中国对外贸易国家安全制度重构

《对外贸易法》在我国对外贸易中具有防范国家安全威胁和维护国家安全的重要作用。然而,反观美国《1962年贸易拓展法》以及《关税及贸易总协定》《服务贸易总协定》和近期生效实施的部分区域自由贸易协定有关国家安全制度的立法模式,我国《对外贸易法》相关条款的“两分法”模式存在明显不足。根据“总体国家安全观”,我国有必要制定具有“时代性”特点的对外贸易国家安全制度。

60课版的《新概念英语》第四册,是中国大学生中非常流行的英语读物,但其部分篇目标题的中文翻译存在不少值得商榷之处。     

Culture and Relativism

The meanings and implications of cultural relativism have been debated for decades. Reprising this debate, Roger Sandall offers a pointed critique of the anthropological concept of culture and identifies relativism as the internal and corrosive enemy of the open society. I challenge his reading of our predicament. Considering the work of Franz Boas and his debts to the philosopher Johann Gottfried Herder, I distance the social science concept of culture from positions—the rejection of standards of truth, beauty, and morality; the belief that cultural value systems and practices are all equally true (or untrue); the valorization of primitivism—that are not intrinsic to it. Next, I consider the use of culture in the “philosophy of primitivism” and its meanings in multiculturalism and identity politics. I argue that many ostensibly relativist claims are used to serve non-relativist agendas, or hide universalistic claims in unstated but essential premises and background assumptions. Rather than a world dominated by relativism, where cultural differences are held to be inviolable and cross-cultural judgments have been rendered impossible, I see something like the reverse. Our problem is not that we overvalue cultural differences but that we underestimate them. Even in our multiculturalism, we imagine a sameness of outlook and aspiration, an unwitting projection of ourselves in the end.

中西方传统法律文化观念的比较

关于中西方传统法律文化观念产生差异的根源,长期以来缺乏研究的深度和广度。在借鉴和移植西方的法律文化时,有必要研究清楚"法自然"与"自然法"、"权利"与"义务"、"正义"与"秩序"、"司法与立法、行政合一"与"司法独立"中西方不同的法理观念被借鉴和移植的法律文化的特点。

儒家和谐治理观与国家治理的制度化--从制度文明视角扬弃传统和谐治理观

儒家和谐治理观对历史中国和现代东亚国家的巩固和发展起了重要作用,并可以为当今中国和谐社会的建设和国家治理提供可资借鉴的思想资源。但由于其存在着理论与制度不同构、制度资源太少的根本性缺陷,不能作为解决当今社会政治问题的现成方案。欲实现社会和谐和长治久安,必须重构现代治理观,走出重“政治人”建设轻政治制度建设的历史误区,开辟一条靠制度执政、靠制度治国的新路。制度建设和创新的核心是民主与法治,其中又以党和政府的制度改革为重点。对战略策略作出理性化的选择,则是制度变革成败的关键。     

创新与超越:新地缘政治与国家安全

运用地理关系谋划国家安全是地缘政治的本来使命.以扩张、对抗和谋霸为核心的传统地缘政治存在逻辑缺陷,不能合理解释当代国际政治现实,也无法有效应对国家安全面临的新挑战.为此,需要创新并超越传统地缘政治思维,以新地缘政治观来重新审视和谋划国家安全.中国在此方面进行了有益的探索和尝试,新安全观与和谐世界理论的提出与实践,表明新地缘政治具有相当的发展空间和现实应用价值.     

科学发展与社会和谐

科学发展与社会和谐是辩证统一的.为了解决经济发展不协调、百姓收入差距犬、体制创新滞后、社会事业发展失衡等综合矛盾,必须以科学发展观为指导,进一步深化改革,大力发展各项社会事业,努力推进社会主义和谐社会发展进程.     

Patterns of renewal and continuity in parliamentary elites. The Greek MPs from 1996 to 2015

ABSTRACT

This article focuses on patterns of renewal and continuity in the Greek Parliament. The data include information about MPs from the parliamentary elections in 1996 through to 2015. Three main concerns are discussed: patterns of circulation of newcomers MPs; patterns of parliamentary turnover in respect to political and electoral transformations introduced by the debt crisis; and patterns of continuity for long-standing MPs. I argue that incoming MPs tend to replicate the mainstream educational and political resources of the core parliamentarians and, at the same time, powerful patterns of perpetuation exist, which sustain the career opportunities of the long-standing MPs. However, a parliamentary turnover is possible during times of crises but also through the renewal of political generations.
