我国公共图书馆地方立法成果述评

目前,我国各地为了扶植和规范萎靡的公共图书馆事业,纷纷制定地方性公共图书馆规章或办法,然内容过于笼统、操作性差,法律地位不高,执行困难等仍是各地方公共图书馆立法的通病。借鉴国内外公共图书馆立法的先进做法,是改进以上弊端的重要途径。     

中缅公共卫生安全合作:现状、挑战及前景

随着中缅两国友好关系的稳步发展,两国公共卫生安全合作不断深化.新冠肺炎危机爆发以来,中缅积极开展抗疫合作,深化了两国政府和人民对中缅命运共同体的认同,也为两国推进公共卫生安全合作带来新机遇.除了双边合作外,中缅还在中国-东盟、大湄公河次区域经济合作和澜湄合作等区域性合作机制下积极寻求联合抗疫等公共卫生领域的交流与合作,并利用世界卫生组织等国际平台参与全球卫生治理,取得了良好成效.但是,缅甸脆弱的公共卫生体系,中缅边境地区严峻的非传统安全问题,以及缅甸不稳定的社会基础等因素对中缅深化公共卫生安全合作构成了巨大挑战.为此,中国应利用后疫情时代公共卫生安全领域的合作机遇,深入了解缅甸公共卫生体系建设和民众卫生健康的实际需求,进一步拓展双方的合作空间,为中缅公共卫生安全合作创造有利环境.概而言之,中缅应围绕加强信息共享,推进中缅应对传染病联防联控体系常态化建设;注重能力建设,利用多边平台增强缅甸的公共卫生治理能力;加强健康教育,联合开展公共卫生人才培养计划;利用传统优势,充分激发中缅传统医药合作潜能;鼓励多方参与,有效发挥非政府组织在卫生合作中的作用等方面共同努力,从而进一步推动中缅命运共同体建设.     

对社区侵财型案件多发现象的分析

城市社区侵财型案件呈现出多发态势,成为影响社会治安秩序的一个突出问题。导致此类案件多发的原因主要包括社会原因、群众自身防范能力不足以及公安机关在实施社区警务战略方面存在着一定问题等。公安机关只有发挥主观能动性,通过提高群众的防范意识、转变打防观念、创新警务模式等措施,才能最大限度地减少社区侵财型案件的发生。     

How to share and utilise expertise in a police forensic department through externalisation and mutualisation

The technique of fire investigation is a forensic domain in which expertise and analogies play a central role. To learn how fire investigators use these analogies to support their work, we conducted an ethnographic study in a Swiss forensic police department. To propose a suitable knowledge-management strategy, we also evaluated the knowledge conservation and sharing within the department. Our results highlighted that actionable knowledge is registered mainly in the investigators’ memories of a few, very experienced, individuals. Without experience with fire-incident investigations, an agent generally requires help from a more experienced colleague, who will then use his memory to find a similar case, which can contribute to the solution of the ongoing one. The research also established that knowledge is exchanged orally during on-site investigations and that knowledge receivers are generally those who are present on the scene. Using these findings, we suggest building a case library to support the externalisation and sharing of knowledge.

数字图书馆版权问题解读：资源·传播·服务

随着互联网延伸广度和深度的不断发展,数字图书馆版权纠纷案件日益增多。文献数字化、数据库建设、网络传播、网络信息链接、下载、检索等各方面都涉及到版权问题。这些问题可以归结到三个方面：资源建设中的版权问题、信息传播中的版权问题和信息服务中的版权问题。我们应加强版权适度保护,推行公益性图书馆网络传播豁免权,健全著作权集体管理制度,完善相关法律规范。

本文在分析利用图书馆资源推进农村文化信息化建设中存在的主要问题的基础上,提出以图书馆现有资源和设施为依托,更新观念,加大投资力度,建立城乡援助模式进行农村文化信息化建设：

素质教育是通过科学的教育途径,充分发挥人的天赋条件,提高人的各种素质水平,并使其全面、充分、和谐发展的教育。图书馆通过确定人文教育观念,树立人文精神,充分利用馆藏资源,激发读者独立思考和创新能力,以达到提高职工思想政治素质和科学文化素质的目的。     

Canadian Concerns of a Different Kind of Brexit: Britain’s First Application to the EEC and Canada’s Commonwealth Appeal

Recent debates on Brexit have made several attempts to connect the current situation with Britain’s first attempt to gain entry to the European Economic Community (EEC) in 1961. In both 2016 and 1961, questions were raised about what role the Commonwealth would take and how the relationship with Britain would adapt to their then-entry and current exit of a union with Europe. This article seeks to examine how Canada reacted to Britain’s decision to enter the EEC and sheds light on the vociferous opposition it raised within the Commonwealth. Using both British and Canadian cabinet minutes and Commonwealth memoranda, the article follows the Canadian campaign against British entry to the EEC and its fervent defence of the Commonwealth as an economic-focused community. Ultimately, the Canadian-led protest against British entry into the EEC derived from a fear that Britain would drift from the Commonwealth towards Europe, leading to the complete dissolution of the economic bonds that tie the community together.     

Parolee Perceptions of Case Management Practices during Reintegration

Researchers argue that the therapeutic alliance is a crucial ingredient for successful releasee treatment outcomes, and more recently in effective correctional treatment. Within the context of the criminal justice system, I illustrate the value of the therapeutic alliance in effective case management and in supporting desistance from crime for reintegrating parolees. The study involved in-depth, semistructured interviews with 56 high-risk/high-need federal male parolees and three parolee case studies. Releasees reported an appreciation for their relationship with their caseworker(s), which they described as supportive and without judgment. I argue this relationship reflects the social dimensions of responsivity and embodies the valued treatment components, optimized through a therapeutic alliance, that foster pathways to releasee reintegration. I conclude by discussing the role of therapeutic alliances in processes of and implications for effective correctional treatment.
