识和群体认同。本研究将从群体过程或发展的角度出发,基于社会认同理论,分析农民工子女被歧视感这一群体污名意识形成和建构的过程。     

静止的流动,间断的同一——基于胡塞尔时间手稿对意识之谜的辨析

意识在静止中流动,在间断中保持同一,这是意识之谜或意识的悖谬现象。这一现象,可以根据胡塞尔时间现象学的三个维度,即对象理论、时间视角现象和两条河流之喻,以及胡塞尔关于非主动的、未清醒的无意识层面的构造学说,而得到辨明。基于此,我们发现,G.艾格勒和K.黑尔德两位学者对这一现象的解释存在严重的偏差。
