The White Paper on Governance process[This analysis covers the period up to and including the publication of COM (2001) 428 of 25.7.2001, ‘European Governance: A White Paper’.] began life as a search for an issue by a new Commission President. The issue is packaged as enhancing/modernising democracy in the EU and legitimising EU institutions, and searches for further avenues of civil participation. The process ‘sells’ the concept of ‘democratic deficit’, though reveals a highly open and accessible system which is already severely overloaded by interest representation. Rather than escalating a ‘lobby free for all’, the opportunity could be taken to strengthen governance by organising EU interest representation. This could be done by accrediting associations that are able to meet strict criteria of representativity as ‘governance partners’, making them sufficiently attractive to their members to work through them rather than bypassing them, and which would strengthen their ability to contribute to EU governance as policy capable organisations. These associations could find a place in a revamped and reorganised Economic and Social Committee, which would be engaged at a much earlier stage in the EU policy process. Identity orientation provides a means to understand the social motivations of organisational relationships and organisational policy and practices. This study uses identity orientation to understand the highly marketised context of independent ‘elite’ schools in Australia and how they relate to stakeholders to straddle their roles as social institutions that are increasingly required to operate in a corporate manner. Interviews with managers in quite new school roles such as marketing communication and business management were conducted in non‐government schools to understand the schools' external orientations, coveted internal member traits, and frames of reference. The study shows that, in contrast to existing literature on the rhetoric of schools as focusing on ‘the child’, there was a strong emphasis on individualistic orientations in schools that saw stakeholders in instrumental terms of resources and connections, saw teachers as providing an innovative and leading edge, and used other prestigious schools as their frame of reference. To a lesser extent, schools would also be interested in the relationships with families, teachers, and the community for their own means. There were very few instances where the identity orientation was contributing to society, instead, focusing on university and network outcomes for pupils. Using identity orientation provides a theoretical lens to connect organisational governance to stakeholder engagement by providing insights into an organisation's identity including practices and behaviours, in relation to others. 20世纪90年代以来,跨境烟霾污染成为东南亚地区的公共问题。为了解决跨境烟霾污染,东南亚国家采取了一系列合作行动,其中最重要的一项措施是签署了《东盟跨境烟霾污染协定》。尽管东南亚国家在跨境烟霾治理上付出了种种努力,但由于跨境烟霾问题的特殊性以及东盟既有规范的制约,东南亚国家在跨境烟霾治理方面尚未取得预想中的效果,跨境烟霾治理成为考验东南亚国家地区公共问题治理能力的一个缩影。  相似文献

印尼是东南亚主要的移民输出国之一,2012年其海外劳工总人数约为600万人。2001年以来,印尼采取"大爆炸"(Big Bang)的方式来进行改革,实行权力下放,授予地方广泛的自主权,这对其海外移民治理产生了深刻影响。在分权化背景下,印尼中央政府和各地方政府出台了一系列移民治理法规,但由于改革自身的缺陷所在,印尼的海外移民治理也存在诸多问题,且这些问题无法在短期内解决。  相似文献

This paper examines the impact of good governance in elections compared to the role of the economy. The latter is considered the key factor in electoral survival, while governance issues are rarely included in politicians' discourse or campaigning strategies. Using the ParlGov data and the ICRG indicators for 160 elections, the analysis shows that good governance matters, but mainly for developing countries. Economic growth is an important electoral topic in most of the elections, but its effect varies systematically across contexts. The impact of each good governance and the economy get weaker as the other worsens, and these conditional effects are moderated by the level of economic development.  相似文献

全球化的加速发展和全球治理理论的兴起给现代国际法理论与实践带来了新的挑战。虽然全球治理的理论模式还不成熟和完善,但它已深刻影响到国际社会未来的发展方向。一方面,国际法作为调节国际社会行为主体之间关系的法律规范和制度,对全球治理的实现起着重要的规范作用;另一方面,国际法也应积极适应全球化的潮流,使其和全球治理理论在交流与互动过程中得到共同发展。中国作为负责任的发展中大国,应更积极地在全球治理进程中扮演维护者和建设者的角色。  相似文献
